So, how do I get an apartment? Those little things are very real."Other members of Congress have admitted to sleeping on cots and couches in their congressional offices, while some share apartments and homes.“I think the sticker shock does take people back sometimes, and they don't realize I’m paying 0 a month for a full house in Kansas or in Iowa, and 0 might get you a shared room in a house in D.C.,” Gaich says.Members of the House make 4,000, and Ocasio-Cortez admits she'll be fine once she starts receiving a paycheck. But is it enough for the average American to afford to serve in Congress? “I don't think you have to be rich to run for Congress. I think she has shown that's an example of someone that's not that wealthy and doesn't have a lot of support coming financially, so I think she's definitely paved the way for a lot of other normal average working, modest income people to be able to run for Congress,” Gaich says. 1757
A Wisconsin man says a dog's lick caused him to get a bacterial infection that eventually led to him having to have his legs amputated.Greg Manteufel's wife Dawn said her husband was once a Harley-Davidson motorcycle rider and was healthy just one month ago. He became ill with what they initially believed to be influenza.Blood tests revealed capnocytophaga, the bacteria that spread throughout Manteufel's body. According to a new study from Common Sense Media and Boston Consulting Group, 30% of students in the U.S. either don't have internet access or access to a device adequate for distance learning. There are 9 million students across the country that don't have either.As another school year affected by COVID-19 inches closer, there are movements not only to prep kids but also to close the digital divide."It's an absolute national tragedy that we can fix," said James Steyer, the founder and CEO of Common Sense Media. "First of all, there needs to be money immediately appropriated in the next stimulus bill that would cover the cost of devices and connectivity for every student and every family in the United States. That's imminently doable and critical to our educational needs."Steyer says it's "shocking" that so many students lack the resources to e-learn — but the students aren't alone. The study also found that teachers are underpaid and working in under-resourced areas."Between 300,000 and 400,000 teachers in this country — essentially 10% of the teaching force — also have the digital divide and don't have the device and connectivity they need to teach in a distance learning environment," Steyer said. "We have a huge challenge, and we need to meet it now."Steyer is leading the charge for change. In a letter to Congress, he and more than a dozen well-known organizations called on lawmakers to "connect all students."One of the organizations in that group was Khan Academy — a non-profit funded by philanthropic donations. The online educational site offers free learning for anyone, anywhere — no strings attached."We've been talking about it well before COVID-19 — that learning should not be bound by time or space," founder Sal Khan said. "Wherever a student is, they should have support to fill in the gaps — to be able to practice things, to get immediate feedback on things, to get lessons on things — wherever they are."There's always a "summer slide" for students — a time when students regress as they fall out of pattern and often spend a portion of the new school year reviewing content. But the slide is deeper this year, thanks to the pandemic."Some of the research partners we work with think there may be a year of loss learning," Khan said. "Not only are kids not learning for those few months, but they're also atrophying — forgetting. And they're going to be out of school for so long; they'll have lost the habits of school."Khan said entire school districts and states aren't doing the educational prep they should be doing. Districts everywhere are scrambling to figure out what school will look like this fall and what their curriculum should entail."If we don't do a full-court press here, some very bad things could happen," Khan said.Right now, Khan Academy is working with school districts to prepare. They estimate a huge increase in users this fall."It's great, we're reaching 30 to 40 million. But, how do we reach them deeply, and how do we move the dial for them?" Khan said. "There's a billion kids we need to reach and reach deeply."Steyer says the way to reach those kids is through Congressional funding."We have been in touch with leaders on both sides of the aisle in House and Senate," Steyer said. "We almost had funding for the digital divide in the first major stimulus package, but it got taken out at the last minute. But we are optimistic that people will do the right thing once and for all and put the resources into the next stimulus package that will make it possible for all kids to do quality distance learning in this country."Steyer says the time is now for supporters to join their charge, or call local leaders so that they can, in some way, affect the learning loss and close the digital divide. 3778
After struggling to ramp up coronavirus testing, the U.S. can now screen several million people daily, thanks to a growing supply of rapid tests. But the boom comes with a new challenge: keeping track of the results.All U.S. testing sites are legally required to report their results, positive and negative, to public health agencies. But state health officials say many rapid tests are going unreported, which means some new COVID-19 infections may not be counted.And the situation could get worse, experts say. The federal government is shipping more than 100 million of the newest rapid tests to states for use in public schools, assisted living centers and other new testing sites.“Schools certainly don’t have the capacity to report these tests,” said Dr. Jeffrey Engel of the Council of State and Territorial Epidemiologists. “If it’s done at all it’s likely going to be paper-based, very slow and incomplete.”Early in the outbreak, nearly all U.S. testing relied on genetic tests that could only be developed at high-tech laboratories. Even under the best circumstances, people had to wait about two to three days to get results. Experts pushed for more “point-of-care” rapid testing that could be done in doctors offices, clinics and other sites to quickly find people who are infected, get them into quarantine and stop the spread.Beginning in the summer, cheaper, 15-minute tests — which detect viral proteins called antigens on a nasal swab — became available. The first versions still needed to be processed using portable readers. The millions of new tests from Abbott Laboratories now going out to states are even easier to use: they’re about the size of a credit card and can be developed with a few drops of chemical solution.Federal health officials say about half of the nation’s daily testing capacity now consists of rapid tests.Large hospitals and laboratories electronically feed their results to state health departments, but there is no standardized way to report the rapid tests that are often done elsewhere. And state officials have often been unable to track where these tests are being shipped and whether results are being reported.In Minnesota, officials created a special team to try and get more testing data from nursing homes, schools and other newer testing sites, only to be deluged by faxes and paper files.“It’s definitely a challenge because now we have to do many more things manually than we were with electronic reporting,” said Kristen Ehresmann, of the Minnesota Department of Health.Even before Abbott’s newest BinaxNOW rapid tests hit the market last month, undercounting was a concern.Competitors Quidel and Becton Dickinson have together shipped well over 35 million of their own quick tests since June. But that massive influx of tests hasn’t showed up in national testing numbers, which have mostly ranged between 750,000 and 950,000 daily tests for months.Besides tallying new cases, COVID-19 testing numbers are used to calculate a key metric on the outbreak: the percentage of tests positive for COVID-19. The World Health Organization recommends countries test enough people to drive their percent of positives below 5%. And the U.S. has mostly been hovering around or below that rate since mid-September, a point that President Donald Trump and his top aides have touted to argue that the nation has turned the corner on the outbreak. The figure is down from a peak of 22% in April.But some disease-tracking specialists are skeptical. Engel said his group’s members think they aren’t getting all the results.“So it may be a false conclusion,” he said.One of the challenges to an accurate count: States have wildly different approaches. Some states lump all types of tests together in one report, some don’t tabulate the quick antigen tests at all and others don’t publicize their system. Because antigen tests are more prone to false negatives and sometimes require retesting, most health experts say they should be recorded and analyzed separately. But currently the vast majority of states do not do that and post the results online.The federal government is allocating the tests to states based on their population, rather than helping them develop a strategy based on the size and severity of their outbreaks.“That’s just lazy” said Dr. Michael Mina of Harvard University. “Most states won’t have the expertise to figure out how to use these most appropriately.”Instead, Mina said the federal government should direct the limited test supplies to key hot spots around the country, driving down infections in the hardest-hit communities. Keeping tighter control would also ensure test results are quickly reported.Johns Hopkins University researcher Gigi Gronvall agrees health officials need to carefully consider where and when to deploy the tests.
