SAN DIEGO (KGTV) -- The man who was convicted of driving drunk when he hit a Lyft car, killing the driver, was sentenced in court Thursday.Steven Quintero was sentenced to 16 years in prison following an emotional day in court in which three young women in the car at the time of the crash and the victim’s sister all gave statements. “The worst part of my story is that I remember every detail of the crash," said Kelly Hoffman with a shaky voice. "I am haunted by the memory of the violent, powerful impact and the sound of the bending metal and shattering glass," she added.A jury convicted Quintero of DUI causing injury, hit-and-run and driving on a suspended license in the crash that killed Henry Reyes along State Route 94 just east of downtown San Diego.RELATED: Driver who hit and killed Lyft driver in 2016 faces retrialThe crash happened on October 1, 2016. Reyes pulled over on the side of the road when one of the passengers inside the Lyft, Sarah Smith, got sick.When Reyes pulled over, he got out to help Smith out of the car and get her water. While walking around the front of the car to get back in, the Lyft was struck from behind, killing Reyes.Smith, Hoffman and Jessica Techel all suffered major injuries in the crash. “When I see photos of the car I am reminded that I’m lucky to be alive, have all my limbs and my mental capacity," Techel told the court.Reyes' sister brought photos of her brother to court. In one of them, he was with his 2-year-old son. Evette Rous testified how important her brother was to her and her family.  He gave her away at her wedding, and was always around with a sarcastic comment for his sister. She said her life is forever changed. “When Steven Quintero made the decision to drink and drive, he not only killed my brother, he killed a part of each of us who lived Henry. He killed dreams, and memories yet to be made," she said.Rous said her mother didn't come to court because she felt there was no justice for Henry Reyes.  The victims all testified they were disappointed when two different juries failed to convict Quintero of murder.  In exchange for not trying Quintero a third time, he agreed to go to prison for 16 years, without the possibility of probation.  Quintero also agreed not to appeal his case.Quintero did not address or even look at his victims as they spoke.  His attorney told them he apologizes for his actions and is filled with remourse.Rous called the apology an insult.The 2016 crash wasn’t the first time Quintero was found to be driving under the influence. Researchers estimate Americans will spend more than 0 billion in retail this year, which means they need to staff seasonal workers ahead of the shopping rush. Macy’s announced they are looking for 80,000 seasonal workers. The Gap Company will hire 65,000 people. Target plans to add 120,000 seasonal team members this year, up 20% from last year. In San Diego County alone, Target plans to add 1,200 people to their staff this season. “I’m going full time at SDSU, and I knew that I was definitely looking for some work,” Elizabeth Gonzalez said. 10News Gonzalez at the Mission Valley Target’s hiring fair Saturday morning. She is hoping to spend her winter break as a Target sales associate.“I just needed some extra cash just to pay the bills,” Gonzalez said. She said she needed the cash to continue paying for college, as she studies to become a Physician’s assistant. “I thought Target would be a great opportunity because I love shopping here,” Gonzalez said. Companies like Target are offering seasonal hiring incentives to those who already love their stores. Target’s include a 10% employee discount, 20% off healthy foods like fruits and vegetables, and an hour, which is above the state minimum wage. After a morning of paperwork and interviews, Gonzalez found out she got the job.With the popularity of online shopping warehouses and shipping centers are hiring seasonal workers as well. SAN DIEGO (KGTV) -- The all-clear was given after a suspicious device forced the evacuation of a building at San Diego City College Monday. The device was reported Monday afternoon in or near Building A, according to the school. The building serves as administrative offices. The college says no classes were affected by the evacuation. The building, as well as a cafeteria will remain closed for the remainder of the day. 431

SAN DIEGO (KGTV) - The manager of a Cricket Wireless store in Pacific Beach is hoping the public can help identify two men involved in tagging the back of the store. Blake Beadle, the store manager, said newly installed cameras captured two men approach the store on Garnett Avenue on Monday night at around 9:30 p.m.One of the men approached the back of the store and appeared to spray paint something on the back wall. Meanwhile, the other man stood watch.Beadle said he had just painted over the spot a week and a half ago, when vandals had hit the same spot. “It seems like as soon as we paint over it, within a few weeks it gets tagged again in a similar fashion,” said Beadle. He reported the latest incident to police. He said he hopes the video can help identify the suspects. 792

SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert. The concept is also gaining steam elsewhere in the country, with Maine moving to ranked choice for statewide elections."There's a reason why people are looking at doing it this way," Kersey said.
