OCEANSIDE, Calif. (CNS) - A 23-year-old man was behind bars Friday on suspicion of using a pellet gun to break the window of an Oceanside business that had put up a sign supporting the Black Lives Matter movement, police said.Steve Soto, 23, of Carlsbad allegedly drove by Bliss Tea & Treats, 301 Mission Ave., around 7:10 p.m. on June 4, then fired a pellet gun out the window of his vehicle, shattering a window at the business and causing more than ,800 in damage, Oceanside police Sgt. John McKean said.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.Surveillance video helped detectives identify the vehicle used in the crime and Soto, who was arrested Wednesday evening at an undisclosed location, the sergeant said.Soto was booked into the Vista Detention Facility around 7:40 p.m. Wednesday on suspicion of vandalism, attempting to dissuade a victim or witness from testifying and assault with a deadly weapon, according to jail records.The assault allegation stems from an incident during which Soto is accused of shooting a disabled man in the face with a pellet gun, McKean said.Soto was being held in lieu of ,000 bail pending arraignment, scheduled for July 31. 1250

OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. Dale says residents will also see small increases in their bills.They hope to have the new facility running by the end of 2021. One day after Papa John's CEO John Schnatter claimed that decreased TV viewership in response to NFL player protests over racial inequality was causing a decline in business, Pizza Hut said on Thursday that NFL boycotts have not caused any decline in business. Yum Brands, parent company of Pizza Hut, held an investors' conference call on Thursday and declared same-store sales were up 3 percent. That is compared to just a 1 percent increase for Papa John's. While Schnatter cited the response to NFL player protests as the reason for lower-than-expected growth at Papa John's, Yum Brands offered no such criticism. "We're not seeing any impact from any of that on our business," Yum Brands CEO Greg Creed said. While Creed admitted that live sports is important facet of business, he said other factors such as food quality are important. "The foundations are not always sexy, but I think delivering hot, reliable pizza is important, and I do believe the team is making progress on all the areas in the foundation that will enable us to build, longer term, a strong Pizza Hut position," Creed added.Schnatter, on the other hand, called the player protests during the national anthem a "debacle." “The NFL has hurt us by not resolving the current debacle to the players’ and owners’ satisfaction… NFL leadership has hurt Papa John’s shareholders,” he said on Wednesday.Just as Colin Kaepernick began leading protests among some NFL players last August, Papa John's renewed its contract to be the official pizzeria of the NFL. The brand has also aligned itself with popular NFL personalities, such as former Indianapolis Colts great Peyton Manning. But some on social media are accusing Schnatter, who was a donor to President Donald Trump's 2016 presidential campaign, of playing politics. According to campaign filings, Schnatter donated ,000 to Trump's campaign last year. He also donated ,400 to the Republican National Committee last August. Earlier in the NFL season, Trump delivered a sharp rebuke of players who kneeled or sat during the national anthem. Also, Vice President Mike Pence walked out of a Colts game before kickoff, per the orders of the President, due to members of the 49ers taking a knee during the national anthem. But there is no question NFL viewership is down in 2017 compared to 2016. According to Fox Sports, viewership has declined from an average of 15.6 million viewers per game to 14.8 million at the same point last year."This year, the ratings have gone backwards because of the controversy. And so the controversy is polarizing the customer, polarizing the country, and that’s the big difference here," Schnatter said. 2780

OCEANSIDE (KGTV) - It’s been nine months of physical therapy since a great white shark attacked Keane Webre-Hayes. “My love of the ocean is much more than my fear of sharks.” Webre-Hayes tells 10News. He’s been determined to get back into the ocean. While it’s been a long process, he finally made it out spearfishing. Josh Fleming owns Meric Spearfishing in Oceanside, he has been helping get Webre-Hayes ready to dive back into the ocean. “He gave me a gift certificate saying whatever it costs and he got me all geared up.” Fleming gave Webre-Hayes a new diving suit, speargun and other gear to help him prepare for his spearfishing adventures. Webre-Hayes was attacked by the great white shark during his first time lobster diving. He underwent hours of surgery, got one thousand stitches and has continued months of physical therapy. He’s been through intensive therapy at Equinox and Nakoa in Carlsbad. “I love the ocean it’s my second home basically.” Webre-Hayes tells 10News. The shark broke the top of his humorous, tore off his rotator cuff, broke the scapula in three different places and he’s missing parts of his deltoid and lateral muscles. Webre-Hayes tells 10News, “It was a gnarly bite and its crazy that I’m going to be throwing out the first pitch at the Padres game.” Before spearfishing came baseball. He was a left-handed pitcher until his left side was attacked back in September. Nine months later, he’s living out his dream of throwing out the first pitch at the Padres game Tuesday night. “My wish came true just didn’t find the best way to get it.” Webre-Hayes is looking forward to the evening surrounded by his team from Rady Children’s, his physical therapists and Fleming. 1713
