HARARE, May 31 (Xinhua) – The Communist Party of China (CPC) and Zimbabwean President Robert Mugabe's Zanu-PF on Monday signed a Memorandum of Understanding (MOU) to promote political exchanges and cooperation between the two parties.This was disclosed by Wang Gang, vice chairman of the Chinese People's Political Consultative Conference National Committee and member of the CPC Central Committee Political Bureau, who is leading a high-powered delegation to Zimbabwe.Speaking during a meeting with Zimbabwean Vice President Joice Mujuru and senior Zanu-PF officials on Monday, Wang said the agreement will enable the two parties to consolidate relations and work together in exploring new ways to enhance ties."Guided by this memorandum of understanding for the next five years, our party-to-party relations will have a more in-depth development," Wang said, adding the MOU will see the two parties increasing high level exchange visits and sharing experiences."We very much cherish the friendship between Zimbabwe and China. We view Zimbabwe as a reliable friend and good partner," he said.Wang added China will continue to render assistance to Zimbabwe to help it develop its economy.Wang also called on Western nations to lift sanctions on Zimbabwe to expedite economic recovery in the country.Mujuru paid tribute to China for its economic and political support to Zimbabwe over the years."We know it has not been easy for China to stand by us over difficult times but as Zimbabwe we are grateful for the support," she said.She said Zanu-PF was interested in further developing its relations with CPC, especially in the area of youth and women training and political exchange programs.Wang and his delegation will be in Zimbabwe for three days.

BEIJING, May 2 (Xinhua) -- The People's Bank of China (PBOC), the central bank, announced Sunday it will raise the deposit reserve requirement ratio (RRR) for most financial institutions for the third time this year amid growing concerns of asset bubbles and economic overheating.The bank said in a statement on its website that it would raise the deposit reserve requirement ratio (RRR) for financial institutions by half a percentage point from May 10.The ratio for the rural credit cooperatives and rural banks would remain unchanged at 13.5 percent, said the PBOC.However, the RRR for other small financial institutions would rise to 14 percent, and that for large financial institutions to 17 percent.This is the third rise in the deposit ratio this year. On Jan. 12 and Feb. 17, the central bank raised the deposit ratio by half a percentage point each time.The move indicated the government was taking further steps to tighten monetary policy in response to concerns of overheating and asset bubbles, said Liu Yihui, an expert with the Financial Research Center of the Chinese Academy of Social Sciences (CASS).The PBOC has cut the bank reserve requirement ratio four times during the second half of 2008 to stimulate growth, as the global financial crisis started to weigh on the economy.The country posted a better-than-expected 11.9 percent year-on-year economic growth in the first quarter, but the government was cautious and had repeatedly warned that the economic conditions this year were "very complicated."China's consumer price index (CPI), the main gauge of inflation, saw a rise of 2.4 percent year on year in March, nearing the ceiling of 3 percent inflation this year that the government has set at the annual parliamentary session that month."There is an obvious tendency of overheating," Liu said.

The country is the last of the 246 participants to open its pavilion."After decades of isolation under circumstances of sanctions and wars, I believe my country is in acute need for such an event (Expo)," Adel Hameed, 35, a teacher in Baghdad western district of Mansour told Xinhua."As a developing nation, Iraq found Shanghai a great place to demonstrate the latest technologies that we need to rebuild our country," said Hameed, who disclosed that he sometimes follows the latest news about the Shanghai Expo from Internet at home.Asked what makes him so interested in following the Expo news, he smiled and said "to me Baghdad is the city with glorious past and promising future. BEIJING, May 8 (Xinhua) -- To achieve equitable development globally, China adheres to a principle of "common but differentiated responsibility" on climate change, a senior official said here Saturday.Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), made the remarks at the International Cooperative Conference on Green Economy and Climate Change.Xie's comments came a day after Chinese Premier Wen Jiabao said that according to the principle of "common but differentiated responsibility," the international community should further clarify the mandatory reduction targets for developed countries and mitigation actions for developing nations."Developed countries discharged a great amount of greenhouse gases during their industrialization in the previous two centuries. That is the main cause of global warming," said Xie, one of China's leading negotiators for climate change talks. "That's why they should take most of the responsibility to reduce carbon emissions."Developed countries have already overused the earth's atmosphere for emissions, occupying what should be emission quotas for developing countries who are developing to meet their citizens' basic needs, he said."Developing countries are now beginning to industrialize. SUZHOU, April 3 (Xinhua) -- China's police chief Meng Jianzhu Saturday called for nationwide coordination to beef up security for the Shanghai World Expo, which runs from May 1 to Oct. 31.Meng, a State Councilor and Minister of Public Security, made the call in a inspection tour to Suzhou city in Shanghai's neighboring province Jiangsu, where he urged police in Shanghai and its adjoining provinces to execute more security efforts.He asked the police in Shanghai, the provinces of Jiangsu and Zhejiang to fully recognize the challenge and complexity of the security work, and to speed up the building of a coordination mechanism among them.Security departments must step up efforts to detect and remove all kinds of security threats, be fully prepared for challenges, and minimize the affect of the security work on people's lives, he said.
