BEIJING, Aug. 19 (Xinhua) -- Chinese top legislator Wu Bangguo met with a U.S. congress delegation led by Howard L. Berman, chairman of the House Foreign Affairs Committee, here on Wednesday.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, spoke positively of the recent growth of the bilateral relations. DALIAN, Sept. 10 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that the World Economic Forum (WEF) is helpful in gathering confidence for fighting global economic downturn. Wen made the remarks while meeting with WEF chairman Klaus Schwab on the sidelines of the the Annual Meeting of the New Champions 2009, also known as the Summer Davos.     The three-day forum, held in northeastern China's port city Dalian, has attracted some 1,400 participants from 86 countries and regions to discuss topics about the theme of "Relaunching Growth". BEIJING, Aug. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang on Friday called for global cooperation in the fight against A/H1N1 influenza, in order to better protect the people's health and lives.     Li made the remarks at the International Scientific Symposium on Influenza A/H1N1 Pandemic Response and Preparedness, hosted by China's Ministry of Health with the support of the World Health Organization (WHO) and the Lancet. BEIJING, Aug. 27 (Xinhua) -- China's top legislature concluded its four-day, bimonthly session Thursday, after approving the country's first armed police law and climate change resolution.     Top legislator Wu Bangguo told the closing meeting of the 10th session of the Standing Committee of the 11th National People's Congress (NPC) that the new armed police law clarified the nature, command mechanism, responsibilities, duties and rights of the paramilitary force. "It offers solid legal backing for the armed police to complete the country's security tasks, maintain social stability and safeguard the legitimate rights and interests of citizens and organizations," Wu said.     Climate change has been an issue of concern among lawmakers.     Wu said the newly-approved resolution was an "important achievement" and a significant measure taken by the top legislature to deal with the global challenge.     Wu, chairman of the NPC Standing Committee, said the resolution praised the government's work on climate change, emphasized the importance of the issue, clarified guidelines, basic policies, measures as well as China's stance.     He said lawmakers proposed many suggestions on a climate change report, presented by the State Council (Cabinet), and a draft of the resolution.     Lawmakers agreed climate change was a challenge faced by all humankind and needed international cooperation.     Wu said China "as a responsible nation" had been focusing on the issue, set energy efficiency and environmental protection as basic state policies and achieving sustainable development as national strategies.     He said the country had made laws and regulations to climate change and set energy saving and emissions reductions as binding targets in the state's medium and long-term development plan. The 10th session of the Standing Committee of the 11th National People's Congress (NPC) is held in Beijing, China, Aug. 27, 2009. The 10th session was closed on Thursday in Beijing. The country had "actively participated international cooperation on climate change and made contributions in mitigating and adapting to climate change."     He said the NPC Standing Committee "actively" made and improved laws related to the issue, listened to work reports regularly and conducted law enforcement inspections on resources and environment, which offered great support to the work of the government.     The top legislature also agreed Thursday a legislation overhaul with the updating and revision of 141 provisions in 59 different laws.     Wu said the collective updating and revision of laws was an important step to ensure a legal system with Chinese features would become "more scientific, unified and harmonious" and form a complete socialist legal system by 2010.     "The law revisions at this session solve the problem that some laws and regulations are incompatible with the economic and social development," he said.     This was the second legislation overhaul after the NPC Standing Committee in June agreed to abolish eight outdated and redundant laws, including one covering police stations that dated back to 1954.     Wu said the next step was to revise laws quickly, and asked government departments to enact regulations to help implement the laws, and streamline local regulations.     He said one of the focuses of the NPC's supervision work was to oversee the economy. One of the roles of NPC Standing Committee was supervision of the government.     He said due to the complicated domestic and overseas economic situation, the NPC took supervision of the implementation of the government's important decisions as top priority.     Each legislative session since April had deliberated work reports of some government departments, he said.     The NPC Standing Committee also investigated topics such as affordable housing construction at the suggestion of lawmakers. It would also supervise the implementation of the central government's public investment plan valued at 908 billion yuan (133.5 billion U.S. dollars) this year, part of the 4-trillion-yuan stimulus plan initiated late last year.     Wu said the investigation report on low-rent housing would be submitted to a legislative session in October.     "Such work plays an important role in promoting the implementation of central government decisions and stable and relatively fast economic development."     Wu said this session listened to a routine report on the implementation of the government's plan of economic and social development, as well as a report on economic restructuring and transforming the development model.     Lawmakers agreed that although the economy suffered a big drop during the fourth quarter last year, the 7.1-percent GDP growth in the first half of this year showed sound momentum, "which was not easy and a result of the efforts of the whole country."     Wu said it showed that the central government's decision of dealing with the impact of the global economic downturn was "completely correct" and the measures taken were "timely and effective."     Legislators said efforts should be made to ensure this year's economic and social development goals could be achieved.     The top legislature also accepted Thursday the resignation of Cui Mingjie, an entrepreneur of central Henan Province, from his post as NPC deputy, for alleged involvement in "serious economic crimes."     It also approved the expulsion of two NPC deputies -- Xu Zongheng, former mayor of south China's Shenzhen City, and Liu Youjun, director of the Guangdong provincial department of labor and social security -- for "serious violations of discipline."     According to the Credentials Committee of the NPC Standing Committee, the total number of deputies to the 11th NPC stands at 2,979.

BRUSSELS, Sept. 1 (Xinhua) -- The European Union (EU) should restrain its use of anti-dumping measures against imports from China, the Chinese ambassador to the EU urged on Tuesday, calling for more dialogue and cooperation.     "We saw reemergence of anti-dumping cases against China recently. An increasing number of Chinese enterprises received unfair treatment. We are very concerned about this," Song Zhe told the International Trade Committee of the European Parliament, which is newly formed after June elections.     "But we believe between China and Europe, there is more cooperation than competition, more opportunities than challenges. At present, it is urgent to strengthen economic and trade cooperation by maintaining mutual flow of trade and investment and creating more business opportunities," he added.     Faced with the worst economic crisis in decades, the EU has launched a series of anti-dumping actions against China this year, covering a wide range of Chinese products. As from late July, the 27-nation bloc took five separate decisions in just three weeks.     Such a frequent use of anti-dumping probes and punitive duties has been unprecedented. The EU's unusual move leads to concern, especially when the world economy is in recession due to the financial crisis.     "We hope the EU will prevent this uncontrolled development of anti-dumping. We also hope to strengthen dialogue and refrain from arbitrary use of anti-dumping measures for the sake of further cooperation opportunities," Song said.     He said that China has been opposed to any form of protectionism, especially in the current financial crisis which needs cooperation among world governments rather than protection.     In his address to EU lawmakers, Song noted that economic and trade cooperation has always been an important part of China-EU relations, which he said are becoming more mature and stable in recent decades.     Currently, China and the EU are one of the most important trade partners to each other. Bilateral trade volume reached 425.6 billion U.S. dollars in 2008 from 2.4 billion dollars in 1975, an increase of 176 times, according to Song.     Mutual investment also started from scratch and now the EU have made a total investment of 63.9 billion U.S. dollars and operating more than 20,000 companies in China. In recent years, Chinese companies are beginning to invest actively in Europe.     The sustained and rapid development of China-EU economic and trade cooperation has created huge benefit to both sides and helps promote closer bilateral relationship.     However, Song acknowledged the China-EU trade and investment have no escape from the current global financial crisis.     "In the first seven months, bilateral trade volume fell by 20.7percent and the EU investment in China fell by 4.8 percent. China-EU trade and economic relations are facing severe test," he said.     Despite the difficulties, Song referred to the bright sides. He said the economic stimulus plans implemented by China and the EU provide enterprises of both sides with new business opportunities, while both markets contain great potential in the wake of the crisis.     But Song stressed unless China and the EU make efforts to defuse friction and contradictions, to strengthen consultation and cooperation and seek mutual benefit and win-win results, the great potential can not be translated into reality.     He said China and the EU should have a strategic perspective on the long-term development of bilateral relations and make sure that temporary issue does not affect the mainstream of cooperation.     Challenged by an EU lawmaker on the EU's trade deficit with China, which is a major concern for the 27-nation bloc, Song said it has been caused by various reasons and China is working on that.     "The trade imbalance is caused by many reasons, including the international industrial transfer and thus the relocation of trade. China's trade policy is not the cause," he said. "Nevertheless, in recent years, the Chinese government adopted a series of measures to encourage more imports, such as import promotion activities, greater facilitation of imports, sending purchasing groups and so on."     Separately, a senior official of the Chinese Ministry of Commerce said in Beijing on Monday that China's trade surplus with the EU for 2009 will be less than last year.     Song said in order to solve problems arising from expanding trade relations, China and the EU should uphold the principle of mutual openness and mutual benefit, maintain and improve the existing communication and coordination mechanisms, and give full play to complementary advantages of both economies.
