SAN DIEGO (CNS) - Prosecutors Friday announced charges against 10 alleged members of a San Diego auto insurance fraud ring, who are accused of buying damaged vehicles and staging car thefts in order to collect more than 0,000 in fraudulent claims.The defendants -- four were arrested this week, while a half-dozen others remain at large -- are accused of buying already-damaged vehicles with high mileage, then submitting false damage or theft claims, defrauding a dozen insurance companies in the process, according to prosecutors and the California Department of Insurance.Investigators allege the suspects filed about three dozen false claims over the course of four years, with 56 vehicles used in the alleged scheme. SAN DIEGO (CNS) -- San Diego County's recommended .4 billion budget for fiscal year 2020-21, which was released Monday, includes 0 million dedicated to testing, medical supplies, food distribution and other needs related to the COVID-19 public health crisis.Calling COVID-19 "the county's top budgetary priority," county leaders released a statement announcing the Health and Human Services Agency will see an increase of 0 million to support the county's Testing, Tracing and Treatment Strategy, personal protective equipment, and other resources and efforts in its pandemic response.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment and retention.The COVID-19-related economic downturn also affected other sectors of the budget, with county officials expected to dip into reserves and slow or stop "non-essential services and projects" in order to address revenue shortfalls.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Budget increases include an additional .7 million to address homelessness in unincorporated county areas and 0,000 to develop a Flexible Housing Subsidy Pool to help homeless individuals move into permanent housing. SAN DIEGO (CNS) - The San Diego Community College District announced Thursday it will continue online instruction through the remainder of the academic year, including the January 2021 intersession and Spring 2021 semester.SDCCD Chancellor Constance M. Carroll emailed district employees Wednesday informing them of the decision. With exceptions for a few programs that are difficult to offer virtually, all district classes have been online and all operations conducted remotely since March 23 to help curb the spread of COVID-19. Hybrid exceptions include various science and clinical laboratory sections, career classes with technical components and classes for first responders, which are offered on campus with all health protocols required. Carroll said more hybrid classes and on campus support services will be offered in the spring if the situation allows, but that the district's highest priority is the health and safety of its students and employees."It seems incredible that we are now in our sixth month of dealing with the coronavirus COVID-19," Carroll said. "I do not believe anyone could have predicted the longevity of this crisis."In her email, Carroll thanked district employees for their "dedication above and beyond the call of duty," to assist students, many of whom continue to face financial hardship due to loss of income. Seven in 10 district students work to support themselves and/or their families.To date, the district has distributed .3 million in federal Coronavirus Aid, Relief, and Economic Security Act funds to more than 8,000 students at San Diego City, Mesa and Miramar colleges, as well as San Diego Continuing Education. SAN DIEGO (CNS) - Researchers at the UC San Diego School of Medicine released a study Friday looking into loneliness in elderly adults, and found it can be overcome in a variety of ways.The researchers noticed what appeared to be an epidemic of loneliness among adults in senior living or retirement communities, and sought to identify why. According to the study, 85% of the interviewed residents reported moderate to severe levels of loneliness.Dr. Dilip V. Jeste, senior author of the study and senior associate dean for the Center of Healthy Aging and professor of psychiatry and neurosciences at UC San Diego School of Medicine, said loneliness can be deadly.``Loneliness rivals smoking and obesity in its impact on shortening longevity,'' Jeste said. ``It is a growing public health concern, and it's important that we identify the underlying causes of loneliness from the seniors' own perspectives so we can help resolve it and improve the overall health, well-being and longevity of our aging population.''RELATED: Resource guide: keeping seniors protected from abuseJeste said he found few published, qualitative studies about loneliness among older adults, particularly in the independent living section of senior housing communities.He said several personal and environmental factors impacted the study subjects, all 100 of whom lived in an independent housing section of senior- living centers in San Diego.``Loneliness is subjective,'' Jeste said. ``Different people feel lonely for different reasons despite having opportunities and resources for socialization. SAN DIEGO (CNS) - The driver of a minivan was sought this morning for leaving the scene of a Middletown hit-and-run that left a 66-year-old bicyclist hospitalized with a life-threatening head injury, police said.The victim was riding near the intersection of India and West Washington streets at 1:30 p.m. Friday when he was struck by a blue or gray 2005 Dodge Caravan, Georgia license number RRJ7004. The vehicle may have a shattered windshield or front-end damage, according to San Diego police.Following the collision, the driver of the minivan fled, possibly back toward Interstate 5, police said. SDPD later released witness video of the incident, showing a driver and two passengers.The name of the victim was not disclosed. 738
