SAN DIEGO (KGTV) - Students said they've seen a steady decline at San Diego State University tailgates over the past three years.At their Homecoming tailgate Saturday some students were nervous to celebrate after learning a Freshman was gravely injured after a night of drinking."We definitely want to respect the family and respect the kid, and everyone who has been impacted by this because obviously this is something super severe," SDSU Senior Emma Marchant said.The parking lot was dotted with tailgaters, consisting mostly of alumni, a vast difference compared to the throngs of partiers in September 2018's home opener."Freshman year this whole area would just be covered with people and now it's kinda just us," Marchant said."Mainly undergraduates haven't been here," UCSD Alumna Teigan MacDonald said. Her sister is involved in Greek life at SDSU.A moratorium was announced October of 2018, requiring any group of 25 or more students to register and agree to a list of rules.SDSU President Adela de la Torre suspended Interfraternity Council (IFC) activities citing the "severity of the incident" following the alleged fraternity event Wednesday night, a statement from the school read."Given the severity of this incident, and as the safety and wellbeing of students is a primary concern of the university, SDSU President Adela de la Torre has suspended the Interfraternity Council (IFC) and all chapter organizations under the council," an SDSU media relations officer said Friday."I think a lot of people are shocked, I understand why the university is doing it because we have people's kids' health at stake," MacDonald said.The University working to balance social life with safety."I think education and awareness is a huge step. i don't think punishing people and just suspending will do it because they've suspended again and again and this situation keeps happening again and again," MacDonald said."I hope there are measures taken that are intended to protect students but still allow them to be out here you know which is kind of a hard line to walk," Marchant said. 2095

SAN DIEGO (KGTV) — Surveillance video captures in "disturbing" peeper outside a home in Old Town, as a teenage girl slept inside.Steve rents a home along Jefferson Street. Around 1:30 a.m. Sunday, he was close by with some friends when he got an alert on his phone."Just a feeling of alarm," said Steve.A stunned Steve saw video of a man outside his home, just staring. The cameras capture an older, balding man on the side of the home. His left hand is in his pants, as he peers into the windows."Behavior was really creepy," said Steve.Steve called police and raced home. His 15-year-old daughter was inside, asleep on the couch. In the video, the man keeps looking inside, though all the blinds are closed. His hand is still where it is."My immediate concern is that the guy is going to break a window or climb in the house," said Steve.After peering in the windows, he goes around the back and out of camera range. When he reappears, he decides to smoke before taking yet another look."He was so comfortable in my space looking in my windows and doing what he may have been doing," said Steve.Not long after, police arrive and take him into custody. The video shows he had been outside the home for some 30 minutes. Police say there was not enough evidence a crime had been committed and the man was released after an hour. Steve is still hoping to get the word out on the stranger and the odd behavior he fears could escalate."Probably has done it before and will do it again. Next time, he may go inside the house and decide to do something more than looking in a window," said Steve.Though charges haven't been filed, anyone with information on the case is asked to call San Diego Police at 619-531-2000. 1719

SAN DIEGO (KGTV) - The first of its kind "Pass the Torch" ceremony Saturday honored veterans and the 77th anniversary of the Battle of Midway, aboard the USS Midway.The ceremony acknowledged as time goes on, less veterans are able to tell their stories. This was the opportunity to share those incredible moments from the battle that turned the tide in WWII.Doctor Charles Monroe served during the battle and said this was the most challenging moment he faced, "One Jap Zero was above, I looked back and looked up and pulled my gun up to try and shoot him and the turret stopped working and the gun stopped working, so I prayed. I wasn't a Christian, but I prayed and said ,'Lord get me out of this mess and I'll go to church,' and I kept my word."Monroe was paired with Paige Dominguez, 26, who is enlisting as a hospital corpsman. She told 10News she felt goosebumps as she heard the harrowing tales from heroes who passed away.When the moment came to say the oath, she felt like everything fell away, "it felt like we got to have that little moment to share and it was just us and I thought that was really an incredible opportunity."An opportunity Monroe hopes will last a lifetime, ensuring his sense of duty is passed on, "realize that the Navy has has a great part in the defense of our nation.""I think it's extremely important just like learning about 9/11, and learning about WWI and WWII, all of that because we wouldn't be where we are today if we didn't acknowledge what has gotten up here," Dominguez said.Paige will start boot camp August 12th. 1567

  

SAN DIEGO (KGTV) - The family of a YouTube star who drove his McLaren the wrong way on the 805 last year, killing a mom and her daughter, are suing the City of San Diego, County of San Diego, and the Psychiatric Emergency Response Team (PERT).The lawsuit claims the “horrific and tragic event” was entirely preventable.Eighteen-year-old Trevor Heitmann, known as McSkillet, drove his McLaren the wrong way on the freeway in August 2018, killing Aileen Pizarro and her 12-year-old daughter Aryana. The sports car collided with the family's SUV, which burst into flames.RELATED: Autopsy details mental state of McSkillet before deadly crash on Interstate 805 in San DiegoIn the lawsuit Heitmann's family claims "SDPD was warned by Plaintiff's on the day of, but before his death, that Trevor intended to drive his McLaren at a high rate of speed in the wrong direction on a public roadway, under the delusion that he (Trevor) could drive through vehicles traveling in the opposite direction without incident."Worried about their sons' dangerous intentions and fearing for his well-being, as well as the safety of others, Dr. Mary Rusher, a board-certified psychiatrist, called 911 and made a 5150 request for a psychiatric hold, the lawsuit alleges.The lawsuit claims, "Defendants' purported PERT response team conducted either or both no assessment or the wrong assessment of the mental health status of Plaintiffs' son Trevor, pursuant to and under California Welfare and Institutions Code 5150."RELATED: YouTuber's parents requested psychiatric evaluation before deadly I-805 crashIt alleges, defendants also failed and refused requests to take Heitmann into protective detention to transport him to a designated evaluation and treatment facility."As a consequence, and despite Plaintiffs' attempts to ensure their son's safety and the safety of others by blocking the driveway of their residents, Trevor later that day left his residence and drive the McLaren to the Interstate 805 Freeway where he was killed in the beforementioned collision, which also tragically took the lives of the Pizarros."A spokesman for the County of San Diego told 10News they couldn't comment.RELATED: Son remembers mother and sister after release of driver's autopsy in deadly 805 crashAs of this writing, officials with the City of San Diego and PERT have not responded to 10News requests for comment.This is the third lawsuit filed regarding the 2018 crash. SAN DIEGO (KGTV) - The invisible wounds of war are a heavy burden to carry, long after deployment. Tom Voss, an Army veteran who served in a scout-sniper platoon, knows this feeling well. "I took shrapnel to the head from a rocket-propelled grenade. And then I also had a lot of survivors guilt around the death of my platoon sergeant because that day I was given the day off," said Voss.He says while deployed, there's no time to process these war injuries. "You have a lot of these questions come up, years and years later. A lot of veterans struggle with, could I have done more, can I be forgiven? A lot of these moral questions," said Voss.After serving, he wanted to bury the traumas of war; in the beginning, he was incapable of dealing with the stresses caused by combat experience. "I was using alcohol and then on top of it abusing the medications that were given to me to kind of numb myself to the experiences, because I didn't know how to process them or move through them or move on from them on my own," said Voss. "I had a lot of suicidal ideations, so that's getting to the point of like, how am I going to take my own life?"Voss decided he needed to make a drastic change. He and a fellow veteran walked 2,700 miles across the country, from Wisconsin to California. It was on that trek where he began to heal and learned about holistic approaches to deal with trauma, like meditation and yoga. Voss now travels the world, teaching veterans and their families these techniques. "It's really up to us as veterans to educate the community about the experiences of what it's really like in combat and how it impacts veterans coming home, how it impacts communities, coming home. And most importantly, how it impacts families," said Voss. Voss chronicled his trek across the country in a memoir Where War Ends.It's available through Amazon, Barnes and Noble, and most places where books are sold. 1917
