SAN DIEGO (CNS) - Scorching heat is expected everywhere except the coast in San Diego County Friday and a brutal stretch of temperatures is not expected to relent until the middle of next week, according to the National Weather Service.Building high pressure over the southwestern United States will usher in scorching temperatures for the next five to six days, with the peak of the heat expected Friday through Monday, forecasters said.The NWS issued an excessive heat warning that will be in effect from noon Friday to 9 p.m. Monday in the county valleys, mountains and deserts.LATEST 10NEWS WEATHER FORECASTThe NWS urged residents to drink plenty of fluids, stay out of the sun and check up on relatives and neighbors. Also, children and pets should be never be left unattended in a vehicle, with car interiors able to "reach lethal temperatures in a matter of minutes," according to the NWS.High temperatures Friday are forecast to reach 86 degrees near the coast, 96 inland, 100 in the western valleys, 106 near the foothills, 103 in the mountains and 120 in the deserts.Highs in the county deserts are expected to remain around 118 through Wednesday, according to the NWS. The mercury in the western valleys is forecast to top out in the low-to-mid 90s through Wednesday as well, while highs near the foothills will remain in the mid-to-high 90s through at least Thursday.Borrego Springs set a high temperature record on Thursday, according to the NWS. SAN DIEGO (CNS) - San Diego County public health officials reported 13 new community outbreaks of COVID-19 Friday, raising the number of outbreaks in the past week to 38.Three of the outbreaks were reported in business settings, three in restaurants, two in restaurant/bar settings, two in hotel/resort/spa settings, one in a health care facility, one in a faith-based setting and one in a grocery store.The number of community outbreaks far exceeds the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households.A total of 91 outbreaks have been reported in July, more than double the number reported in June and more than the number reported from March through June.The county reported 380 new COVID-19 cases and three deaths, raising the region's totals to 29,048 cases and 561 fatalities.On June 30, the county reported a total of 14,623 cases. It has nearly doubled its total in 31 days.Of the 9,066 tests reported Friday, 4% were positive, dropping the 14- day rolling average of positive test cases to 5.4%. The state's target is fewer than 8% of tests returning positive.While these numbers appear to be steps in the right direction, County Supervisor Nathan Fletcher said Wednesday that since the county has "realigned" to focus testing on more vulnerable populations due to dwindling testing supplies, it may not reflect the true extent of the pandemic in the region.Of the total positive cases, 2,521 -- or 8.7% -- required hospitalization and 642 -- or 2.2% -- were admitted to an intensive care unit.The three people whose deaths were reported Friday were a woman and two men who died between July 20 and July 29, and their ages ranged from 69 to 79. All had underlying medical conditions, as have 95% of those who have died from the illness.According to county data, 57% of adult San Diego County residents have underlying medical conditions such as high blood pressure, heart and lung disease, cancer, diabetes and obesity. These conditions put such people at risk for serious illness should they contract COVID-19.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older. The highest age group testing positive for the illness are those 20-29, and that group is also least likely to take precautionary measures to avoid spreading the illness, a county statement said."Some San Diegans think they're not going to get sick and therefore are not following the public health guidance," said Dr. Wilma Wooten, the county's public health officer. "What they don't realize is that they could get infected and pass the virus to others who are vulnerable."An amendment to the county's public health order, which went into effect Wednesday morning, now requires all employers to inform employees of any COVID-19 outbreaks or cases at a place of business. Previously, the county recommended employers disclose outbreak information but did not require it."We are continually adjusting and making refinements," Fletcher said. "We believe most entities are acting responsibly, but this will ensure employers inform their employees."Speaking at the county's daily coronavirus briefing on Wednesday, Fletcher and county Supervisor Greg Cox said the county is rapidly attempting to recruit more Spanish-speaking contact tracers and investigators and increase testing in the South Bay, where communities are reporting the highest rates of COVID-19 in the county. The percentage of Latino contact tracers and investigators hired by the county is currently 25%.The head of the Chicano Federation of San Diego County was critical of the county's response, saying it had not taken actions to reflect its demographics in contact tracers -- an inaction which could be exacerbating cases and reporting in the county's Latino population."We were told repeatedly that the county was working diligently to hire people from the community to serve as contact tracers, and that they were being intentional about making sure contract tracers and investigators were representative of the community. They lied," Chicano Federation CEO Nancy Maldonado said in a statement Wednesday."The County of San Diego has failed Latinos at every step of this pandemic," she said. "Lives have been destroyed because of failed leadership. The response from the county has been irresponsible -- and San Diego County's Latino community is paying the price."Latinos make up 61% of those hospitalized in the county from the virus and 45% of the deaths. They compose around 35% of the county's population.Cox and Fletcher also said they would be bringing a plan for a safe reopening compliance team before the full Board of Supervisors. The team would supplement health order enforcement, including investigating egregious violations, outbreaks and conducting regular checks of the county's more than 7,500 food facilities.New enforcement could include a compliance hotline for tips, additional staff for investigations and outbreaks, and coordination with cities to send a team to conduct investigations. 5130

SAN DIEGO (CNS) - San Diego County public health officials reported 3,252 COVID-19 infections today, while virus-related hospitalizations continued to increase as the first batch of Moderna vaccines arrived in the area.The number of daily infections reported Monday marked the third- highest daily increase since the pandemic began, following only Friday's 3,611 and Saturday's 3,493. Together with Wednesday's 2,807 cases and Thursday's 2,604, the top five-highest daily case counts have all occurred in the past week.Monday's total also marked the third time the number of daily infections has surpassed 3,000 and the 21st consecutive day with more than 1,000 cases. It was also the 14th day overall with more than 2,000 new cases.The new cases gave the county a cumulative total of 129,717 confirmed cases from throughout the pandemic. The county also announced three more COVID-related deaths, raising the overall death toll to 1,283.Another 32 people were hospitalized as of Monday, with one additional person sent to an intensive care unit. A total of 1,296 people were hospitalized due to the virus, with 334 of those in ICUs -- both records.A drop of 43 non-COVID patients in the region's ICU freed up space Monday. Roughly 22% of ICU beds were available in San Diego County, compared to 19% reported Sunday.Rady Children's Hospital reported Monday it has received a second batch of the Pfizer vaccine, along with the first vials of the Moderna vaccine. ``We began vaccinating our highest risk team members last week,'' according to the hospital. ``This latest shipment is another big step forward, allowing us complete our highest risk staff and to begin offering the vaccine to those in our high risk categories. We are in the process of notifying the next wave of team members who are eligible to schedule their vaccination.''The new batches of vaccines will join the 28,275 Pfizer doses that arrived last week in the region, with first priority going to civilian acute health care workers. San Diego County is home to 82,623 health care workers working in hospital or psychiatric facilities, and 39,755 of them are considered ``highest risk'' and will first receive vaccines.An undisclosed number of vaccines for military personnel arrived at Naval Medical Center San Diego and Naval Hospital Camp Pendleton last week as well.With intensive-care unit capacity still officially considered to be zero across the 11-county Southern California region, Gov. Gavin Newsom said Monday the regional stay-at-home order imposed by the state for the entirety of Southern California will almost assuredly be extended beyond next week's expiration date.``We are likely, I think it's pretty self-evident, going to need to extend those regional dates,'' Newsom said. ``... Based upon all the data and based upon all these trend lines, it is very likely based on those current trends that we'll need to extend that stay at home order, (which) you recall was a three-week order when we announced it.''The stay-at-home order took effect at 11:59 p.m. Dec. 6, and was originally set to end on Dec. 28. SAN DIEGO (CNS) - The Department of Defense announced 0 million in awards Thursday for 5G experimentation and testing at five U.S. military test sites, including Naval Base San Diego.The DOD says the projects represent the largest full-scale 5G tests for dual-use applications in the world, with officials from the military, technology industry and academic experts collaborating to advance DOD's 5G capabilities.The San Diego portion of the testing involves a project to develop a 5G-enabled smart warehouse that improves materiel and supply handling, management, storage and distribution for the Navy's Fleet Logistics Center in San Diego and creates a proving ground for testing, refining and validating emerging 5G enabled technologies.A Naval Base Coronado warehouse operated by the Naval Supply Systems Command Fleet Logistics Center will be used to prototype a smart warehouse use case and perform at-scale experimentation.AT&T, GE Research, Vectrus Mission Solutions Corp. and Deloitte Consulting LLP will take part in designing and building the 5G test bed, network enhancements and warehouse specific applications, according to the DOD.Naval Information Warfare Center Pacific will lead the technical assessment and support the implementation and execution of the experiments, performing tests and evaluation, and ensuring the deployed 5G technology and smart warehouse applications meet the expectations of the Navy and the Office of the Under Secretary of Defense for Research and Engineering.Michael Kratsios, Acting Under Secretary of Defense for Research and Engineering, said, "The Department of Defense is at the forefront of cutting- edge 5G testing and experimentation, which will strengthen our nation's warfighting capabilities as well as U.S. economic competitiveness in this critical field."Through these test sites, the department is leveraging its unique authorities to pursue bold innovation at a scale and scope unmatched anywhere else in the world.
