"Second, efforts should be made to encourage the parties in south and north Sudan to continue their efforts for the full implementation of the Comprehensive Peace Agreement (CPA), particularly for a consensus at an early date on the outstanding issues."The referendum, with its week-long polling period ending on Jan. 15, will determine whether south Sudan remains a part of Sudan or becomes independent, in accordance with the 2005 CPA that ended a long-running north-south civil war.The referendum's preliminary results are expected to be announced by Feb. 2, and depending on whether appeals are launched in the courts, the final result will be declared on Feb. 7 or 14.

BEIJING, Jan. 22 (Xinhua) -- The Chinese central government in Beijing pledged Saturday that it would work to ensure smooth and safe traveling for the public as many return home to reunite with families during the Spring Festival.It is expected that some 700 million people are to travel during a 40-day Spring Festival travel period that began Wednesday, but heavy snow and icy rain, which has continued since the new year began, has disrupted traffic and cut water and power supplies to some regions in south and southwest China.The lingering freezing weather also poses great challenges to transportation and railway authorities, as they work to avoid another travel disaster, as was seen in early 2008 when unprecedented heavy snow and freezing rain inundated the south of the country, bringing traffic to a standstill at the peak holiday season.Due to this, the Ministry of Public Security announced on Saturday that it had drawn upon the experiences gained from the 2008 weather disaster, and has ordered local bureaus to begin planning precautionary measures to combat the freezing weather.It also issued orders to local departments beginning in late December to step up snow clearance and make sure expressways and key trunk lines are not closed by snow."More police will be deployed to maintain traffic order and security, and to reduce offences such as drunk driving, speeding, passenger overloading of cars and trucks, and driving while fatigued," Huang Ming, Vice Minister of Public Security, said in a press conference held in Beijing.Meanwhile, over 8,300 service stops would be established across the country in order to provide necessities such as water and medical help to drivers and migrant works returning home for the festival.China's meteorological authority forecast Saturday that snowy weather will weaken in most regions over the next three days, but the eastern areas in southwest China will continue to see more rain and snow.On Sunday, the weather forecast anticipated that moderate snow would hit some regions in Inner Mongolia, Guangxi, and Hainan, as the southwestern province of Guizhou will see more icy rain.Local authorities said nearly 10 million have been affected in Hunan after a blizzard that started Monday, which also forced the evacuation of 73,000 people. LIMA, May 5 (Xinhua) -- A total of 53.5 million people in Latin America and the Caribbean suffer from hunger or malnutrition, experts said at an international forum here Thursday.Juan Garcia, coordinator of the 5th work-group meeting of the Latin American and Caribbean Initiative Without Hunger, said the figure has not increased since 1990.Experts and officials from 13 countries gathered to discuss the challenges facing regional food security and advances that have been made, hoping to make cooperative efforts to eradicate hunger and malnutrition by the year 2025.Carcia said people affected most across the continent are still those living in rural areas as well as African descendants and indigenous people who suffer from "exclusion and inequality."The main cause of undernutrition is not lack of food-production capacity, but access to food, Carcia said.Six countries, Brazil, Ecuador, Venezuela, Guatemala, Honduras and Nicaragua, have approved food security laws with nine more in the process of doing so. The laws are considered as a way to ensure that local agricultural products are primarily used to feed the countries' own populations and not used for export.

SYDNEY, May 24 (Xinhua) -- Australian soldiers and contractors in Iraq might have been exposed to blood-borne diseases such as HIV or hepatitis, as staff at Defense's main hospital unit in the Middle East failed to sterilize surgical equipment properly, local media reported on Tuesday.Fairfax newspapers reported the safety breach occurred at the AL Minhad Air Base in the United Arab Emirates over a 19 month period, from February 2009 to August 2010, but soldiers were alerted to the problem only a week ago.A Defense Department memo to troops has warned that soldiers and contractors who passed through the air base hospital near Dubai should ensure they had their blood screened, The Sydney Morning Herald reported."Personnel who underwent a surgical procedure during that period are possibly at risk of acquiring a blood-borne disease," the memo said.However, the health alert says the risk to Australian Defense Force personnel is low, as blood-borne diseases within the force are rare and personnel are vaccinated against hepatitis.The Defense Force's Surgeon-General, Major General Paul Alexander, wrote the "internal procedural issue" was dealt with by the health system and measures were put in place to prevent a repeat of the error.
