VISTA (CNS) - An Oceanside man convicted of abusing his neighbors' dogs, including gouging out the eye of a Siberian Husky, was sentenced to nearly 10 years in custody Friday.Jurors last summer found 37-year-old David C. The dog has never been found and is presumed dead.Police found a small amount of blood in Herbert's car and on a baseball bat he owned.Herbert, who represented himself at trial, testified that Lala jumped in his car and he was about to take her to a shelter when she jumped out and ran off. 1580

WASHINGTON (AP) — President Donald Trump has directed the Office of Management and Budget to crack down on federal agencies’ anti-racism training sessions, calling them “divisive, anti-American propaganda.” OMB director Russell Vought, in a letter to executive branch agencies, has directed them to identify spending related to any training on “critical race theory,” “white privilege” or any other material that teaches or suggests that the United States or any race or ethnicity is “inherently racist or evil.” The memo comes as the nation has faced a reckoning this summer over racial injustice in policing and other spheres of American life. 653

(KGTV) -- The San Diego Sheriff's Department is reviewing the actions of several deputies after a witness posted a controversial video on Facebook.The video shows two deputies walking a man in handcuffs just before they slam his head into a fence. Later in the video, they can be seen smacking another man in the head who is already down on the ground in handcuffs.The woman who shared the video on Facebook claims they deputies used excessive force and wants justice for the two men. A Sheriff's spokesman says the video was taken on Monday morning when deputies were responding to a domestic violence call at a Vista apartment complex.When deputies arrived the suspect was wielding a weapon and holding someone against their will, the spokesman said. During the arrest, other parties fought with the deputies. The spokesperson says the department is reviewing the body camera footage and the cell phone video.10News visited the scene of the arrests. WASHINGTON (AP) — Federal officials are outlining new rules that will let operators fly small drones over people and at night. Most drones will need to be equipped with remote identification that can be tracked by law enforcement officials. The final rules announced Monday by the Federal Aviation Administration could boost the commercial use of drones, which has been slowed by regulatory hurdles. UPS, Amazon.com, and Google parent Alphabet are among many companies exploring the potential for making deliveries to consumers with drones.“These final rules carefully address safety, security and privacy concerns while advancing opportunities for innovation and utilization of drone technology,” said U.S. Secretary of Transportation Elaine L. Chao.The FAA issued the following three operational requirements:1. Operate a standard Remote ID drone that broadcasts identification and location information of the drone and control station;2. Operate a drone with a Remote ID broadcast module (may be a separate device attached to the drone), which broadcasts identification, location, and take-off information; or3. Operate a drone without Remote ID but at specific FAA-recognized identification areas.According to the FAA, the Remote ID will help mitigate risks associated with expanded drone operations, such as flights over people and at night, and both rules support technological and operational innovation and advancements. 1436
