SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. SAN DIEGO, Calif. (KGTV) - It started as a thesis project and now is a tool for any musician in the world to use. Dr. Chris Warren is an Assistant Professor of Digital Composition and Sound Design at San Diego State University and said “Echo Thief” started about ten years ago and is a project he’s been growing ever since. He’s been traveling around North America and using an acoustic measurement tool to gather and capture sound in different types of acoustic environments. His personal addition to the recording field is creating a way to capture sound in noisy environments. Typically, the reverb of a space can only be captured when it’s silent, like in a church. However, he has created a way do it in a loud area, like capturing the sound of being under a bridge even if there are cars driving by. He’s been using the library and plug-in with his audio production students. Then Kayla Gautereaux, a former SDSU student who is now on the faculty at the New England Conservatory, came to him and asked the audio pro if there would be a way for musicians to use his tool for their practice. Warren then created an easy-to-use website for anyone to play music or sing, and have it sound like they’re in a variety of locations. “We were able to take the sounds from around North America, a bunch of fascinating acoustic spaces, and make reverberators out them so people can virtually perform in these spaces,” he said. Gautereaux said she can now sit in her living room and sing, but it sounds like she’s somewhere else. “It feels like you’re there not just because the app has a picture there, but because you can hear the response of your voice or whatever instrument you play into that space,” she said. She also added that the space a musician performs inside is just as important as an instrument or vocals, so this is a welcome addition to the music world. 1873

SAN DIEGO, Calif. (KGTV) - UC San Diego is a pilot school for an exposure notification system that alerts users if they’ve come in contact with someone who tests positive for COVID-19. It’s a partnership with the state of California and officially launched on campus Thursday.The system uses smartphone technology to anonymously tell people they may have been exposed. It does not track locations and is completely anonymous. It starts working when a person downloads the system on their phone and enables notifications. It then records proximity to other devices that also have the program downloaded. If two phones come in contact with each other for more than about 15 minutes and are closer than around six feet, it takes note of that. Then, if a person tests positive later, they can go in the program and click a button saying they tested positive, and their system sifts through all the devices that previously had extended exposure, sending those users alerts about the possible exposure.Doctor Christopher Longhurst, Chief Information Officer and Associate Chief Medical Officer for UCSD Health said the biggest factor that will impact effectiveness is the number of users.“We’d like to see 75% of that community or more adopting. Modeling done by Oxford and other universities has shown that if we can get over 50% adoption in a population, you can actually help to end outbreaks,” said Doctor Longhurst.As of Friday, about one day into the official launch, the school said 7,985 people had signed up. SAN FRANCISCO (AP) — Gov. Gavin Newsom declared an emergency Tuesday over wildfires burning throughout California as the state's power grid operator pleaded for continued conservation to avoid rolling blackouts. The grid operator praised residents and businesses for astonishing conservation efforts that kept the power on Monday night. The state is in a days-long heatwave that has stressed the electrical system and resulted in rolling blackouts over two nights last weekend. Outages, excessive heat, wildfire and the pandemic have people on edge. Evacuations were in effect or growing in several Northern California communities because of growing fires. Newsom demanded an investigation into two smaller weekend blackouts. 733

SAN DIEGO (KGTV)- Nearly 200 volunteers are working in Logan Heights fixing up homes for families. One of those volunteers is Alexandra Pasquale. She believes this isn't just about grabbing tools and doing work, this is about families in the community.She's glad she can help them, "create their own wonderful memories, providing an environment they can have family meals in." Pasquale is part of Realty Income. The real estate company has teamed up with Habitat for Humanity. They will build 11 homes.As teams they're building fences, painting, and installing plywood. Pasquale says knowing who they are helping makes all the work worth it."It makes me feel so great that we're contributing to our community in a positive way," said Pasquale. 751
