SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) — San Diego's Board of Supervisors voted unanimously Wednesday to extend a local and public health emergency in response to the coronavirus.The board cautioned that extending the emergencies did not indicate that the general public faced any higher risk of the virus."Today's vote reaffirmed the County of San Diego's decisive action on Friday to declare a local emergency and local health emergency was the right one," Supervisor Nathan Fletcher said in a statement. SAN DIEGO (KGTV) -- Sophie Felix may be petite, but there is nothing small about the way she approaches living and giving -- and it all started with her grandparents."Growing up, my Grandmother and my Grandpa Augie used to be foster parents so from a very young age I understood it's very important to give back to children in need," says Felix.Nine years ago, Sophie says she felt compelled to reach out to the Encinitas-based group, Passion 4 K.I.D.S. which stands for Kids In Desperate Situations. The group helps improve the lives of handicapped, neglected and underprivileged children.Through founders Linda and Charles Van Kessler, Sophie met Izaiah Wallis and his family. Izaiah has been unable to walk or talk since he was hit by a drunk driver at age one, 10 years ago.Sophie started out by planning special experiences for the family including securing sponsorships for trips to Disneyland and Seaworld as well as handicapped accessible gear such as a van --- and Sophie was just getting started. A mom herself, she became the chapter president of America's Children of Fallen Heroes. Off-roading adventure in a custom jeep is just one part of what the group does. A bigger part is providing the kids with a 10-year mentorship program so they can pursue anything and realize their dreams.Sophie says that is very important to her because she herself is living her American dream. In addition to her charity work, Sophie runs her own business, HBM Talent and Management, and she spreads her passion to every client she signs."That is part of our deal. They have to volunteer for at least 2 charity events per year," she says.Those clients, including former NASCAR driver Felix Giles, are happy to do it. If all that weren't enough, Sophie also makes sure a local brother and sister, whose mother can't afford Christmas presents, get presents every year.Sophie says her work with kids brings her, "indescribable joy, inspiration, happy tears, hope, faith" because she knows this is her purpose.Sophie's charity mentor Linda Van Kessler says Sophie has a heart of gold --- a heart that just gets bigger and bigger because of what she feels every time she helps a child. 2193

SAN DIEGO (KGTV) - San Diego Police say their recruitment numbers are up, in part due to their innovative recruitment strategies.In a presentation at the Public Safety and Livable Neighborhoods Committee, data showed they've hired more people in 2018 compared to 2017 and 2016. "We had 63 candidates that applied for there and are in the academy, that was the largest, highest number academy we've had in 25+ years," Lt. Steve Waldheim, with SDPD's Backgrounds and Recruiting Unit said.So far this year, the department's hired 94 total officers, 15% are women.Here's the breakdown:2016: 3,229 took written exam, 137 hired2017: 3,184 took written exam, 126 hired2018: 2690 took written exam, 198 hiredWaldheim said their recruitment officers are doing a better job selecting applicants and preparing them for the hiring process, creating a lower drop off rate."The more officers we put on the street, the safer it is for the community, the faster response times we have," Waldheim said they need to fill 175 vacant positions, and to do so, they've gotten creative.Those innovative ways include everything from going to schools, military bases, Comic Con, working with the Padres to advertise and getting on social media."One of the biggest challenges is our unemployment rate," he said. San Diego County's unemployment rate remains low, hovering around 3% providing a limited pool to pull from.Once sworn in, Waldheim said there's multiple career options within the department, "helicopter, you can ride on a boat with our beach team, we have canines, motorcycles, we have detectives, investigations."He said the city's worked to increase their pay, to become competitive with other law enforcement agencies.
