BEIJING, April 15 (Xinhua) -- The Chinese government said Thursday it plans to increase the land supply available for residential property, in a bid to guide the country's runaway property market into more healthy development.China will supply 180,000 hectares of land nationwide to build houses this year, excluding the Tibet Autonomous Region, compared with an area of 76,461 hectares in 2009, the Ministry of Land and Resources (MLR) said.Areas for low-cost housing, renovated shanty houses and small- and medium-sized apartments will be allocated more than 70 percent of the total land supply, the ministry said.In breakdown, areas for small- and medium-sized apartments alone would reach 80,431 hectares this year, exceeding China's total land supply in 2009.Some 35,786 hectares would be allocated for renovated shanty houses, accounting for 19 percent of this year's total land supply.Areas for low-cost housing, consisting of affordable housing and low-rent housing, would be given 24,454 hectares, more than double the 2009 figure. The central government vowed to build three million low-cost apartments for low-income families and renovate 2.8 million shanty houses at the Third Session of the 11th National People's Congress in March this year."We merely need 12,000 hectares to meet the goal set by the central government to build the three million low-cost apartments, well below this year's planned land supply for this part," said Liao Yonglin, director of the department of land use management of the MLR.
BEIJING, May 20 (Xinhua) -- China and the United States Thursday pledged to deepen clean energy cooperation as U.S. commerce chief led a large green power delegation to Beijing."As major energy producers and consumers, China and the United States can work together extensively in the clean energy field," Chinese Vice Premier Li Keqiang told U.S. Commerce Secretary Gary Locke in Beijing. The driving force behind cooperation, Li said, lies in the fact that China is actively pushing ahead with clean energy projects while the United States has green energy expertise and technology.Li encouraged the two countries to work more closely in clean energy, greenhouse gas emissions reduction, technological development to add to the momentum of sustainable development.Locke is leading a delegation of business executives from American clean energy companies eyeing China's fast growing green energy market, the size of which the United States has predicted will be 100 billion U.S. dollars by 2020."These 24 companies we brought from America represent a cross-section, a variety of different sectors," Locke said at the start of the meeting."But they still represent the best the United States has to offer in terms of clean energy, energy efficiency, electricity generation and distribution," said Locke, who earlier travelled to Hong Kong and Shanghai on the trade mission that started Monday. The diverse trade mission, the first one led by a U.S. cabinet-level official since Barack Obama assumed the presidency, includes leading energy firms like General Electric and First Solar as well as less well-known companies.Locke, on his third visit to China since he became U.S. commerce chief, characterized clean energy as "an extremely promising industry to foster areas of growth and create new jobs."He underscored the U.S.'s commitment to working closely with China in clean energy.Locke will join U.S. Secretary of State Hillary Clinton, U.S. Treasury Secretary Timothy Geithner and other cabinet officials for the Second China-U.S. Strategic and Economic Dialogue scheduled for Monday and Tuesday in Beijing.

NEW YORK, April 26 (Xinhua) -- Jean-Claude Trichet, the president of the European Central Bank, called in New York on Monday for strengthening global governance amid the economic recovery process. The crisis showed that gaps in the system of global governance, in terms of both efficiency and legitimacy, have to be filled, Trichet said in a keynote speech at the Council on Foreign Relations in New York.Global governance in the financial sphere has fared during the crisis, he pointed out. "One dimension of international cooperation that I consider to have worked particularly well during the financial crisis has been that among central banks, both bilaterally and channeled through the various Basel-based committees.""But as much as some aspects of global governance appear to have passed the severe test of the global crisis, we should remember the significant shortcomings that may have contributed to creating the conditions for the crisis to happen in the first place," he added."One is the lack of coordination in financial regulation that was pervasive before the crisis and which encouraged financial institutions to engage in a large degree of regulatory arbitrage. This was the unavoidable result of the fact that while financial players were becoming increasingly global, and despite the remarkable efforts of the Basel Committee in respect of the banking sector, financial regulation remained largely national, with only relatively weak coordination at the international level, " said the president.
