BEIJING, June 12 (Xinhua) -- China's top economic planner Saturday forecast a "mild" year-on-year rise in the consumer price index (CPI), a main gauge of inflation, in June, resulting in an average CPI increase of around 2.6 percent in the first half.The projection by the National Development and Reform Commission (NDRC) came one day after China released its latest economic data.The latest estimate was revised up from a 2.5-percent CPI rise the NDRC projected on May 18.China's CPI hit a 19-month high with a 3.1 percent year-on-year increase in May, surpassing the central government's targeted 3 percent annual inflation limit.During the January-May period, China's CPI rose 2.5 percent year on year.According to the NDRC's projection posted on its website, China's June CPI will dip slightly month on month, but still post a "mild year-on-year increase" due to the low comparison basis in the same month last year.The NDRC said positive factors for basic price stability were on the increase, citing sharp falls in international commodities prices, the government's macro control policies and a crack-down on farm produce speculation as well as a possible good grain harvest this summer.Sheng Laiyun, spokesman for the National Bureau of Statistics, said Friday at a press conference that China had the basics for keeping prices under control this year."Although China faces quite a lot of pressure, the 3-percent target (for the whole year) is still possible with effort," he said.

XIANGNING, Shanxi, July 2 (Xinhua) -- Eight miners trapped for 35 hours in a flooded colliery in north China's Shanxi Province were saved early Friday, rescuers said. One miner is still missing.The eight survivors were taken to hospital for treatment. They are in stable conditions, said Li Youcai, deputy chief of Shengping Coal Mine Workers' Hospital in Taitou Town.They are expected to recover and be discharged from hospital in one week, Li said.The first four survivors were rescued and sent to hospital at around 2:30 a.m.; the other four miners were helped out of the pit at around 4:10 a.m., rescuers saidThe eight survivors were known to be alive and had been in close contact with the rescuers via phone after the Shengping Coal Mine in Jixian County where they worked was flooded with torrential rain water Wednesday.The accident happened at around 5 p.m. when 23 miners were performing repair work underground. Fourteen miners managed to escape.Rescuers were still trying to find out the whereabouts of the last missing miner, who lost contact with the others after the flood.The Shengping Coal Mine, owned by the Shanxi Coal Transportation and Sales Group Co., Ltd., has an annual output of 900,000 tonnes.

HANOI, July 23 (Xinhua) -- Chinese Foreign Minister Yang Jiechi made five proposals to the 17th ASEAN Regional Forum (ARF) here on Friday to enhance regional security.Firstly, Yang said countries should bear in mind the overall situation and interests when dealing with sensitive regional issues, and always safeguard the regional peace and stability.Secondly, Yang said countries should adopt a new security concept by seeking cooperation instead confrontation, and respecting and taking care of each other's core interest and security.Thirdly, countries should respect each other, strengthen political mutual trust, improve and develop long-term, healthy and stable relations.Fourthly, countries should exercise restraint when disputes arise and settle disputes through peaceful means.Fifthly, countries should make use of multilateral mechanism like Shanghai Cooperation Organization, ASEAN Regional Forum and Six-Party Talks to promote common interest and common security.Yang said on one hand, the situation in Asia-Pacific region is generally stable. On the other hand, the unstable and uncertain factors are increasing.Yang said ARF could serve as a security dialogue platform to push for mutual trust among members. ZHENGZHOU, July 2 (Xinhua) -- Three city mayors were suspended from their positions Friday after three mine accidents killed 169 people in central China's Henan Province, said the provincial authorities Friday.Li Endong, mayor of Pingdingshan City, Li Junfeng, vice mayor of the city in charge of work safety, and Shen Qinghuai, vice mayor of Luoyang City in charge of work safety, were suspended Friday, pending investigations, said the provincial committee of the Communist Party of China in a statement.Pingdingshan has seen two deadly accidents since last year. At least 49 miners died after explosives detonated at Xingdong No. 2 Mine on June 21, 2010. Another deadly gas explosion killed 76 people in the Xinhua No.4 pit in Xinhua District on Sept. 8, 2009.Luoyang City was home to a gas blast that killed 44 people in a coal pit in Yichuan County on March 31, 2010.All three mines had been ordered to suspend production before the accidents but somehow operated secretly as a result of possible negligence by the safety watchdogs.
