Four San Diego lawmakers are proposing a more than billion solution to stop sewage from Mexico from contaminating South County beaches.The four members of congress, all Democrats, announced the plans at a news conference Monday. Their legislative acts would free up funds to pay for cross border infrastructure projects that would keep sewage from flowing up from the Tijuana River and the Punta Bandera treatment plant. The flow goes into the waters off Imperial Beach and Coronado, and has led to numerous closures. "We have an emergency along the border. It is sewage," said Rep. Juan Vargas, whose 51st district includes Imperial Beach. "Let's quit talking about other things. it's sewage right here, let's do something. We need money, we have the projects. Let's get going." Vargas, joined by Reps. Scott Peters, Susan Davis and Mike Levin, said the will to fix these problems comes down to funding. A bill introduced by Vargas and Peters would increase the North American Development Bank's capital by .5 billion to finance infrastructure projects. Additionally, Levin has introduced legislation to authorize 0 million a year for five years through the Border Water Infrastructure Fund. Mexico would be expected to contribute to the projects financially, but there would be exemptions for financial or national security reasons. Meanwhile, Davis introduced a resolution that encourages the Department of the Navy to take a leading role in the mitigation of cross-border spills that impact national security. A spokesman for Rep. Duncan Hunter, the county's lone Republican member of Congress, said Hunter was reviewing the legislation and would support it if he can. 1689

First Baptist Church of Sutherland Springs, Texas will be demolished.That information came from the Southern Baptist Convention after its leaders met with Pastor Frank Pomeroy in Sutherland Springs on Nov. 7. The church was the site of a mass shooting that claimed the lives of 26 of the church's parishioners on Nov. 5.The shooter also died that day.Pomeroy and his wife were not in church on the day of the shooting, but their 14-year-old daughter was there, and she was killed. The gunman began unloading 450 rounds from outside of the building before he entered and began shooting with an assault rifle. 620

Following President Donald Trump's rally in West Virginia on Tuesday evening, Aerosmith's frontman Steven Tyler was not pleased that the president used an Aerosmith song before the rally. On Wednesday, a rep for Tyler sent Trump a cease and desist letter to stop using Tyler's music during rallies, according to a copy of the letter obtained by CNN reporter Jim Acosta. The letter was filed by the LaPolt Law firm in West Hollywood, Calif. “By using ‘Livin’ On The Edge’ without our client’s permission, Mr. Trump is falsely implying that our client, once again, endorses his campaign and/or his presidency, as evidenced by actual confusion seen from the reactions of our client’s fans all over social media,” the letter stated.The letter indicates that Aerosmith has previously sent Trump orders to stop using the band's music. On Tuesday, "Livin' On The Edge" was played before the president appeared on stage. “What makes this violation even more egregious is that Mr. Trump’s use of our client’s music was previously shut down, not once, but two times, during his campaign for presidency,” the letter states.Tyler is not the only artist who has sent Trump a letter ordering him to stop playing their music at rallies. Florida State University held a vigil Sunday night for the two women fatally shot at a Tallahassee yoga studio Friday as investigators try to establish why the alleged gunman opened fire.Scott Paul Beierle, 40, posed as a customer when he walked into Hot Yoga Tallahassee on Friday evening and fired a handgun without warning, police said.The yoga students fought back, police said, but two women were killed and five people were wounded. The gunman had fatally shot himself by the time officers arrived.Tallahassee yogis as well as the health care and college communities are mourning the victims: Maura Binkley, 21, and Nancy Van Vessem, 61.On Sunday evening, FSU students and faculty came together for a vigil honoring Van Vessem -- a faculty member -- and Binkley, a student.The crowd gathered on Langford Green on Sunday evening and held up battery-powered tea candles that flickered under an overcast sky as a small choir sang, "Hymn to the Garnet and Gold.""Our hearts are broken as we gather to mourn the loss of two members of our Florida State University family and offer prayers for those who were injured and affected by this horrific attack. This hateful and despicable act has affected our community profoundly," Florida State President John Thrasher told those assembled.Authorities say it's not clear why Beierle carried out the attack.
