SAN DIEGO (KGTV) - The City of San Diego is taking legal action against the owners, operator and property manager of a independent living facility with squalid living conditions.Ten people lived in the now-closed home on Ewing Street near San Diego State, most of them elderly. Photos from inside the home show mold on mattresses, rat feces, holes in the walls, and overflowing trash cans.The City Attorney's office says fumes from an illegally installed water heater contaminated the interior, and the conditions were so dirty that a man's foot had to be amputated after a sore got infected. Independent Living Facilities are unlicensed and unregulated. They are often a last chance for vulnerable people to avoid becoming homeless - paying rent with social security or disability checks. Elliott's office is suing the owners, property manager, and operator, who could be forced to pay up to million. Additionally, operator Mark Rogers is being charged with 22 misdemeanors. Rogers also owns an independent living facility in El Cajon, where a tenant was murdered with a frying pan late last year. SAN DIEGO (KGTV) - The bomb squad was called to the 2300 block of Meadow Lark Drive around 6:20 p.m. after a man reported he found WWII-era Japanese grenades.The man, Mike Carter, is a former Marine and said his training kicked in when he found the three gnarled pieces of metal."I just figured it would be the right thing to do to dispose of them properly and not throw them in the trash," Carter said.He is a hobbyist, buying items like radio-controlled cars, helicopters and other toys, and then he sells them online. One remote control helicopter that he said he paid for is actually valued closer to ,500.This was his second time buying a storage locker and his interest was piqued by a Saturn IV Rocket. With it came a wooden box he put in the bed of his truck.As he worked his way through the items inside, he came across the bombs.Carter said he took a picture of them, then put them back where he found them and called the bomb squad.He said he was never nervous about them exploding, saying they've been around at least 75 years.His street was shut down for about an hour. He apologized for the trouble to his neighbors.When it comes to whether he'll ever buy a storage locker again, he said maybe. There would have to be something worthwhile inside, and he would check the contents before bringing anything home. 1362

SAN DIEGO (KGTV) -- The convention center expansion initiative will not make the November ballot even though San Diego Mayor Kevin Faulconer gave it his best shot.Faulconer's ballot measure proposal to fund the convention center expansion, get homeless people off the streets and fix roads needed five votes to pass.  It only got 4.The vote came after Faulconer asked council to convene a special meeting with just 24 hours' notice.  The mayor requested it after learning there weren't enough valid signatures collected to place the measure on the November ballot. 602

SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall.
