Newly released dash cam video shows a drunk driver talking with police officers just minutes before he got back into his car, drove off and then collided head-on with a woman, killing them both.The incident happened December 30, 2017.Testing would later determined that Desten Houge's blood alcohol level was nearly three times the legal limit.The video show the aftermath of a single car accident, where Houge lost control and then ended up in the ditch. That accident happened around 4 p.m.Pittsfield Township Sgt. Matthew Hornbeck can be seen talking with Houge and then helping him up after he fell down.Hornbeck would call a tow truck to get the 32-year-old Houge's car out of the ditch. The driver discovered the rear sway bar was busted, but the car was still drivable.Hornbeck and another police officer would clear the scene, but they did not give Houge a field sobriety test.Roughly an hour later and another 1,000 feet down Michigan Avenue, witnesses reported seeing Houge's car fishtailing, then crossing the center line, slamming into another vehicle driven by 55-year-old Lake Jacobson, who died four days later of injuries suffered in the crash.In police reports obtained by Scripps station WXYZ in Detroit, witnesses describe being surprised by the speed Houge was driving, considering he was losing control.Another witness, who swerved to miss Houge, said they saw car parts flying before the collision.The reports cite car condition and a possible collision with a pothole as a factor in the crash. However, those reports were from before Houge's autopsy came back, establishing he had a BAC of .24, as well as THC in his system.Both Hornbeck and the other officer who helped Houge before the fatal accident said they did not notice any signs of impairment.WXYZ was unable to reach Pittsfield Township Police for comment. NEWARK, N.J. - Before the holiday travel season picks up, United Airlines said they will be offering free coronavirus tests to passengers on select flights between New Jersey and the United Kingdom, beginning Nov. 16.According to a press release, the airline launched the 4-week pilot program that will run from Nov. 16 to Dec. 11.United is only rapidly testing passengers flying between Newark Liberty International Airport to London Heathrow, free of charge.United said appointments are required, and passengers will have to arrive three hours before their flight to get results back in time."We believe the ability to provide fast, same-day COVID-19 testing will play a vital role in safely reopening travel around the world and navigating quarantines and travel restrictions, particularly to key international destinations like London," said Toby Enqvist, chief customer officer for United in the news release. "Through this pilot program, we'll guarantee that everyone* onboard has tested negative for COVID-19, adding another element to our layered approach to safety. NEW YORK — Indoor dining in New York City will close beginning Monday amid the rising spread of COVID-19 increased hospitalizations linked to the virus, New York Gov. Andrew Cuomo said Friday.“We said that we would watch it if the hospitalization rate didn’t stabilize, we would close indoor dining. It is not,” Cuomo said.Outdoor dining and takeout will continue, he added.The increasing rate of transmission has been a problem, especially in densely populated areas, Cuomo said.The governor added that the state will monitor indoor dining data in areas outside of New York City and orange zones. Adjustments will be made next week if needed. When asked about a timeline on reopening the city's indoor dining, Cuomo's team said the state will be looking over cases and hospitalizations over the next two weeks.Earlier this week, Cuomo said any region with an unstable hospitalization rate for more than five days would see new restrictions on indoor dining.He said New York City would see a full closure on indoor dining while regions outside of the city would see a reduction to 25% capacity. Amid the announcement of closing indoor dining, Cuomo called on the federal government to provide restaurants and bars with relief in the next stimulus package.The state will do what it can to assist these businesses, including extending the commercial eviction moratorium, Cuomo said.“So, if a business can’t pay rent because of this situation, they won’t be evicted,” he said.The adjustments restaurants have made are "remarkable," Cuomo added. Heat lamps and partial enclosures are working, according to the governor, but he hopes that indoor dining closures will only be for a short period of time."I understand they're going to sustain economic damage, and I think the federal government should reimburse them for it. If the state is in a position to reimburse them for it, we will," he said.
