LOS ANGELES (CNS) -- With coronavirus cases on the rise, municipalities in the Los Angeles area Thursday began to crack down on residents who flout the statewide requirement that they wear masks while in public. In West Hollywood, sheriff's Capt. Edward Ramirez issued a statement saying deputies have been working to educate violators about the requirement, but people who refuse could now face fines."Beginning this month, we will continue to utilize education and persuasion and hand out face masks, however, we will begin issuing city of West Hollywood Municipal Code citations to people who refuse to follow the face mask order while in public," he said."The citation, which is administrative and not criminal, is 0 plus a fee of for a total of 0 for the first offense," he said. "Our very least option is to conduct enforcement by issuing a citation, but the risk to community health is too great. To date, we have not issued any citations and we still hope not to."In neighboring Santa Monica, a new health order was announced Thursday in an effort to emphasize the need for face coverings. The order outlines the requirement for people to wear face coverings while in public, and for businesses to enforce the requirement for employees and customers. The revised Santa Monica order sets fines for violators at 0 for a first violation, 0 for a second violation and 0 for a third. For businesses, the fines start at 0, increasing to 0 for a second violation and ,000 for a third."As public health experts have shared widely this week, we are in a dangerous period with dramatic increases in cases and hospitalizations," Interim City Manager Lane Dilg said in a statement. "Face coverings are essential. I encourage everyone to try different styles to find what works for you. But it is a critical time to save lives by wearing face coverings whenever we are outside of our homes and not gathering with people outside of our households."The city of Beverly Hills has long been requiring residents to wear masks. It issued a reminder last week, noting that violators can face fines ranging from 0 for the first offense to 0 for the third and subsequent offenses.Gov. Gavin Newsom -- who made face coverings mandatory across the state on June 18 -- announced a "major public awareness campaign" about the requirement on Thursday. The campaign, backed by .75 million in donations, will feature a series public service announcements in a variety of languages. The announcements will be in the form of broadcast announcements and hundreds of billboards across the state. On Wednesday, Los Angeles Mayor Eric Garcetti said local businesses should refuse service to anyone who refuses to wear a mask."If there's no mask, there should be no service," Garcetti said. The mayor noted that Los Angeles police have not been issuing citations for mask violators, saying the goal is to educate people in hopes of getting voluntary cooperation. 2974

LOS ANGELES (CNS) - An initiative to split California into three states has received enough signatures to qualify for the November ballot, its author said Wednesday.Venture capitalist Tim Draper said backers of what he has dubbed "CAL 3" would submit petitions with more than 600,000 signatures to election officials next week. The initiative needs signatures from 365,880 registered voters - five percent of the total votes cast for governor in the 2014 election - to qualify for the ballot."This is an unprecedented show of support on behalf of every corner of California to create three state governments that emphasize representation, responsiveness, reliability and regional identity," Draper said.   Splitting California into three states would require congressional approval. One proposed state would be called California or a name to be chosen by its residents after a split. It would consist of Los Angeles, Ventura, Santa Barbara, San Luis Obispo, Monterey and San Benito counties. A second state, Southern California or a name to be chosen by its residents, would consist of Orange, Riverside, San Bernardino, San Diego, Imperial, Kern, Kings, Fresno, Tulare, Inyo, Madera and Mono counties.   The remaining 40 counties would be part of the state of Northern California or a name chosen by its residents.   Draper said he conceived the initiative out of a belief that "the citizens of the whole state would be better served by three smaller state governments while preserving the historical boundaries of the various counties, cities and towns."   Steven Maviglio, a longtime Democratic Party political consultant who was a co-chair of the effort to oppose Draper's 2014 initiative to split California into six states, told City News Service, "Splitting California into three and creating three new governments does nothing to solve our state's challenges other than tripling them." "CAL 3'' has no connection to efforts to have California succeed from the United States. 2050

LOS ANGELES (AP) — Crews fought a pitched battle against the last remaining large wildfire in Southern California as the stubborn flames threatened nearly 2,000 homes and other buildings. The fire that erupted on a hilltop northwest of Los Angeles headed for what would be its third day Saturday and firefighters were finding it hard work as shifting winds made the front line a moving target. The Maria Fire had burned 9,412 acres and prompted evacuation orders for nearly 11,000 people since it began Thursday evening. It is 20% contained as of 8:27 a.m. Saturday.Eastern Ventura, Camarillo, Somis and Santa Paula were at risk, Ventura County fire officials said.On Friday, a tug of war developed between onshore and offshore winds."It has been an uphill battle ever since," Ventura County Fire Chief Mark Lorenzen said. "As winds shift, we have a whole new fuel bed open up."Winds and skin-cracking low humidity were expected to make Saturday another difficult day for firefighters.Crews battled to keep the flames away from orchards and farms in the rural area. Three buildings were destroyed. The cause was under investigation but there was a troubling possibility that an electrical line might have been involved — as such lines have been at other recent fires.Southern California Edison said Friday that it re-energized a 16,000-volt power line 13 minutes before the fire erupted in the same area.Edison and other utilities up and down the state shut off power to hundreds of thousands of people this week out of concerns that high winds could cause power lines to spark and start fires.SCE will cooperate with investigators, the utility said. The fire began during what had been expected to be the tail end of a siege of Santa Ana winds that fanned fires that destroyed buildings and prompted mass evacuations across the region. The fires even caught the attention of teenage climate-change activist Greta Thunberg, who was visiting Los Angeles for a rally."It has been horrifying to see what is going on here and what happens here often and that it's gotten worse because of the climate crisis," she said.Red flag weather warnings of extreme fire danger had been expected to expire Friday evening but forecasters extended them to 6 p.m. Saturday for valleys and interior mountains of Ventura and Los Angeles counties, citing the withering conditions. In Northern California, more people were allowed to return to areas evacuated due to the huge Kincade Fire burning for days in the Sonoma County wine country. The 121-square-mile (313-square-kilometer) fire was 70% contained, the California Department of Forestry and Fire Protection said. The tally of destroyed homes reached 174 and there were 35 more damaged, Cal Fire said. Many other structures also burned.Historic, dry winds prompted the state's largest utility, Pacific Gas & Electric Co., to initiate four rounds of widespread pre-emptive shut-offs in Northern California this month to prevent wildfires. But the Contra Costa County Fire Protection District pegged the utility's equipment as the cause of three smaller fires that cropped up Sunday in the San Francisco Bay Area suburbs of Martinez and Lafayette. And while the cause of the Kincade Fire hasn't been determined, PG&E reported a problem with a transmission tower near the spot where the fire started. 3339

LOS ANGELES (CNS) - A Los Angeles County sheriff's deputy was suspended following allegations that he had sex on the Universal Studios lot and the encounter was captured by the deputy's open microphone. It was unclear when the incident occurred."The deputy was immediately relieved of duty and an administrative investigation has been opened," according to a statement released by the department. "The deputy's peace officer's powers have been suspended and the proper administrative action will be taken based on the outcome of the investigation."Audio of the incident was posted on TMZ's website on Tuesday. A department dispatcher can be heard telling the deputy his microphone is open.It wasn't clear if the alleged incident took place inside the deputy's patrol vehicle, but TMZ reported it happened near Universal's Bates Motel, made famous in Alfred Hitchcock's 1960 classic, "Psycho."The name of the deputy was not disclosed. 940

LONDON (AP) — Royal Dutch Shell says it is planning to cut between 7,000 and 9,000 jobs worldwide by the end of 2022 following a collapse in demand for oil and a subsequent slide in oil prices during the coronavirus pandemic. The oil giant said Wednesday that around 1,500 employees have already agreed to take voluntary redundancy this year and that it is looking at a raft of other areas where it can cut costs, such as travel, its use of contractors and virtual working.Overall, it said it expects the cost-cutting measures to secure annual cost savings of between billion and .5 billion by 2022.CEO Ben van Beurden said in an interview posted on the Shell website that the jobs cuts will reduce the amount of people between the company’s leadership and its lower level employees.“None of this changes our values as a company, and we will do what we have to do with honesty, integrity and respect for people,” wrote the CEO. “We will be as fast as we can and we will show care for all those who lose their roles or who are negatively affected.”Once the reorganization is complete, the CEO says he believes many more people will be positively affected – working in a quicker, more customer-focused organization and enabled to take the decisions that make a difference. 1282
