SAN DIEGO (CNS) - The remaining sailors from the San Diego-based USS Theodore Roosevelt who stayed ashore in Guam following a COVID-19 outbreak aboard the carrier will fly back to the United States starting Friday, according to the Navy.The carrier resumed its scheduled deployment in the Indo-Pacific last Thursday, though a few hundred sailors remained in Guam to continue receiving medical care. The Navy says those service members will take military flights to the U.S., where they will be required to complete a two-week "restriction-of- movement sequester" either at home or at facilities on base at their home station.The ship originally departed San Diego on Jan. 17 for a deployment, but was diverted to Guam on March 27 when the COVID-19 outbreak took hold, ultimately infecting more than 1,100 sailors, and killing one, Chief Aviation Ordnanceman Charles Thacker, 41.The ship's commanding officer, Capt. Brett Crozier, made a publicized plea for assistance from Navy leadership in a letter that was leaked to the press, leading to his removal from command of the ship.While many have called for his reinstatement, the Navy has stated that its investigation into the circumstances behind the letter's leak is ongoing. Crozier has since been reassigned to the Naval Air Forces in San Diego, while Thomas Modly, the former Acting Secretary of the Navy who fired Crozier, resigned after he criticized Crozier to the ship's crew in a speech that was leaked online.The ship briefly went to sea June 2 to complete carrier qualifications before returning to Apra Harbor in Guam two days later to pick up around 1,000 sailors.Navy officials said the carrier now operates with new COVID-19 standard operating procedures, which modifies how crew members move through the ship, expands meal hours and establishes new social distancing procedures."The crew humbly prepared to go back to sea, they had a job to do, and they did it without hesitation," said the ship's commanding officer, Capt. SAN DIEGO (CNS) - The city of San Diego announced a partnership with county officials Monday to address staffing and capacity concerns for a program that assists frequent 911 callers and reduces the strain on the county's emergency response centers.The San Diego Fire-Rescue Department's Resource Access Program launched as a pilot program in 2008 and has both contracted and expanded since.The program connects frequent 911 callers, many of whom deal with homelessness, mental illness, substance abuse and other medical issues, to local health and housing services.According to the city, roughly 90% of people in the RAP who call 911 more than 30 times annually are homeless. Although the program's members make up fewer than 1% of the city's population, they generate roughly 20% of its 911 calls.``Using a data-driven approach, we are identifying those San Diegans who need specialized care and connecting them with the help they need so they don't have to call 911,'' Faulconer said. ``It's a shining example of how the city and county can work together to find solutions to our region's mental health crisis.''The program reduced its size in 2017 due to a lack of funding, according to the city. As a result, the number of patients with more than 50 911 calls per year increased from one in 2016 to 26 in 2018. SAN DIEGO (CNS) - The San Diego Humane Society released a series of tips to help keep pets safe this holiday season."With the bustling holiday season upon us, San Diego Humane Society reminds pet owners to consider their pets' safety when decking the halls," an SDHS release said. "Holiday decorations, seasonal plants and festive treats can sometimes be harmful for pets."Some of the tips to keep in mind this Christmas:-- Sharing holiday goodies with animals can be dangerous. Too much fatty or rich food can lead to digestive problems. Some foods, such as onions, grapes/raisins and chocolate can be toxic-- Ask guests not to share food with pets. They may mean well, but it is important to remind them of the potential dangers. Prepare sealed snack bags in advance and let guests use those treats instead of sharing from their plates-- Christmas trees can be hazardous, particularly for climbing cats, so make sure the tree is secure and preferably in a corner-- Dangling tree ornaments can seem like great toys to cats and dogs. Keep dangerous ornaments such as glass and tinsel -- which can be a choking hazard -- on high branches, out of the reach of little paws. Cords from lights should be taped down or otherwise secured to prevent pets from chewing on them-- Keep an eye on items under the tree. Don't let pets drink water from the base of a live tree as it may be stagnant and contain bacteria. Ribbons and bows can be a choking hazard and any packages filled with edible gifts are likely to be discovered-- A number of holiday season plants are toxic or can cause digestive upset to pets if nibbled or eaten, including amaryllis, Christmas cactus, Christmas rose, evergreens, holly, ivy, juniper, lilies, mistletoe and poinsettias. Be sure all plants are kept out of reach of pets-- Burning candles should be placed high, out of any pet's way. A dog's tail wag or a cat's curiosity could be devastating. Homes with fireplaces should use screens to avoid accidental burns-- Pets can get stressed with noise and activity. Give a pet a quiet, secure place with a bed and their favorite toys to escape the commotion. Put food, water and a litter box for cats in that space-- Holiday distractions may make it easier for pets to escape through open doors. Keep pets safely indoors and always make sure they're wearing current ID tags with a phone number and that their microchip information is up to date-- Pets thrive on routine and increased activity during the holiday season can upset that routine. SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to amend an agreement between former Mayor Bob Filner and the developer Carmel Partners over the development of an apartment complex that drew criticism.The development's current owner, Trea Blvd63, LLC, sought to nullify the agreement, which required the development's owner to rent apartments to tenants by the room rather than by the bed. When it was being built in 2013, opponents of the apartment complex argued that it more closely resembled a dormitory rather than the luxury units it was billed as.``I applaud my council colleagues for correcting these corrupt mistakes of the past, and moving forward from Filner's blatant misuse of power,'' Sherman said. ``This is a good reminder that big problems happen when elected officials abuse the power of their office.''Carmel Partners began work on the CentrePoint apartment complex, located in Rolando, in 2013. The city ordered the stoppage of construction of the complex, citing the need for additional construction permits. According to City Councilman Scott Sherman's office, Filner also ordered San Diego's Development Services Department to not conduct inspections on the development's completed phases, keeping construction workers from continuing with the project.At the same time, the Rolando Community Council demanded that the CentrePoint project, and the developers of any other new projects in the area, pay for improvements to the neighborhood. The CentrePoint development offered to pay 0,000 for improvements.Then-City Councilwoman Marti Emerald, representing the area, suggested that the project needed additional changes regardless of the funding. CentrePoint subsequently sued the city in U.S. federal court, arguing that Filner, Emerald and the rest of the city government had illegally stanched the development. The city and CentrePoint eventually reached a settlement, in which the development's backers.Sherman framed the dispute as an overreach by Filner and called it a victory for property rights.
