DEL MAR, Calif. (KGTV) - Nine doctors and medical professionals are facing federal drug charges in connection to DEA illegal opioid prescription investigation. Agents raided medical officers across Southern California for "Operation Hypocritical Oath," which targeted doctors, physician assistants, nurse practitioners and clinic operators in California and Nevada. "A stern message to corrupt doctors who seek to profit from spreading addiction," said U.S Attorney Nick Hanna. Among those arrested, Monica Ann Berlin of Del Mar. The Department of Justice says the 41-year-old stole a doctor’s signature stamp and prescription pads to write fraudulent prescriptions.Berlin forged at least 44 prescriptions for controlled substances from April 2015 to 2017, according to the DOJ. According to the criminal filed against her, Berlin sent text messages to her buyer using coded language by describing the drugs as “candies" and “Tic Tacs.”Investigators say the bogus scrips were filed at pharmacies in Rancho Santa Fe and Beverly Hills. The DOJ says 15 people died because of drugs related to some of the practitioners in this investigation and this epidemic remains their top issue. Berlin was released on a million bond and is due back in federal court next month. 1274

DENVER, Colorado — Candidates and political parties are desperate to reach voters as Election Day approaches but one method feels a little more personal. Text messages are being used to target voters, and if you've been inundated, you're not alone. "But it is a little kind of like how do you have my phone number," said Andrew Drysdale, a voter who called the texts unsettling. Colorado Secretary of State Wayne Williams said his office has received numerous phone calls and emails about the text messages. Some of his own staff members have also received them."They're allowed to do it as long as they're following the law," said Williams. The FCC has specific rules about campaign-related robocalls and texts, stating they cannot be sent to a cell phone "without the called party's prior express consent." "There are ways that they use to try and avoid some of the legal restrictions on it by having a live person as one of the steps, so it's not automated," said Williams. On top of that, he adds the Do Not Call Registry does not apply to political calls.Williams says you can visit govotecolorado.com to make sure your cell phone number is not attached to your voter registration. Even if you take those steps to ensure your phone number is not included, it might not be enough to stop aggressive political groups from tracking you down. Many of these groups are combining publicly available records with other databases and lists."But they will take the public information and then say there is a Sally Smith that lives on Rodeo Drive what do we know about this individual. Well let's see, we bought this subscription list and Sally subscribes to this magazine and we paid for this list that happens to have cell phone numbers on it," said Williams. 1792

DALLAS (AP) — A Texas prosecutor said Friday that investigators have linked more than 60 killings in at least 14 states to a 79-year-old California inmate who may be the most prolific serial killer in U.S. history.Ector County District Attorney Bobby Bland said Samuel Little continues to cooperate with investigators from around the country who interrogate him in prison about cold case killings dating back to the 1970s. Among those who spoke to him were investigators from Ohio, where Little grew up and where he's suspected of killing at least five women.Little was convicted of killing three Los Angeles-area women and pleaded guilty to killing a Texas woman, and he's serving life sentences in California. Little, who lived a nomadic lifestyle, claims to have killed 93 women as he crisscrossed the country over the years.Bland said Little is in failing health and has exhausted his appeals, leading him to be forthcoming with investigators."At this point in his life I think he's determined to make sure that his victims are found," he said.During Little's 2014 trial in Los Angeles, prosecutors said he was likely responsible for at least 40 killings since 1980. Authorities at the time were looking for possible links to deaths in Florida, Georgia, Kentucky, Louisiana, Mississippi, Missouri, Ohio and Texas. But Little was not forthcoming with information at the time and Bland credits Texas Ranger James Holland with gaining Little's trust and eventually eliciting a series of confessions.Holland traveled to California last year to speak with Little about cold cases in Texas. That led Little to be extradited to Texas and his guilty plea in December in the 1994 strangulation death of Denise Christie Brothers in the West Texas city of Odessa. But Holland's conversations with Little have continued, even after Little was returned to California to serve his sentences, and it was Holland who determined that he was responsible for 93 deaths, said Bland, who received an update from Holland this week.Information provided to Holland was relayed to law enforcement agencies in several states, leading to a revolving door of investigators who traveled to California to corroborate decades-old deaths.Among them were investigators from Ohio, where prosecutors on Friday announced charges against Little in the 1981 killing of a Cincinnati woman and where he was charged last week in the deaths of two women in Cleveland. He previously was charged in a second Cincinnati killing and confessed to another one in Cleveland, though investigators are still trying to identify the victim in that case.He explained that Little's victims often were suffocated or strangled, in many cases leaving few physical marks and leading investigators to determine the women died of overdoses or of natural causes."There's still been no false information given," Bland said. "Nothing has been proven to be false."Gary Ridgway, the so-called Green River Killer, pleaded guilty to killing 49 women and girls, making him the most prolific serial killer in U.S. history in terms of confirmed victims, though he said he killed 71. 3122

Democrats now lead Republicans by 52% to 41% in a nationwide generic Congressional ballot according to a new CNN poll conducted by SSRS and released Tuesday. The blue lead has increased slightly from eight percentage points in June of this year to an 11 percentage point difference in the most recent poll.Despite Democrats' advantage on that measure, a plurality (48%) in the same poll believe Republicans will maintain control of Congress after the election, compared with 40% who believe Democrats will gain control.Among those who favor the Democratic candidate in their district, 64% say they think Democrats will ultimately win control of Congress, while among those backing Republican candidates, 83% think the GOP will maintain control.Compared to previous elections, 68% of registered voters say they're more enthusiastic to vote in this election than in the past. Registered Democrats and Republicans report being more excited to vote at similar levels, with 70% and 68% saying so, respectively. However, Democrats have taken a much higher leap in enthusiasm vs. 2016 than Republicans. When CNN last asked the question, in September 2016, only 38% of Democrats said they were "more enthusiastic," while 48% of Republicans said the same. Registered Democrats jumped 32-points since 2016 and Republicans moved 20-points. 1345

Data obtained by The Associated Press shows U.S. Postal Service districts across the nation are missing the agency’s own standards for on-time delivery as millions of Americans prepare to vote by mail. The lag times are especially pronounced in key regions of some battleground states, where delivery times are below the national average. That raises the possibility that scores of mailed ballots could miss deadlines for reaching local election offices if voters wait too long.Missing a deadline is one of the key reasons mail-in ballots get rejected.Postal service leaders have said the agency will prioritize election mail. The USPS strongly recommends that voters request their mail-in ballots at the earliest point allowable, but no later than 15 days prior to Election Day, which is on Nov. 3.The USPS also recommends that voters mail their ballots at least one week prior to their states' due dates to allow for timely receipt by election officials. If you don’t want to rely on the USPS to deliver your ballot to election officials, many communities provide locations where you can drop your ballot off yourself.Click here for learn more from the USPS about voting by mail. 1185
