LOS ANGELES, Sept. 10 (Xinhua) -- Scientists at the University of California Los Angeles campus have announced that they have successfully used new prediction algorithms to forecast climate up to 16 months in advance.Professor Michael Ghil said in a UCLA news release Friday his team used new prediction algorithms based on matching ocean temperature records with new theories on how long-term climate trends are influenced by short-term weather extremes.That's twice as far into the future as previously accomplished.Ghil, a distinguished professor of climate dynamics in the UCLA Department of Atmospheric and Oceanic Sciences and senior author of the research, said the new prediction formulas will give climate experts and governments clues about long-term swings in the El Nino/La Nina oscillation in the Pacific Ocean, which drastically affects weather in the Americas, Asia and Australia.The new forecasting tool uses sea temperatures and has been tested on decades of historical data. The forecasts were then cross-checked against actual climate trends.The UCLA team also said that their 16-month forecasts were more accurate than previous forecasts that went only 8 months forward.Ghil emphasized that the forecasting tools are for climate, which is long-range, global patterns, but not for meteorology, which is short-term weather forecasting."Certain climate features might be predictable, although not in such detail as the temperature and whether it will rain in Los Angeles on such a day two years from now," said Ghil, who is also a member of UCLA's Institute of Geophysics and Planetary Physics. "These are averages over larger areas and longer time spans."The study is currently available online in the journal Proceedings of the National Academy of Sciences (PNAS) and will be published in an upcoming print edition of the journal.

WASHINGTON, Sept. 13 (Xinhua) -- The U.S. Department of Health and Human Services (HHS), with several partners, on Tuesday launched Million Hearts, an initiative that aims to prevent one million heart attacks and strokes over the next five years.The program will focus on helping Americans make healthy choices, such as preventing tobacco use and lowering consumption of salt and trans fats, and increasing use of treatments like aspirin and blood pressure and cholesterol-lowering medications.The HHS hopes that by 2017, 65 percent of high-risk patients will be taking aspirin and have their blood pressure and cholesterol under control. Currently, only 47 percent of high-risk patients take aspirin, and only 33 percent have their cholesterol and 46 percent their blood pressure under control.They also aim to cut smoking to 17 percent of Americans from 19 percent by 2017, and seek a 20 percent drop in sodium intake and a 50 percent drop in trans fat consumption."Heart disease causes one of every three American deaths and constitutes 17-percent of overall national health spending," said HHS Secretary Kathleen Sebelius in a statement. "By enlisting partners from across the health sector, Million Hearts will create a national focus on combating heart disease."

WASHINGTON, Aug. 31 (Xinhua) -- Astronomers using NASA's Chandra X-ray Observatory discovered the first pair of supermassive black holes in a spiral galaxy similar to the Milky Way, NASA announced Wednesday.Approximately 160 million light years from Earth, the pair is the nearest known such phenomenon.The black holes are located near the center of the spiral galaxy NGC 3393. Separated by only 490 light years, the black holes are likely the remnant of a merger of two galaxies of unequal mass a billion or more years ago.Both of the supermassive black holes are heavily obscured by dust and gas, which makes them difficult to observe in optical light. Because X-rays are more energetic, they can penetrate this obscuring material. Chandra's X-ray spectra show clear signatures of a pair of supermassive black holes."If this galaxy weren't so close, we'd have no chance of separating the two black holes the way we have," said Pepi Fabbiano of the Harvard-Smithsonian Center for Astrophysics, who led the study that appeared Wednesday in on-line issue of the journal Nature. "Since this galaxy was right under our noses by cosmic standards, it makes us wonder how many of these black hole pairs we've been missing."Previous observations in X-rays and at other wavelengths indicated that a single supermassive black hole existed in the center of NGC 3393. However, a long look by Chandra allowed the researchers to detect and separate the dual black holes. Both black holes are actively growing and emitting X-rays as gas falls towards them and becomes hotter.When two equal-sized spiral galaxies merge, astronomers think it should result in the formation of a black hole pair and a galaxy with a disrupted appearance and intense star formation. A well-known example is the pair of supermassive black holes in NGC 6240, which is located about 330 million light years from Earth.However, NGC 3393 is a well-organized spiral galaxy, and its central bulge is dominated by old stars. These are unusual properties for a galaxy containing a pair of black holes.

BEIJING, Sept. 10 (Xinhua) -- China will start "overall and thorough" safety checks on offshore oil exploration and production to eliminate risks in the wake of oil spills in the country's northern Bohai Bay, the work safety authority said Saturday.The checks, which starts from September 10 to December 10, will be applied to all offshore oil exploration and production, the State Administration of Work Safety said in a circular addressed to oil companies on its website.The companies include China National Petroleum Corporation, China Petrochemical Corporation, China National Offshore Oil Corporation, ConocoPhillips China, Kerr-McGee China Petroleum Ltd., Roc Oil (Bohai) Company, CACT Operators Group, Husky Oil China Ltd., Shanghai Petroleum Co., Energy Development Corporation (EDC) China and Tincy Group Energy, the statement said.The administration urged these enterprises to conduct self-examinations on their offshore fixed and mobile platforms and floating production storage and offloading units, submarine pipelines and onshore oil terminals in two months till November 10. They should file result reports before November 20.The authority's officials, joined by experts, will launch inspections from late November, the statement said. The checks cover well control amid drilling operation, safety management during production, facilities, and management over extreme weather, it added.The order came after the State Council on Wednesday called for strengthened monitoring and management of the marine environment as well as safety checks over the country's ocean oil fields to toughen safety measures and erase potential risks.The decision was made after oil spills at an offshore oil field run by U.S. oil giant ConocoPhillips have polluted more than 5,500 square km of sea water in the Bohai Bay since June.The central government also imposed restricts on new petrochemical projects and ban reclamation projects in the bay for environmental concerns.China has stepped up efforts to explore and materialize offshore resources to seek more dependence of the marine industries as a strategic development move.
