ZHOUQU, Gansu, Aug. 9 (Xinhua)-- Premier Wen Jiabao has urged rescuers to race against time to search survivors after catastrophic mudslides hit a northwest China county and left nearly 1,300 people missing Sunday.At least 127 people have been confirmed dead and 1,294 others were reported missing in rain-triggered mudslides in Zhouqu County, Gannan Tibetan Autonomous Prefecture in Gansu Province, early Sunday morning."For those who were buried under the debris, now it's the most crucial time to save their lives," Wen stressed during a meeting held at the county government late Sunday night.He said the search and rescue work must not be halted as long as the possibility for finding survivors still exists.He instructed the rescuers to locate places where most people were buried or trapped and to clean the sludge as soon as possible.Wen also demanded that traffic, power supply and telecommunication in the county should be resumed as soon as possible."And people who have been evacuated should be taken good care of," Wen stressed.

BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.

  

BEIJING, June 10 (Xinhua) -- China's exports surged by 48.5 percent year on year in May, while the imports climbed 48.3 percent, the General Administration of Customs (GAC) announced Thursday.The growth rate for exports was 18.1 percentage points up from the figure for April, and the import growth rate dipped slightly from 49.7 percent reported in April.Exports totalled 131.76 billion U.S. dollars in May, said a statement on the GAS website, adding imports topped 112.23 billion U.S. dollars.Total foreign trade value rose 48.4 percent from a year earlier to 243.99 billion U.S. dollars in May. BEIJING, Aug. 18 (Xinhua) -- Reasserting its determination to crush gang crimes, China's Ministry of Public Security released a list of 52 major cases of gang crimes across the country and said it would supervise the handling of these cases in a circular issued on Tuesday.The ministry would appoint officers to supervise and track the investigation of these cases, while at the same time providing expertise and technological support, the circular said.It specifically ordered police chiefs, in areas where the mob cases occurred, to personally lead the investigation and said they would be held accountable for the investigation.Police nationwide must strengthen cooperation with disciplined inspection and supervision departments to remove the mafia's "protective umbrellas" and root out its financial resources by confiscating all asserts related to gang crimes.This was the eighth such listing released by the ministry since a long-term national campaign to crackdown on gang crimes began in February 2006.Since then, the ministry has supervised the handling of 296 major cases of gang crimes. Among them, 270 have been prosecuted and courts have handed down sentences in 210 cases, according to the circular.It cited one severe case in which a 27-member mafia group was apprehended by police in central Hubei Province for murdering, organizing gambling, and monopolizing construction projects.The group leader, Jin Gangqiao, was sentenced to death with a two-year reprieve.
