ZHENGZHOU, Feb. 16 (Xinhua) -- China's Yellow River catchment authority has launched emergency measures to restrict industrial water usage and to release reservoir water for wheat crops in the face of a worsening drought.The Yellow River Flood Control and Drought Relief Headquarters raised on Wednesday its drought alert from yellow to orange, the second-highest level, indicating the area is facing the worst drought in up to half a century.The headquarters ordered all authorities along the catchment area to initiate an emergency response to ensure water supplies for people and livestock, and to restrict industrial water consumption.The drought, which has plagued the middle and lower reaches of the Yellow River since October last year, was likely to affect more than 40 percent of crops in the area, said a headquarters spokesman.Light to moderate snowfall brought some relief to the wheat farmers in the region over the weekend, but not enough to end the drought. Most regions along the Yellow River received precipitation of less than 10 mm.Thanks to the recent rise in temperatures, ice covering 120-km of the Yellow river has melted, offering more water for irrigation and other water uses.The headquarters' statistics show that water channeled from the Yellow River reached 228 cubic meters per second at 8 a.m. Tuesday, and supplied the drought-plagued Shandong Province, Tianjin Municipality and Hebei Province.The headquarters had released more water from reservoirs along the catchment to help with the irrigation of winter wheat crops, said the spokesman.The Chinese government on Friday announced plans to dig 1,350 wells in eight major wheat-growing provinces to help ease the drought that is threatening grain harvests.

SAN FRANCISCO, March 29 (Xinhua) -- Computer networking equipment giant Cisco Systems Inc. on Tuesday announced the intent to buy privately-held software company newScale Inc., in a move to complement and expand its offerings in cloud computing.Based in San Mateo in the U.S. state of California, newScale provides software that delivers a service catalog and self-service portal for information technology (IT) organizations to select and quickly deploy cloud services within their businesses.Founded in 1999, the company now has more than two million users worldwide, including 20 percent of the Fortune 50 companies, according to information posted on newScale's website."With the acquisition of newScale, Cisco will be able to accelerate the deployment of cloud services through a service catalog and self-service portal that allows customers to easily manage their IT infrastructures," Parvesh Sethi, Cisco's senior vice president, noted in a statement.Cisco said it expects to close the deal in the second half of its fiscal year 2011, without disclosing financial terms.

SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable. WASHINGTON, Jan. 20 (Xinhua) -- Officials from China and the United States on Thursday signed a new agreement to support panda breeding, research and conservation efforts by the two countries, an exciting news for numerous American fans of the cute animals.Zang Chunlin, Secretary General of the China Wildlife Conservation Association, and Dennis Kelly, Director of the U.S. Smithsonian's National Zoo, signed the Giant Panda Cooperative Research and Breeding Agreement.Under the agreement, a pair of giant pandas, Mei Xiang and Tian Tian, will remain at the National Zoo in Washington D.C. for five more years.Also in attendance at the signing ceremony at the National Zoo was Chen Naiqing, wife of China's Ambassador to the U.S. Zhang Yesui, U.S. Secretary of the Interior Ken Salazar and Mary Kaye Huntsman, wife of U.S. Ambassador to China Jon Huntsman.On behalf of the Chinese embassy and Ambassador Zhang, Chen expressed appreciation to the National Zoo for taking care of these giant pandas and to all American people for their love for them."Although the weather is cold today, the friendship between our people keeps us warm," she said. Both pandas were born in Wolong, China and had parents that were wild born. Mei Xiang, which means "beautiful fragrance," will turn 13 on July 22 and Tian Tian, meaning "more and more," will turn 14 on Aug. 27.The current pair has not produced a cub since 2005, when Tai Shan, a male, was born. Tai Shan went back to China in February, 2010.

HOUSTON, April 15 (Xinhua) -- A major contractor for the U.S. space shuttle on Friday announced plans to lay off about 50 percent of its employees this summer after NASA retires the orbiter fleet.The contractor, Houston-based United Space Alliance, said it will cut 2,600 to 2,800 jobs, including 1,850 to 1,950 employees in Florida, 750 to 800 employees in Texas, and 30 to 40 employees in Alabama, "due to the completion of tasks related to day-to-day operations of the Shuttle fleet."The cuts will be made in late July and early August after NASA completes the final flight of Endeavour, scheduled for April 29, and the flight of Atlantis on June 28."The accomplishments of this team are unmatched in human spaceflight," Virginia Barnes, the company's president, said in a news release. "It will be difficult to say goodbye to such tremendously talented and dedicated teammates, and we are committed to making this transition as smooth as possible for them."United Space Alliance has approximately 5,600 employees working at sites in Texas, Florida and Alabama, according to the the news release.
