TORONTO, Canada, June 27 (Xinhua) -- Chinese President Hu Jintao laid out on Sunday a three-point proposal for promoting a strong, sustainable and balanced global economic growth, calling for joint efforts of the international community for global economic recovery.While addressing the fourth G20 summit in Toronto, Hu said in his speech titled "Work in Unity for the Future" that the world economy is gradually recovering with the help of the concerted efforts of G20 members and the entire international community.However, he warned that the recovery was unfirmly established, unbalanced, and still facing "quite many uncertainties," such as the expanding sovereign debt crisis, drastic exchange rates fluctuations of major currencies and persistent volatility in the international financial markets.Seeking to address these problems and materialize a strong and balanced growth worldwide, Hu laid out a three-point proposal."First, we need to turn the G20 from an effective mechanism to counter the international financial crisis to a premier platform for advancing international economic cooperation," said the Chinese president."The complex world economic situation makes it necessary for the G20 to play a guiding role. LHASA, July 4 (Xinhua) -- Reincarnation of the 5th Living Buddha Dezhub was selected following a lot-drawing ceremony held early Sunday morning in Lhasa, capital city of Tibet Autonomous Region in southwest China.A candidate with the secular name Losang Doje was selected as the reincarnation in accordance with a regulation on reincarnation of living Buddha of Tibetan Buddhism, issued by the State Administration for Religious Affairs, and historical conventions and religious rituals.The ceremony was held in the Jokhang Temple in Lhasa.Losang Doje would become the sixth Living Buddha Dezhub after the approval of the People's Government of the Tibet Autonomous Region.

BEIJING, Aug. 13 (Xinhua) -- Chinese military forces are rushing to prevent disease in mudslide-devastated Zhouqu County in northwest China's Gansu Province as high temperatures hit the area where at least 1,156 people were dead.While giving medical treatment to 12,000 local residents, soldiers have also sterilized an area of 128,000 square meters in the disaster-hit county, Wang Wenjie, a senior officer with the Lanzhou Military Area Command of the People's Liberation Army (PLA), said Friday.On Thursday, the Ministry of Health warned of disease-prevention challenges in Zhouqu, as dead bodies and dead animals entombed in the mud may easily decay in the hot weather.Although wells have been dug up to ensure water supply, the ministry said sterilization work is difficult as the water may be contaminated during transportation and storage.In order to ensure rescuers' health, more disinfectant and anti-sunstroke medicine has been dispatched to Zhouqu along with fresh clothing.While more equipment is en route to Zhouqu, Wang said more epidemic prevention workers are ready to go to Zhouqu if needed.Tuo Chengxiang, a senior officer with the Chinese People's Armed Police Force, said the main roads into the township are covered in sludge, hampering vehicular access to the area.A total of 6,281 soldiers and armed policemen are participating in the rescue and relief work in Zhouqu. They have saved 45 lives and delivered 808 tonnes of relief supplies.Besides personnel, 17 helicopters and aeroplanes and 35 rubber rafts have been mobilized to the disaster-hit area.Also on Friday, the PLA General Political Department issued a circular ordering soldiers and policemen in Zhouqu to lead the rescue and relief work while giving top priority to saving people's lives.

BEIJING, Aug. 23 (Xinhua) -- China's top legislature Monday opened its bimonthly session with a series of draft laws and amendments, including the amendment to the Criminal Law and a draft law on intangible cultural heritage (ICH) protection.The session of the Standing Committee of the National People's Congress (NPC) continued to deliberate draft amendments to the Law on Officers in Reserve Forces, the draft People's Mediation Law, as well as the draft Law on the Application of Laws to Civil Relationships Involving Foreign Interests.Lawmakers also deliberated for the first time draft amendments to the the Law on Deputies to the People's Congress, draft amendments to the Criminal Law, the draft Law on the Protection of Intangible Cultural Heritage, and the draft revision of the Water and Soil Conservation Law.The amendment to Criminal Law proposes reducing the number of crimes subject to death penalty from 68 to 55. It also gives a definition of "organization in the nature of a criminal syndicate" and lists tougher punishments for crimes by such organizations.Drink driving, intentionally defaulting on payment to employees and illegal human organ trade are to be listed as crimes in the Criminal Law, according to the amendment.The draft law on ICH protection includes a definition of ICH, mechanisms for ICH surveys, regulation of the inheritance of ICH, and penalties for its destruction.Lawmakers on Monday also heard a report on the NPC Standing Committee's research results on issues for the formulation of the 12th Five-Year Plan (2011-2015). ' The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the keynote plan, after Wu Bangguo, chairman of the NPC Standing Committee, called for the research at the annual legislative session in March.Lawmakers discussed the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the region's chief executive and forming the Legislative Council in 2012.They also heard a report by the State Council on a proposal for the NPC to ratify the International Convention for the Suppression of Acts of Nuclear Terrorism.
