BEIJING, June 8 (Xinhua) -- The new alliance between Rio Tinto and BHP Billiton Ltd. might lead to a monopoly operation and China should be prepared for anti-monopoly measures, warned an expert.     Mei Xinyu, an economist with the Ministry of Commerce (MOC), told Xinhua Monday that China should closely watch the joint venture process of the two mining giants and be ready to work with other countries to curb market manipulation when necessary, with the help of the anti-monopoly law.     Rio Tinto scrapped the proposed 19.5 billion U.S. dollars of investment by Aluminum Corp. of China, or Chinalco, on Friday.     The company announced a cooperative venture with BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     It was "something other than economic concern", said Zhang Yansheng, director of the Institute of Foreign Trade of the National Development and Reform Commission.     Almost half of China's iron ore needed to be imported, more than half of which was imported from Rio Tinto and BHP Billiton, according to Shan of CISA.     Colin Barnett, premier of Western Australia, told Australian media last Friday China was not on the list of approvals that the two companies needed to obtain.     Internationally they would need the approval of the European Union and possibly the U.S. Justice Department, apart from investigations at nation and state level, he said.     Also, Zhang Junsheng, director of the WTO Research Institute at the University of International Business and Economics in Beijing, said China might not have a say on the issue, as neither Rio Tintoor BHP Billiton had an affiliated company in China.

L'AQUILA, Italy, July 8 (Xinhua) -- Chinese State Councilor Dai Bingguo on Wednesday called for more cooperation among the five leading developing countries (G5) to address international challenges.     Dai listed four aspects for further cooperation and coordination among the G5 when he, on behalf of Chinese President Hu Jintao, addressed the leaders' meeting of China, India, Brazil, South Africa and Mexico on Wednesday afternoon in the earthquake-stricken Italian city of L'Aquila.     According to a press release issued by the Chinese delegation, Dai said the G5 should join hands to cope with the international financial crisis.     Dai proposed that the G5 countries make join efforts to enhance the regulation of global financial system.     he urged the G5 countries to actively address the challenges of climate change and cooperate on addressing non-traditional security threats.     The Chinese state councilor also reiterated the importance of the unity of the G5, calling for continuing cooperation on a wide range of global issues.

BEIJING, July 5 (Xinhua) -- The Chinese government has allocated more than 126 million yuan (about 18.4 U.S. dollars) for disaster relief in six worst rainstorm-hit provinces, autonomous regions or municipalities in south China, the Ministry of Civil Affairs said here Sunday.     The six provinces, autonomous regions and municipalities include Guangxi, Jiangxi, Hunan, Hubei, Guizhou and Chongqing.     A total of 5,200 tents were also sent to Guangxi, Jiangxi and Hunan to provide shelter for the people displaced there, the ministry said.     While Beijing and neighboring provinces are fighting heat waves, the southern half of the country has been drenched in rain or flood since late June.     The latest round of rainstorms and flood, also this year's worst according to the ministry, had battered 12 provinces, killing 75 people and leaving another 13 missing and 938,000 homeless as of 4 p.m. Sunday.     Close to 40 million people were affected by the rainstorms and the flood, it said, adding that a total of 101,000 houses were toppled in the flood, causing over 13 billion yuan (about 1.9 billion U.S. dollars) in direct economic losses, it said.

BEIJING, May 4 (Xinhua) -- Chinese Vice-Premier Li Keqiang on Monday vowed to keep the worsening global epidemic of influenza A/H1N1 out of China's border, while the same day the government sent a chartered plane to Mexico to pick up around stranded 200 Chinese nationals.     "The most important work at present was to strictly check on border entry" as the killer disease has been mainly reported overseas, Li gave the direction during a visit to the Ministry of Health.     China could not rule out the possibility of the virus' spreading into its border although no confirmed case had been reported yet on its mainland, Li warned.     "We must be fully prepared and strive for the best outcome through orderly and effective work," he said. He ordered government bodies to step up technical equipment and material storage, arrange designated hospitals and be well prepared for emergencies. The airline said another 80 Chinese citizens have requested to take the expected chartered flight back to the country.     NO DISCRIMINATION, CHINA SAYS     Monday's take-off of Chinese plane has been a result of a bilateral agreement between the governments, which allows both to send chartered flights to each other's country to lift their stranded nationals.     The agreement was reached even after diplomatic disputes whether China has taken discriminatory measures against Mexican citizens.     Mexican Foreign Minister Patricia Espinosa Cantellano has complained China's quarantine of some Mexican citizens with no symptoms of the virus was discriminatory and short of scientific evidence. He also reminded Mexican citizens not to travel to China until it corrected the discriminatory measures.     Foreign Ministry spokesman Ma Zhaoxu said on Monday that the country's medical quarantine of some passengers who had traveled on the same flight with the Mexican man who was infected with influenza A/H1N1 as necessary.     "The measures concerned are not targeted at Mexican citizens and there is no discrimination," he said in a press release. "This is purely a medical quarantine issue."     Ma said China hoped Mexico would be understanding of the measures adopted by China and handle this matter objectively and calmly given the overall situation of jointly addressing the epidemic.     He also said China and Mexico are friendly countries and China attaches great importance to diplomatic relations with Mexico.     "China is willing to enhance cooperation with Mexico and make joint efforts to combat the epidemic situation," said Ma.     All the 176 passengers and 13 crew aboard have been located and those who remained in China have been quarantined, including Mexicans. 　　MORE INSPECTION TEAMS     In another move to contain the epidemic, the government has stepped up checks on people entering the country by sending another six supervision teams to major provinces to prevent influenza A/H1N1 from spreading to the country, the top quality supervisor said Monday.     These teams went to provinces of Shandong, Hebei, Sichuan, Jiangsu, Zhejiang, Hunan, Hubei and Shaanxi and would work together with local authorities, according to the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     GAQSIQ required all people entering China by air, land and sea to fill in personal health statement cards to strength control efforts.     The 6 teams were in addition to the previous 5 teams going to Beijing, Shanghai and Guangzhou on April 25.     Also on Monday, the Ministry of Health said it had listed A/H1N1 under the category of infectious diseases that warranted quarantine, and would quarantine people and material crossing China's borders that were suspected of transmitting the virus.

UNITED NATIONS, May 4 (Xinhua) -- China on Monday called on the international community to continue to push forward the nuclear disarmament process.     Cheng Jingye, director-general of arms control and disarmament department of the Chinese foreign ministry, made the appeal here at the third session of the Preparatory Committee for the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons.     Complete prohibition and thorough destruction of nuclear weapons for the establishment of a world free of nuclear weapons is not only the shared aspiration of the international community, but also the goal that China has advocated and worked for over the years, Cheng said.     "China believes that nuclear disarmament should be a fair and reasonable process of gradual reductions towards a downward balance," he said.     Cheng urged nuclear-weapon states to commit themselves unequivocally to complete prohibition and thorough destruction of nuclear weapons, and negotiate and conclude an international legal instrument at an early date.     Pending achievement of the above-mentioned goal, nuclear-weapon states should reduce the role of nuclear weapons in their national security policies, he said. They should undertake unequivocally not to be the first to use nuclear weapons, and conclude an international legal instrument on not to use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapons-free zones.     As states with largest nuclear arsenals, the United States and Russia bear special and primary responsibilities, he said. They should continue to drastically cut their nuclear arsenals, which is indispensable for advancing the nuclear disarmament process and realizing the ultimate goal of complete and thorough nuclear disarmament.     China welcomes the agreement of the United States and Russia to start negotiations on a new bilateral nuclear disarmament treaty, and hopes that the two countries will further reduce their nuclear arsenals in a verifiable and irreversible manner, Cheng said.
