BEIJING, Jan. 29 (Xinhua) -- China has set a frugal tone for its once-for-a-decade dress parade on Oct. 1 amid an economic downturn, promising that the military could strike a balance between morale-boosting spectacle and financial prudence.     Colonel Cai Huailie with the headquarters of the general staff of the People's Liberation Army (PLA) confirmed a rumor that the parade showcasing China's latest military achievement will be conducted in an economical way.     "Chinese military forces have a tradition of fulfilling large causes by spending less money," Senior Colonel Chen Zhou, an expert with the PLA's Military Science Academy, said in an online communication with netizens on eve of China's Spring Festival.     "We could see that the parade on National Day would be solemn and cost-effective," said Chen who has participated in drafting China's national defense white paper six times.     A number of netizens also questioned whether China would shrink its defense spending since the financial crisis has already cut the budgets of numerous enterprises and directly impacts the country's export-oriented companies.     Colonel Wen Bing, a researcher with the academy, said although China has raised it defense spending thanks to annual growing revenue, it has never gone beyond endurable economy.     Wen also revealed that the defense budget has been made according to China's laws and it will be submitted for approval to the annual session of National People's Congress, the top legislature, in March.     The third of its kind since China adopted the reform and opening-up policy three decades ago, the dress parade of the Chinese armed forces under the command of President and Chairman of the Central Military Commission Hu Jintao will display home-grown on-duty weapon systems of all the services.     In the last two parades, in 1984 and 1999, late leader Deng Xiaoping and former President Jiang Zemin reviewed troops representing millions of service people.     Such parades were frequent before 1984, with 11 parades in the 11 years after the PRC was founded on Oct. 1, 1949. It was suspended after 1959 until 1984 when Deng decided to resume the pageantry to rouse the nation on the track toward a liberalized economy.     The last parade on Oct. 1, 1999 involved more than 11,000 military staff, 400 combat vehicles and 132 aircraft. The servicemen trained for the synchronized marches and hailing slogans for about 10 months.     It is reported that the total cost of that parade will be kept at less than 300 million yuan (44.1 million U.S. dollars) and overseas rumors said it could be as many as 16 billion yuan.     The PLA's Navy has made impressive progress since its foundation in 1949. It has just sent three warships to the Gulf of Aden for an escort mission against piracy.     Although the Defense Ministry has not confirmed whether the dress parade will include a naval performance in China's waters, Colonel Cai said that there will be new weapons and equipment that have not been unveiled to the public since 1999.     Before the official announcement of the parade, an online debate on www.huanqiu.com about whether the government should hold a magnificent parade to celebrate the 60th anniversary of founding of the People's Republic of China had shown that more than 85 percent of the netizens voted yes. But it has not yet muted voices suggesting the authorities reconsider the parade.     "China has many fields that need capital investment after the major earthquake in Wenchuan. The government should use the taxpayers' money in more important and practical undertakings rather than parade," a netizen named "tomato boy" said.     "Military parades are an outcome of the cold war. Our weapons are modern and powerful, but we are not in any cold war," a netizen "a common man" said.     But those who overwhelmingly support the parade agree that the parade will bring encouragement to overcome difficulties amid economic downturn.     Dong Hongda, a senior online poster on www.xinhua.org, has worked out proposals on how to make the parade more cost-effective.     First, the government should control the parade in a proper scale by cutting the number of marching soldiers to a number that represents the quality of the PLA's elite.     Second, take out the female militia procession, since they are garish and dispensable part for the parade.     Third, reduce the duration of the training for the parade, since a large proportion of the parade expense will be spent in selecting the soldiers and training them, Dong said.

BEIJING, Jan. 24 (Xinhua) -- China Saturday expressed "serious concerns" over India's anti-subsidy investigation on sodium nitrite on Jan. 14 and probe into the special safeguard measure of sodium carbonate on Jan. 16.     Following bilateral consultations, China has urged domestic businesses to contact their Indian peers and solve trade issues through talks and cooperation, Yao Jian, spokesman of the Ministry of Commerce, said in a statement.     But India didn't respond to Chinese efforts and launched its first anti-subsidy probe over Chinese-made sodium nitrite, Yao said. "China expresses dissatisfaction over it," he noted.     China also expressed resolute opposition to India's probe into the special safeguard measure of sodium carbonate, the spokesman stated.     The probe not only hurts the legitimate rights and interests of Chinese businesses, but has negative impact on the stable bilateral trade relations, Yao said.     The current global financial crisis has serious impact on the economies worldwide and all nations need to boost cooperation in fighting the crisis, he said.     China hoped that India could show prudence and restraint in using trade remedies, as trade protectionism could only add to the grim world trade situation.     He added that China and India should step up consultations and promote cooperation among industries from the two developing nations.

BEIJING, Nov. 5 (Xinhua) -- Agreements on direct flights and shipping, signed on Tuesday in Taipei, are drawing strong interest from airlines and shipping companies from the mainland and Taiwan.     "Regular charter flights, instead of flights only weekends and festivals, were our long-term expectations," said Liu Shaoyong, the general manager of mainland-based China Southern Airlines. "Direct air routes are very good for our business."     A flight from the mainland to Taiwan via Hong Kong under the current arrangement takes two hours and 42 minutes and burns 16 tonnes of fuel. Under the new arrangement, flights will take 69 minutes and burn 7.3 tonnes of fuel.     "Less travel time and expense benefits both passengers and airlines," Liu said.     Wei Hsing-Hsiung, chairman of the board of Taiwan-based China Airlines, was glad to see the number of passenger charter flights increase from 36 on weekends to 108 a week.     "We have profits of about 1.5 million U.S. dollars from weekend charter flights. The figure is likely to reach 5 million dollars due to more flights, while the cost might fall by 20 percent as the route is shorter," he said.     The new agreement only opened one direct air route, between Shanghai and Taipei. Xiamen, the coastal city in southeastern Fujian Province directly opposite to Taiwan, was not included. HEFEI, Jan. 31 (Xinhua) -- Vice Premier Hui Liangyu said on Saturday that local government should seek every means to help migrant workers land jobs, calling it "a prominent and important task" in the current rural work agenda.     Hui made the remarks when he toured east China's Anhui Province. He urged local enterprises to guarantee job opportunities for migrant workers and asked infrastructure projects contractors to hire as many migrant workers as possible.     The vocational training for the migrant workers should be strengthened, Hui said.     Migrant workers were also encouraged to go back to their hometown to start their own business, and support should be given in bank loans, tax breaks and business registration, according to Hui.     Hui also urged local government to attach great importance to the fight against drought, which plagued more than 866,700 hectares of wheat in the province. BEIJING, Dec. 30 (Xinhua) -- Accountability became a vogue word in Chinese politics in 2008, highlighted by the resignation of the chief quality supervisor.     Li Changjiang, former director of the General Administration of Quality Supervision, Inspection and Quarantine, stepped down in September in the tainted milk scandal, days after the resignation of Shanxi Governor Meng Xuenong following a deadly landslide triggered by the collapse of an illegal mining dump.     Many junior officials also swallowed the bitter pills of penalties and resignations. In early December, the director of the construction bureau of Shijiazhuang, capital of Hebei Province, was removed from his post after six bureau officials were found gambling during work time.     Officials were even punished for dozing in meetings, such as 12local officials in Shaanxi Province, who were reprimanded in June.     "The accountability system has been taken to a new high, which reflects the method of administration as stipulated in the keynote report of the 17th Party congress," said Wu Zhongmin of the Party School of the Communist Party of China (CPC) Central Committee.     "The party underlines the idea of people first, so it is not unusual that officials are punished after public interests are infringed," Wu said.     Chinese media have used the word "storm" to describe the wave of cases in which officials were punished over accountability -- often indirect -- in accidents and scandals this year. Such events were rare in the past decade.     In southwestern Yunnan Province, 864 officials have been punished so far this year, while at least 279 in the northeastern Jilin Province have been punished since last November.     "A storm is powerful, and the accountability storm shows the country's determination to run the party and government properly," said Han Yu, professor in the Party School of the CPC Hebei Provincial Committee.     The storm also shows the power of public opinion, Han added. "There should be someone held responsible for serious infringement of public interests."     China activated the official accountability system during the severe acute respiratory syndrome (SARS) crisis in 2003. More than1,000 officials, including then Health Minister Zhang Wenkang and Beijing Mayor Meng Xuenong, were ousted for attempts to cover up the epidemic or incompetence in SARS prevention and control.     The system was later introduced at all levels of government, and more officials lost their jobs over major accidents or administrative errors.     Just days before Li's resignation, President Hu Jintao, also general secretary of the CPC Central Committee, reprimanded "some officials" over work and food safety accidents this year.     These accidents indicated that some cadres lacked a sense of responsibility and had loose governance, and some paid no attention to people's complaints and were even insensitive to life-threatening problems, Hu said.     As early as in May, a father complained about tainted milk powder after his 13-year-old daughter developed kidney stones, and the Department of Health of Gansu Province in July received a report implying problematic milk powder produced by the Sanlu Group headquartered in Shijiazhuang city.     However, the scandal was covered up until September. The Ministry of Health has said it was likely the contamination killed six babies. Another 294,000 infants suffered from urinary problems such as kidney stones.     Premier Wen Jiabao said development of enterprises and the economy should not be achieved at the cost of lives and public health, and he vowed to punish officials for major incidents.     Conditions could be tougher for officials in the future, as the CPC Central Commission for Discipline Inspection said in late December that authorities are drafting rules to intensify the accountability system.
