SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle. SAN DIEGO (KGTV) – The American Red Cross of San Diego/Imperial Counties opened a shelter Thursday night for residents displaced by flooding from heavy rainstorms.The shelter opened around 9:30 p.m. at the Paradise Valley Seventh-day Adventist Church on East 8th Street in National City.Services include a safe and clean place to stay, food, hydration, comfort kits with personal hygiene items, emotional support and health services, according to the Red Cross. October, 2003, the Cedar Fire broke out in the Cleveland National Forest and exploded across San Diego County. The largest wildfire in California history to that point, it killed 15 people and destroyed thousands of homes. Hardest hit were Scripps Ranch and Tierrasanta.Four years later, another firestorm raced through the north county, killing two and featuring wind gusts of over 100 miles per hour. The Witch Fire forced the evacuations of half a million people in San Diego County.Our sister TV station in Denver asked for help in covering a wildfire that burned for almost a month in Colorado.
