ANKARA, Oct. 18 (Xinhua) -- Chinese and Turkish scholars gathered at a political forum in the Turkish capital of Ankara on Monday to discuss their economic ties, cooperation in the Middle East and coordination within the Group of 20 (G20).Wang Zhongwei, deputy director of China's State Council Information Office which sponsors the forum, said China and Turkey, both G20 members and emerging economies, share interests in such major issues as reforming international financial system and tackling climate change."We should further coordinate and cooperate in those issues. That's in the interests of the two countries' people and benefits regional and world peace and stability," Wang said in an opening speech.Fatih Ceylan, deputy undersecretariat of the Turkish Foreign Ministry, said China and Turkey hold similar views on many regional and international issues and have great potential for better cooperation.As a non-permanent member of the UN Security Council, Turkey has worked together with China very well in issues related to Afghanistan, the Palestinians and Iran, he said.Zhang Yuyan, a scholar with the Chinese Academy of Social Sciences, suggested China and Turkey uphold the principle of " common but differentiated responsibility" on climate change and strive to increase the representation and voice of developing countries in international institutions.Kamer Kasim, vice president of Turkey's International Strategic Research Organization, said it's good for both China and Turkey to increase cooperation in security, energy, tourism and other areas.The forum was a part of a large-scale cultural event termed " Experience China in Turkey", which was held in Ankara and the Turkish city of Istanbul.The event, starting on Sunday and to last till the end of the month, covers nine major activities, including Chinese-Turkish political and economic forums, Chinese movie and television weeks, Chinese cuisine festival and exchanges between journalists and writers.

HANOI, Oct. 28 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday met separately with the prime ministers of Vietnam, Cambodia and Laos in Hanoi ahead of a series of summits between the Association of Southeast Asian Nations (ASEAN) and its partners.At the meeting with Vietnamese Prime Minister Nguyen Tan Dung, Wen hailed Vietnam's preparation for the upcoming meetings, saying that China would join with Vietnam to ensure the success of the meetings at a time of profound changes going on in the international situation.Wen called for proper handling of the issue of South China Sea, saying it is of vital importance to the sound and stable development of China-Vietnam relations.He noted that China and Vietnam have established a negotiation mechanism to solve the issue, and he hoped the two countries would discuss and sign an agreement on basic principles guiding the solution to the issues of the sea as early as possible.Dung agreed with Wen's remarks.Expressing the high importance China placed on the summits, Wen said China would strengthen communication and coordination with Vietnam and work with all sides concerned to push forward East Asian cooperation.Wen said friendship and cooperation have remained the mainstream of China-Vietnam relations since the establishment of the bilateral diplomatic ties 60 years ago. BEIJING, Oct. 28 (Xinhua) -- The Chinese government on Thursday issued the full text of Premier Wen Jiabao's explanation on a proposal that will play a crucial role in shaping the country's development over the next five years.The Communist Party of China (CPC) Central Committee's Proposal on Formulating the Twelfth Five-year Program (2011-2015) on National Economic and Social Development was adopted at the Fifth Plenum of the 17th CPC Central Committee that ended Oct. 18.Wen's explanation focused on five parts, including China's social and economic development over the past five years, the guiding principle and goals for development in next five years, major tasks in economic development, major tasks in improving social undertakings and people's livelihoods, and major tasks in deepening reform and opening-up.Wen made the explanation on Oct. 15 when the CPC Central Committee session began.The proposal stipulated scientific development as the theme of the 12th Five-year Program, said Wen, noting this is also the first time for a five-year program to include scientific development as its theme.The Scientific Outlook on Development shall be implemented in all sectors of reform and opening-up and the modernization drive, he said.According to Wen, the State Council will make the draft of the 12th Five-year Program based on the proposal. The draft will be submitted to the National People's Congress session next March for deliberation and approval.

BEIJING, Oct. 13 (Xinhua) -- China's central government will, for the first time, reserve vacancies for farmers and workers in this year's nationwide civil service exams.The announcement was made on Wednesday by the State Administration of Civil Service (SACS), which is in charge of recruiting central government employees.Millions of farmers living in the country's rural areas were not allowed to take the exam selecting central government officials until 2006, when the restriction of household registration, or hukou, was lifted.According to the administration, those reserved vacancies will be allocated among departments of the customs, state taxation and railway police at country-level or below.The SACS posted a notice for the exams on its website, but did not specify the number of reserved vacancies.The central government plans to recruit more than 16,000 public servants in 2011, 1,000 more than in 2010. About 85 percent of the vacancies require at least two-years grassroots work experience, up 15 percentage points from the previous year.The SACS also revealed that 100 positions were specially created for college graduates who had served in villages to encourage more college students to work in rural regions after graduation.Registration for this year's exams will start on Friday.
