SAN DIEGO (KGTV) -- Three San Diego County schools have been recognized as 2019 National Blue Ribbon Schools. The award honors public and private elementary, middle and high schools. Aviara Oaks Elementary School in Carlsbad, Del Mar Hills Academy in Del Mar and Torrey Pines Elementary School in San Diego were all honored with the award. “Congratulations to these schools that have tremendous programs dedicated to, and invested in, creating state-of-the-art learning and teaching environments,” State Superintendent of Public Instruction Tony Thurmond said. “This recognition is well-deserved, and special thanks go to the educators and the school communities that meet students’ unique needs in order for all of their students to reach their full potential.”Schools are recognized based on school-wide student scores, subgroup student scores and graduation rates. SAN DIEGO (KGTV) - The purple most restrictive tier for coronavirus guidelines goes into effect Saturday forcing many museums around San Diego County to close their doors once again."It really wasn't a surprise and when this all first started happening I think we realized that there wasn't going to be a magic date that everything was going to be better," James Haddan, Senior Director of Development and External Communications at the Museum of Us, said they've been anticipating the county's fall back into the purple tier."We made some hard choices initially, right away," Haddan said they made difficult cuts to staff at the beginning of the pandemic, hoping to sustain for the next two years."It has been extremely difficult for arts and cultural organizations throughout the city and Balboa Park would be no different," Executive Director of the Balboa Park Cultural Partnership Peter Comiskey said.Comiskey said while many of the museums must close, there are still things to do at the park. The Japanese Friendship Garden, Spanish Village, and restaurants are open.In La Jolla, the Birch Aquarium is shifting too. They reopened in July and are creating as many exhibits as they can outside. Caution tape is draped around the park and the sounds of construction echo off the tall historic buildings."One of the little tiny silver linings in otherwise what is a dark cloud is a lot of work has been able to be done at Balboa Park," Comiskey said. SAN DIEGO (KGTV) -- The register sex offender accused of kidnapping and raping a three-year-old Oak Park girl pleaded not guilty to five felony counts Wednesday. Francisco "Freddy" Diaz now faces up to life in prison if convicted. Diaz is being held without bail. The young girl’s father, Silvester Soltero, says he was working on his car when his neighbor broke into a bedroom window, grabbing his sleeping daughter.Soltero says Diaz’ mother brought his daughter home, but she wasn’t wearing any pants. Soltero said when he asked his daughter what happened, she told him the man touched her private parts.RELATED: Man arrested after three-year-old says she was kidnapped and touchedWhen the father asked who the man was, Soltero said his daughter pointed to Diaz. When the father approached Diaz, Soltero said he became hostile, even threatening to kill him if he snitched.The two men then started fighting when Diaz reportedly tried to poke Soltero in the eye with a fork. After he ran off, San Diego Police caught Diaz a short distance away. After his arrest, Soltero learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Diaz was convicted in 2006 for molesting three girls on the playground near Oak Park Elementary School, right across the street from his mother’s house. Diaz was sentenced to eight years in prison, in part because he already had a criminal history. In 2000, Diaz was convicted of assault with a deadly weapon and making a terrorist threat.San Diego Police say Diaz was in full compliance with the terms of Megan's Law. He is required to check in with police every year and he does so, said Lt. Jason Weeden.Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds. Soltero says if that's true, the law should be changed. “If you’re a sex offender you shouldn’t be by a school, period," he said. 2091

SAN DIEGO (KGTV) – The San Diego Humane Society is asking for the public’s help in finding the person responsible for seriously injuring a little dog.On Aug. 5, at around 5:30 p.m., a passerby found a severely injured Chihuahua in an alley near 339 S. 39th Street in San Diego’s Mountain View area.Humane Society officials said the one-year-old dog is in critical but stable condition “with a guarded prognosis” and is being cared for at the Humane Society’s Pilar & Chuck Bahde Center for Shelter Medicine.Details on the dog's injuries were not released.San Diego Humane Society Humane Law Enforcement Chief Bill Ganley said, “We are hoping someone might recognize this dog and can help us find the person who did this. This is a helpless animal who did not stand a chance against the person who decided to hurt him. It is heartbreaking.”Crime Stoppers is offering a reward of up to ,000 for information leading to an arrest in the case.
