BEIJING, June 10 (Xinhua) -- The quake relief headquarters of the State Council (cabinet) Tuesday sent a congratulatory telegram to the Tangjiashan lake emergency rescue headquarters for the successful drainage of the quake lake.     "After more than 10 consecutive days of hard work, you successfully drained the Tangjiashan quake lake and eliminated a huge threat of secondary disaster after the May 12 quake," the telegram said. (Xinhua Photo)Photo Gallery>>>    "Your work has ensured the people's security, avoided a huge loss and created a miracle in dealing with large quake-formed lakes," it said.     "The State Council quake relief headquarters would like to express heart-felt gratitude and respect to the troops, geologists and quake and weather technicians working at the front line and those who helped evacuate people in low-lying areas," it said.     The headquarters urged people to continue the work until they were done with follow-up activity in terms of drainage and evacuations.     The Tangjiashan lake was formed after quake-triggered landslides from Tangjiashan Mountain blocked the Tongkou River running through Beichuan County, one of the worst-hit areas in the quake that struck southwestern Sichuan Province.     Had the lake overflowed, it could have threatened some 1 million people on the lower reaches of the lake.     A man-made spillway started to drain the lake on Saturday morning and military engineers used recoil-less guns, bazookas and dynamite on Sunday and Monday to blast boulders and other obstructions in the channel and speed up the outflow.     The lake shrank dramatically on Tuesday as muddy water flowed into the low-lying areas.     About half of the lake's 250 million cubic meters of water has been discharged since the drainage started.     More than 250,000 people in low-lying areas of Mianyang were relocated under a plan based on the assumption that one-third of the lake volume breached the dam.

BEIJING, April 10 (Xinhua) -- Chinese Premier Wen Jiabao met with visiting Qatar Prime Minister and Minister of Foreign Affairs Sheikh Hamad Bin Jasim Bin Jabir Al-Thani here on Thursday. The two sides agreed to step up bilateral friendly and cooperative relations.     Wen hailed the development of bilateral ties on the basis of respect, equality and mutual benefits over the past 20 years since the two countries established diplomatic ties. He expressed China's appreciation of Qatar's adherence to the one-China policy. He will also attend the Boao Forum for Asia on April 12.

MIANYANG, Sichuan Province, June 7 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday visited with some earthquake survivors who had resettled in public camps in Sichuan Province's Mianyang City.     For refugees staying in low-lying lands in the southwest Chinese province, they were also at threat from the huge "quake lakes" bursting their banks.     The 8.0-magnitude tremor on May 12, which had claimed at least 69,134 lives to date, had created the threatening 200 million cubic meter Tangjiashan quake lake which overlooks Mianyang, about 70 meters above the city.     The local government is currently relocating more than 210,000 people to safer grounds.     In his third visit to the province since the quake, Wen said ina camp harboring hundreds of the quake homeless, "I hope you would understand our efforts to resettle you away from your home to a relatively safe place because the swelling quake lake is so dangerous."     "Yes, we understand," the locals replied. BEIJING, July 17 (Xinhua) -- China's State Flood Control and Drought Relief Headquarters said Thursday night it had launched a level-three flood control emergency response mechanism to cope with Typhoon Kalmaegi.     Tropical storm Kalmaegi escalated to typhoon level on Thursday and was expected to be reinforced and land the coast areas in east China's Zhejiang and Fujian provinces on Friday, according to the headquarters. The storm is expected to hit the coast of Zhejiang province on Friday, according to Zhejiang Provincial Meteorological Observatory. Chen Lei, deputy commander-in-chief of the headquarters, ordered local governments to start their emergency mechanism and make full preparations for the typhoon's landfall.     Meteorological, water resources, and transportation, and other related departments should closely monitor the situation and inform the public on time, said Chen.     Kalmaegi, the seventh tropical storm this year, is also expected to affect Shanghai on Friday and Saturday.     Under its influence, force 8-10 winds is predicted to blow on the sea off Zhejiang. Heavy storms are likely to hit the coast cities in Zhejiang, the provincial meteorological authority said Thursday.     It is also expected to bring heavy rain to Quanzhou, Xiamen and Zhangzhou in Fujian in the next two days.     The heavy rain would continue in Fujian until this weekend, according to the weather services.     Flood-control, offshore fishery and marine authorities in Fujian, Zhejiang and Shanghai have sent out warnings for early preparations against the storm.
