SAN DIEGO (KGTV) -- Attorney General Jeff Sessions visited the U.S.-Mexico border Monday for a news conference. During the conference, Sessions announced that he would be referring all illegal border crossings to the Department of Justice. Sessions said he will be implementing a "zero tolerance" policy and that any people crossing the border illegally will be prosecuted. RELATED: President Trump visits border wall prototypes?"The American people are right and just and decent to ask for this. SAN DIEGO (KGTV) — California is "getting closer" to issuing guidance on how and when to reopen theme parks across the state during the coronavirus pandemic.Wednesday, Gov. Gavin Newsom said the state is still working on preparing guidance on when and how theme parks across the state can reopen while fighting the spread of COVID-19.“We will make determinations in real-time for theme parks, amusement parks, and the like,” Newsom said. “There’s still many areas where we are open-ended in terms of our negotiation, making progress, and advancing in the same space.”Newsom added the state is “getting closer to concluding when and how to safely reopen those sectors.”Legoland California, Disneyland and California Adventure, Knott’s Berry Farm, Six Flags Magic Mountain, and Universal Studios Hollywood have each been shuttered since mid-March after stay-at-home orders were issued for the state.Downtown Disney and Universal CityWalk have reopened outside their respective theme parks with modifications.SeaWorld San Diego reopened last month on a limited basis, requiring reservations for visitors and limited access to exhibits. SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla, who last week announced he contracted coronavirus, has been hospitalized at UCSD Medical Center after experiencing difficulty breathing, his family announced Thursday.Ashleigh Padilla, Padilla's daughter, said her father "was admitted to UCSD Thornton Hospital ICU where he is receiving additional treatment, including a respirator to aid with difficulty breathing associated with COVID-19."“I know his amazing doctors and nurses are doing everything they can to send him home healthy when this is all over," said Ashleigh Padilla.No further details about his condition were given at this time, but Padilla did issue a warning to the public through his daughter.“My father asked me to pass on a message: Everyone needs to take COVID-19 seriously. Please follow the advice of our public health professionals to reduce spread of the virus and take precautions to keep your families and our community safe," said Ashleigh Padilla.Padilla, who represents Chula Vista's District 3, made the announcement in video last Saturday that was published on his Facebook page."After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said last Saturday.Padilla appeared in the video to be in good spirits as he told viewers that he was doing "very well" and "feeling well."In a follow up statement later that night, he described having a fever, body aches, headaches, chills, that "came on very rapidly." SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240

SAN DIEGO (KGTV) - As the temperature rises and more businesses, like movie theaters, are reopening San Diegans and people from neighboring counties are flocking to get a dose of normalcy."We sold out today which is great news for everyone, we sold out today very quickly." General Manager of Theater Box Donnie Eversole said.He said it was wonderful 'being home' back in the theater, "we haven't been in the theater for 90 to 120 days so it's like a new adventure."He said it helps that the week they opened, two blockbusters, Christopher Nolan's Tenet and Bill and Ted Face the Music, are screening.While they're capped at 25% Eversole said you can make sure you claim your seat by reserving online. They are working to add more showtimes while abiding by the new guidelines.Last time San Diego had sweeping reopenings, there was a huge spike in coronavirus cases. Eversole said they are doing everything they cna to prevent another spike, "every cdc guideline is followed to the letter, we do not bend, we do not break. We follow the rules because not only is our business affected, everyone else is and we want to make sure everyone is getting a fair shake and able to recoup some of the summer that's been lost."San Diego is the only lower tier county in Southern California with the ability to have so many re-openings, drawing attention from our neighbors.Supervisor Nathan Fletcher spoke at Wednesday's press conference, urging everyone to do their part to prevent another spike, "One of the most dangerous settings is indoor gatherings, it is house parties, it is people gathering together in an indoor setting and there really is no way for us to enforce that or prevent that other than the public's help and cooperation."He said if there are gatherings and another spike in cases, businesses, like Theater Box, could shut down once again. 1857
