LAKE ELSINORE, Calif. (KABC) -- A California Highway Patrol motorcycle officer was killed after being hit by a vehicle on the 15 Freeway in Lake Elsinore Saturday. The officer was hit by a sedan near Nichols Road at about 4:30 p.m. and airlifted to a hospital, prompting a closure of the southbound lanes. The officer killed was identified by CHP in a social media post as Sgt. Steve Licon. "Our hearts are heavy after the immeasurable loss of a friend, father, husband, and hero," the social media post said. The southbound lanes of the freeway were fully closed from Indian Truck Trail to Nichols Road due to a police investigation, Caltrans said. One alternative route is the 91 east to the 215 south, connecting back with I-15 in Murrieta.Injuries sustained by the driver in the sedan were not immediately known. 824

Last month, the Harvard Global Health Institute released an interactive map that shows the risk of contracting the coronavirus based on daily new cases per 100,000 people. At the time, three states were in the red. As of Thursday, that number has since increased to 10.According to Harvard, the 10 states represent ones that should consider full stay-at-home orders, while an additional 22 should consider them.The map has four colors – green, yellow, orange and red – to demonstrate the risk by county and state. The map shows 10 states – Louisiana, Arizona, Florida, Mississippi, Nevada, Alabama, Georgia, Tennessee, Texas and South Carolina – in the red for where infections are high.Just one state – Vermont—is in the green.According to Harvard Global Health Institute, when areas are shaded red, stay-at-home orders become necessary.On Thursday, the University of Washington’s Institute for Health Metrics and Evaluation concurred that a number of states should consider stay-at-home orders. The organization’s director Dr. Christopher Murray said that states should consider closing non-essential businesses when the daily death rate reaches eight per 1 million people. Legendary Chicago Bears running back Gale Sayers died Wednesday, according to a statement from the Pro Football Hall of Fame. He was 77.A cause of death for Sayers was not listed in the Hall of Fame's statement, though he had been suffering from dementia for several years.After an All-America career at Kansas, Sayers was drafted fourth overall by the Bears in 1965. He made an immediate impact, scoring 20 offensive touchdowns and rushing for more than 800 yards. He quickly became known as one of the most dynamic players in the league with his swift speed and return ability.Throughout his career, Sayers rushed for 4,956 yards and averaged about five yards a carry. He was named first-team All-Pro during his first five seasons in the league and selected to four Pro Bowls.However, Sayers' career was beset by injury. He suffered from knee issues throughout his career, and injuries forced him to retire after just seven seasons in the league. He became the youngest inductee in the history of the Pro Football Hall of Fame in 1977.Sayers' relationship with teammate Brian Piccolo was immortalized in the 1971 movie "Brian's Song." Piccolo and Sayers played together for five seasons before Piccolo died of cancer in 1970."All those who love the game of football mourn the loss of one of the greatest to ever play this game," Hall of Fame President and CEO David Baker said in a statement. LEMON GROVE, Calif. (KGTV) — A woman was hit and killed by a trolley car in Lemon Grove Wednesday.The woman was hit by a San Diego MTS trolley at about 3:45 p.m. near the Lemon Grove Avenue and Massachusetts Ave. stop, according to the San Diego Sheriff's Department. Deputies say the woman was dragged by the trolley and later died.The cause of the deadly crash was under investigation.The MTS Orange Line was closed between the Encanto/62nd and Spring Street Stations due to the police investigation. Buses will be used between the two stations to bridge travelers to their next stop during the closure, MTS tweeted. MTS says the eastbound Orange Line will not depart from the Courthouse Station at 5 p.m., and instead will start from 12th and Imperial at 5:11 p.m. Riders waiting to catch that train should instead take the Blue Line to 12th and Imperial to transfer to the Orange Line to continue eastbound.No further information was immediately available. 968

  

LA MESA, Calif. (KGTV) - A medical marijuana dispensary could be opening its doors just feet away from children in La Mesa.Last month, the La Mesa Planning Commission approved a conditional use permit for New Origins Management, Inc. to open a medical marijuana dispensary, but the center says they were never contacted about it.  One woman who has a teen at the San Diego Center for Children called the pot shop counterproductive to what parents and the clinic are trying to accomplish. The nonprofit helps young people with mental and behavioral issues.The La Mesa Medical Plaza is a pretty peaceful place, but the San Diego Center for Children is worried about its future neighbor. The clinic says you can draw direct line from their front door to the front door of the proposed medical marijuana dispensary."Our concern is having our youth that close to a medical marijuana dispensary," said Dr. Cheryl Rode, VP of Clinical Operations for the Center.The clinic occupies Suites J and K but a medical marijuana dispensary could be moving into Suite C.  The offices share a walkway and parking lot."Literally, our clients and their clients would be interacting pretty regularly," Dr. Rode said.In November 2016, La Mesa voters passed Measure U, prohibiting medical marijuana dispensaries from opening within 1,000 feet of a minor-oriented facility.It's defined as any after-school program, teen center, club for boys and/or girls, children's theater, or children's museum, where the primary use is for people under the age of 18.  The Center argues it qualifies as an after-school program."We feel that we clearly meet the criteria for a minor-oriented facility and that our facility was overlooked," Dr. Rode said.But the city disagrees.  They tell 10News because voters approved measure U, they don't have the ability to interpret the law or intent outside of its plain language, which does not include mental health and therapeutic services.  Director of Community Development Kerry Kusiak city sent us a statement that reads in part: 2136
