SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

SAN DIEGO (KGTV) – A verdict has been reached in the trial of a former Yuma Police officer accused of raping his then-wife's cousin in 2017.Jurors found 34-year-old Jared Elkins guilty of four felony counts, including forcible rape and sexual penetration by force. Elkins was found not guilty, however, on four similar counts involving an intoxicated victim."I'm extremely pleased with this jury and their verdicts," said Deputy District Attorney Lisa Fox."The fact that he was a law enforcement officer and carried a weapon was significant for the victim in this case she believed that he would carry through with these threats and why she was so afraid of him," argued Fox.Elkins was taken into custody without bail following the reading of the verdict. SAN DIEGO (KGTV) - A U.S. Marine Corps veteran is spreading the message anyone can do anything they set their mind to.Kionte Storey enlisted with the USMC in 2007. He joined after witnessing the Twin Towers attack in 2001 and wanted to discover himself and push his limits."I did join knowing I was going to go to war." Storey said his second deployment took him to Afghanistan. His team went to investigate a building, ten members went in, leaving him and one other Marine outside."I make two steps in and the IED goes off. It's kinda like a movie or what you would see in video games where everything goes gray, my ears ringing, but it felt like I was hit by a truck."He said he tried to get up but his legs weren't doing what he was asking them to. He lost his right leg in the blast. He propped himself against a wall in the hallway and said he tried to remain calm, focused on the team's safety.Back home, the Semper Fi and America's Fund took care of him, starting with getting a prosthetic leg."Learning how to walk was not the hardest part, it was the easiest part out of my entire experience." Storey said it was the mental game that was most challenging. So he took it head on."I've done more than I think I would have ever done with both my legs, than I've done with one and I've exceeded all my expectations by far." Storey has run marathons, climbed mountains like Kilamanjaro in Tanzania and Vinson Massif in Antartica."It was not only difficult because of the climb itself but but it was a mental break-through that I had that opened a lot of new possibilities of once I got to the summit [of Mt. Vinson]. I was like I can do anything, there is nothing that can stop me at this point." Storey said he hopes his story encourages others facing challenges to keep fighting.The Fund has not left his side, helping Storey buy a house, enroll at Cal State San Marcos, where he's studying Kinesiology, and connect him with Koja, his service dog."He's my best friend and I couldn't see life without him... He's made my life completely worth it." SAN DIEGO (KGTV) -- A two-car collision killed at least one person in San Ysidro early Friday morning.According to the California Highway Patrol, the crash happened around 5:15 a.m. when a red car got off state Route 905 at the Caliente Avenue exit, then hit a sign before crashing into a black SUV.The SUV spun around and landed in a nearby ditch. That driver was taken to the hospital with unknown injuries. The driver of the red vehicle died at the scene.The cause of the crash is unclear. Caliente Avenue was closed for a few hours while CHP investigated. 567

SAN DIEGO (KGTV) -- A warning for all homeowners after what looked like a yard sale turned out to be an elaborate theft. Several men staying in a vacation rental near La Jolla pulled up in a moving truck, stealing everything inside. Surveillance cameras caught men moving things through a Birdrock-area garage and into a truck, but the men aren’t movers. They were reportedly staying in the vacation rental, but according to the homeowner had checked in using fake credentials, fake credit cards and fake IDs. "As soon as I found out I went and told all of my employees, and will definitely spread the word that there is a crew going around doing something like this,” said Tyler Trowbridge, a contractor at Trowbridge Custom Floors.Trowbridge is a contractor working in the neighborhood. He’s had tools stolen while working at home and knows how the homeowner is feeling. "You don't wish it upon anybody, it's their personal belongings and their home was invaded. It's a breach of privacy and an invasion in your world."In this case, it wasn’t small belongings either. The owner says the men cleared the place out, taking everything from furniture and TVs to the stove. "When I talked to the actual owner, it was a lot more intense than I thought."What’s more, the owner says meth was left inside. "The fact that there were drugs in the house too, leads me to believe that it might happen again too."La Jolla Vacation Rentals is the property manager. 10News asked them for an interview, but they wouldn’t do it.
