KENOSHA, Wisc. — If police spotted the teen reportedly carrying a rifle in Kenosha Tuesday night, they could have stopped him to find out if he was committing a crime before he allegedly killed two protesters and injured a third.Images of people openly carrying guns during protests in Milwaukee and Kenosha this summer may make some people feel uneasy. But they are not breaking the law.Wisconsin is an open carry state, meaning anyone who gets a gun legally can carry it in most public places without a license or permit.But that's not the case for minors like 17-year-old Kyle Rittenhouse, who is accused of shooting three protesters in Kenosha Tuesday night, killing two of them.Kenosha Police Chief Daniel Miskinis confirmed to reporters Wednesday that you have to be 18 to open carry in the state of Wisconsin.And according to a 2009 memo from the Wisconsin Department of Justice, police can stop someone openly carrying a gun to determine if a crime is being committed.The DOJ says officers can stop someone if they have "reasonable suspicion" of criminal activity, adding Wisconsin's open carry law, "...is not a shield against police investigation or subsequent prosecution."In this case, police could have asked Rittenhouse how old he was and stopped him before he allegedly pulled the trigger.There are some exceptions in Wisconsin state law allowing minors to carry guns, including if they are in the military and in the line of duty, as well as if they are under adult supervision and using it for target practice or instruction. KANSAS CITY, Mo. — There is no rule book when it comes to COVID-19, with endless questions still surrounding the potentially deadly virus. One big question that many are now asking: If you've already had the virus, should you get the vaccine when it becomes available? "Certainly right now, it's looking like they are going to recommend people that have had COVID to go ahead and get the vaccine when it's available to them, based either on their job or on their other health conditions," said Dr. Sarah Boyd, infectious diseases physician at Saint Luke's Health System.Boyd said it is important for everyone to get the vaccine, even those who already have had COVID-19."We know the majority of people that are at about 90 days, but there are some that probably longer," Boyd said. "Over the next few months, there will be information I am sure coming out about the natural course of immunity and if at some point you are at risk to get reinfection."Amanda Finley tested positive for the coronavirus twice and wants to get the vaccine as soon as she can."For me, I haven't had adverse reactions before, but the only way to know if it is going to affect long-haulers is if we try it," Finley said. "I just don't feel right saying, 'oh, somebody goes try it for me.' I will gladly do it. I will be first in line."She runs a Facebook group for COVID long-haulers.Some of the members in the group are excited about the vaccine, while others are nervous about it. But Finley said a big reason why she will get the virus is a simple one."Because I definitely do not want to get this again," Finley said. "It affects every system in the body. It's not just a respiratory disease, that is just how we found it. It affects your cardiovascular system, it affects your brain, it affects your muscles. KANSAS CITY, Kansas — A second company associated with Schlitterbahn has been named in a newly unsealed criminal indictment.Henry & Sons Construction is listed as a co-defendant in the murder case of 10 year old Caleb Schwab.The boy died on the Verruckt water slide in 2016.According to the indictment, Henry & Sons was the design and construction company for Verruckt.Reviews posted online by people who identify themselves as former employees raise safety concerns before the Schwab tragedy. On the job website Indeed.com, a person who identifies himself as a former welder for Henry & Sons submitted a February 2015 review for the company.The review claims management would ignore issues or "let them pass" like damaged work equipment.The welder also says managers wouldn't require a safety harness to work six feet off the ground and they "just wanted to get the job done no matter how risky it could be."Other review headlines include "Unsafe Working Environment", "Lack of Management Skills" and "Unorganized."At least one poster, however, gave the company five stars, calling it "an amazing place to work." The latest indictment states company owner Jeff Henry hired a man named John Hunsucker as a consultant for the operation and safety of Verruckt.But Hunsucker told investigators that while he could make suggestions, it was only Henry who made the decisions.The indictment further says Henry never asked Hunsucker to check if the water slide met industry safety standards, which the indictment claims in many ways it did not. 1587

  

JASPER, Tenn. — The mountains of southeastern Tennessee soar into the sky as the Tennessee River winds through valleys. Yet, the beautiful landscape isn't just the site of a natural divide — it is the site of a digital one as well."The issue came when we had to go total shutdown, total remote," said Allen Pratt, who heads up the National Rural Education Association, representing rural school districts in all 50 states.He said when the pandemic forced students into remote learning, many in rural areas couldn't get on the internet."I think you have to look at it from the sense of, we have to treat this just like the electric power grid, where every home has electricity — it needs to be the same way with connectivity," Pratt said.The Pew Research Center found that more than a quarter of all Americans — 27% — don't have high-speed internet access at home. In terms of students, 9 million schoolchildren are not able to do remote learning at home, according to the National Center for Education Statistics.In Marion County, Tennessee, about 30% of the county's 4,000 students did not have internet access when the pandemic began. Director of Schools Mark Griffith said they relied on hand-delivering paper lesson packets."We would actually take some food and some of the packets out to the rural areas daily," Griffith said.In order to address the problem, the district set up several mobile hotspots throughout the county, including in the parking lots of some of their schools and the school district office. The hotspots seemed to help, as it reduced the number of students without internet access to below 20%.Yet, the district knows it can't reach everyone. This fall, instead of relying solely on internet access, teachers will save recordings of class lessons onto flash drives and hand them out to students who don't have internet access."They will be able to pick up that recording," Griffith said. "They will be a week behind, but we understand that."It's a short-term solution to a long-term problem that Allen Pratt believes will need major funding from federal and state governments to fix."Our school systems need to help, obviously, and be a part of it, but they shouldn't be in the business of providing broadband," Pratt said. "They should be in the business of educating students. 2313
