Enrollment in public schools nationwide has gone down during the pandemic. According to data obtained by Chalkbeat and The Associated Press, enrollment dipped by about 2% since last year.Experts say several factors are to blame. Many students struggled to attend classes online, so they have been expelled from school for missing too many days. Also, kindergarten isn't required in some states.Surprisingly though, remote learning is more popular among parents than originally thought, according to a Pew survey.That's not to say all parents are on-board with virtual learning. Teachers also reported high levels of stress and burnout.In a separate study by RAND Corporation, a nonprofit research organization, superintendents said they'd like to keep virtual schooling as an option after the pandemic.“The reasons the superintendents said they wanted to keep online schools after the pandemic really related to parental demand, so they cited reasons like retaining student enrollment in their district. Enrollment is the way that districts get funding and also the benefits of offering more choices to students and parents,” said Heather Schwartz, PK-12 Program Director and Senior Policy Researcher at RAND Corporation.The survey also found lower-income students are suffering the most during this time.“Low-income students are likely to attend schools that are fully remote during the pandemic than upper- and middle-income students. And it's the lower income parents on the surveys who are more concerned about their children falling behind academically during the pandemic,” said Schwartz.Lower income students are less likely to have the devices and internet access necessary for online learning.While there are some resources to help lower income families, researchers at RAND Corporation are making a recommendation. They want to see the federal government develop open-source curriculum materials that are of high quality and specifically for online instruction. 2323

(KGTV) - Residents of a small mobile home park across the street from the proposed Newland Sierra development, Measure B on the March ballot, say they fear a "yes" vote to approve the project could do irreparable damage to their community.Deer Springs Oaks is made up of 32 mobile homes off Deer Springs Road, directly across the street from the Newland Sierra site. That plan, if voters approve, would allow for around 2,100 new homes, along with open space and infrastructure changes. Residents of Deer Springs Oaks, funded by the nearby Golden Door Spa, have been making the case to voters that Measure B will make a bad traffic situation worse and create a dangerous trap in a wildfire zone. But they also worry that the project could have a more direct impact on their homes. The building of Newland Sierra would require the widening of Deer Springs Road, as well as changes to the nearby interchange with I-15. While Newland Sierra developers say these will not affect the mobile home park, the residents say they are not getting any guarantees from Newland Sierra, the County, or CalTrans."We don't know what they're going to do, how they're going to do it," said resident Georgeann Higgins. "They're so arrogant as to not inform us. These are our homes." Lawyers representing many of the residents obtained plans for some of the alternatives being considered by CalTrans. At least two would cause major changes to Deer Springs Oaks, including the possibility of residents losing property and a road being moved to go through the center of the complex."They impact the park big time," said resident Tony Eason. "They would destroy the park."A spokesperson from Newland Sierra told 10News that the maps being used by the residents are outdated. He sent 10News at statement: “This is just another desperate attempt by the Golden Door Spa and its army of lawyers to try to confuse and scare voters. This alternative was one of more than a dozen road improvement alternatives that was studied. It was ultimately rejected by CalTrans and is no longer an option. The real truth is that Measure B will create affordably priced homes for working families with open space, parks and trails - a better choice than the current General Plan that permits a two million square foot mega-commercial development, mansions and parking lots." An ordinary trip to fill up turned eventful last month at the Shell gas station on Santa Fe Drive. "I see a man pull up in a black SUV, brand new and shiny," said Alice. Alice says a man in his 30s got out of the GMC Yukon and approached them."He was in head-to-toe designer clothes," said Alice. In the backseat was a well-dressed woman and a little girl."He says, 'Excuse me, Sir. I'm here vacationing from Dubai with my family and my wallet was stolen,'" said Alice. The man asked for some money for gas and then took out a ring."Here, take my ring. It's worth 0. I have money and plenty of jewelry at home. I just need money for gas and food," said Alice.Alice told the man to keep the ring and then had her husband put in on a pump with their credit card."I believed their story ... I put myself in their shoes. I would be devastated, and I would want someone to help me," said Alice.Days later, she learned from her cousin in Los Angeles those strangers were scammers. "I was the 4th person she knew of personally that this happened to. I was duped," said Alice."Then this past Wednesday, Alice was back at the gas station and filling up, when she saw something familiar," said Alice.It was another new GMC Yukon. Inside was a different family. She saw them talking with a young man, before pulling out a ring. "I ran over put my hand in front of the guy and said, 'You should be ashamed of yourself. This is a scam!" said Alice. She learned the family had a similar story about vacationing from Dubai. The SUV sped off, leaving behind a woman hoping others don't fall victim."It makes me angry. It's the giving season and they take advantage of that. They're actors. They played their part perfectly. They're going to get an Oscars, and I handed them the award," said Alice.Alice believes both vehicles had out-of-state license plates. She says she contacted the sheriff's department but was told this incident would likely be defined as panhandling, which isn't a crime. 2184
