NANJING, Dec. 12 (Xinhua) -- China on Sunday started to extend a memorial wall to engrave more names of those massacred by Japanese aggressors more than 70 years ago in Nanjing.After extension, the "wailing wall", a part of the Memorial Hall of the Victims in Nanjing Massacre by Japanese Invaders, will have 10,324 names on it, curator Zhu Chengshan said.The wall was engraved with 3,000 names when it was first built in 1995, and the list was expanded to more than 8,600 names in 2007 when the memorial reopened after a major repair and extension to mark the 70th anniversary of the massacre.The original wall was 43 meters long and 3.5 meters high. The extension will lengthen the wall by 26.5 meters, with 1,655 more names added to it, according to Zhu.Nanjing Massacre happened during World War II after Japanese troops occupied Nanjing, then capital of China, on Dec. 13, 1937. More than 300,000 Chinese were killed in the month-long atrocity.To collect the names of the victims is an important but tough job in the research of the massacre, as it is hard to seek witnesses and related documents decades after the holocaust, said Zhu.

BEIJING, Dec. 17 (Xinhua) -- China on Friday responded to Japan's new defense guidelines, saying China had no intention of threatening anybody.Foreign Ministry spokesperson Jiang Yu made the remarks when responding to a question on the subject."A certain country has no right to act as a representative of the international community and make irresponsible remarks on China's development," she said.Japan adopted the National Defence Programme Guidelines Friday. Media reports said the guidelines claimed China's military development and lack of transparency were matters of concern to the region and international community, and urged nations to encourage China to act responsibly.China unswervingly follows the path of peaceful development, and its defense policy is defensive in nature, Jiang said, adding that China poses no threat to anybody."The fact is that China's development since its reform and opening up, has brought huge opportunities of common prosperity to the world, including Japan," Jiang said.

SANTIAGO, Chile, Dec. 22 (Xinhua) -- Chilean President Sebastian Pinera and visiting Chinese State Councilor Liu Yandong met here Wednesday to discuss the development of relations between their two countries since the establishment of diplomatic ties 40 years ago.Pinera said that Chile was the first South American country to establish diplomatic relations with China. SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety.The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management.On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry.The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.

GENEVA, Nov. 30 (Xinhua) -- It is time for the Doha Development Round to begin to center around the Chair-led multilateral process and to come up with a revised text, Sun Zhenyu, the Chinese ambassador to the World Trade Organization (WTO), said on Tuesday at a WTO Trade Negotiation Committee meeting."Time is not with us," Sun said, stressing the need to "plan wisely" in the year ahead to seize the window of opportunity in 2011, which is recognized by both G20 and APEC leaders in early November.Sun commended progress generated from the "Cocktail Approach," which is made up of small-group informal discussions and brainstorming among the ambassadors, carried out throughout the last few months.The brainstorming "paves way for possible progress in quite a few areas such as development, rules and dispute settlement," the Chinese ambassador said."But after all, the brainstorming is not and could not replace negotiating sessions," he added, calling for intensified engagements to deliver the revised texts at the earliest time."One of the major achievements of the G20 Summit in Seoul is that leaders reaffirmed their strong commitment to the DDA and directed us as negotiators to engage in across-the-board negotiations to promptly bring the Doha Development Round to a conclusion," the Chinese ambassador said."Across-the-board trade-offs could have a better chance when we have the texts on the table," Sun noted.He also reiterated the stance on honoring the leaders' instructions through "respecting the mandate" and "building on the progress already achieved," in order to achieve a balanced and ambitious outcome.In his speech, Sun gave priority to development as the top outcome of the Doha Round."Above everything, it has to be development-oriented," he said, giving a clear message that China is in favor of addressing the concerns of the Least Developed Countries (LDCs) and Small Vulnerable Economies (SVEs) as a priority.
