BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

BEIJING, June 22 (Xinhua) -- As a large number of new sites were discovered during the most recent survey of national cultural relics, Chinese State Councilor Liu Yandong called for the careful filing and scientific preservation of all survey results on Tuesday.Liu made the remarks at a meeting of the third national cultural relics survey, which is expected to pave the way for improved rules on the protection of cultural relics.During the meeting, Liu hailed the current progress of the survey and extended her greetings to all who are working to preserve the nation's sites of cultural relics.Liu said the cultural relics survey is the foundation for protecting and putting to use the country's cultural relics in a scientific way, and is also a key part of evaluating the country's soft power.According to Liu, the on-spot investigation phase has finished, and "a large number of varied, new cultural relics sites" were discovered across the country.Though without overall figures, Liu revealed that newly discovered sites covered fields such as the history of the Party and the period of the revolution, the industrial heritage and traditional rural architecture, as well as others fields of study.The survey, which began in April 2007, will continue until December 2011.

BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office. "It is for the third time in the last three years that the MOD has tried to showcase the transparency of the 2.3-million strong PLA. URUMQI, June 28 (Xinhua) -- China sent two chartered aircraft carrying 26 tonnes of new relief materials to Kyrgyzstan early Monday to help refugees who suffered shortages of supplies after violent ethnic clashes this month.The two China Southern Airlines Boeing 757 cargo aircraft brought the materials to the southern Kyrgyzstan city of Osh from Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, a spokesman with the carrier's Xinjiang Branch said.The aid materials worth 3 million yuan (440,000 U.S. dollars) include rice, oil, biscuits, black tea, milk powder, blankets, clothes, stationary and sanitary materials, said Chinese Foreign Ministry spokesman Qin Gang in a press release."China hopes the aid will help Kyrgyz authorities to resettle the refugees," Qin said.China Southern Airlines, one of the country's leading carriers, has been heavily involved in the evacuation of Chinese nationals and transportation of relief supplies after clashes broke out between Kyrgyz and ethnic Uzbeks in Osh in mid-June.The clashes later spread to the region of Jalalabad, leaving 210 people dead and 2,100 injured.Since June 15, China has sent charter planes to ship altogether 80 tonnes of relief supplies, worth 11 million yuan, to Kyrgyzstan and neighboring Uzbekistan which was flooded with Kyrgyz refugees after the clashes, according to China Southern Airlines.
