SAN DIEGO (KGTV) - Local high school students who are trying to take the ACT college admissions exam say that their test dates keep getting canceled because of the pandemic. ABC10 News discovered that some frustrated students are planning to drive or fly to other cities to take the exam in time for college applications.“It's just been a very unsure time,” said Betsy Mains on Wednesday. Her daughter, Chelsea, is already feeling the stress of starting her senior year at University City High School through a remote learning program. Mains said that’s now compounded by fears associated with getting her ACT test done in time to apply for college. “These tests are required for a lot of the applications and a lot of the scholarships,” she added.“The communication's just been very poor. They've had to cancel tests. They didn't tell folks they were canceled. Their website crashed,” Michael Coleman told ABC10 News on Wednesday. His daughter, Sam, is about to be a senior at Canyon Crest Academy.She’s facing a similar challenge. Both students' families say their ACT tests have been canceled and rescheduled multiple times because of a lack of testing sites.“The first thing that I could find that was remotely possible for her was in December here in San Diego. That’s problematic because the college application process starts before then,” said Coleman. He told ABC10 News that parents have been looking for test sites in other cities.“I started putting in different zip codes to see if I could find something somewhere else. I eventually did get one in San Bernardino,” said Mains. “I found something in the Magic Mountain area a little sooner than December,” added Coleman.On Wednesday, the ACT sent ABC10 News the following information:Summer testing:In general, COVID-19 severely impacted testing centers’ capacity for spring and summer test dates. We rescheduled our planned April test date to June, and due to the demand and adherence to local and public health guidelines and social distancing requirements, the June and July test dates operated at limited capacity (i.e. limited seats for test-takers). Our teams performed a massive manual outreach campaign to thousands of test site administrators to better understand which sites were open and prepared to administer the test in a COVID-19 environment in line with local public health guidelines, knowing that conditions could change quickly in certain locations where the virus was surging.Our top priority is to provide testing opportunities for all who wish to pursue a path to college and career. We were able to provide makeup tests in certain locations for those impacted by last-minute cancellations and have added additional test dates [leadershipblog.act.org] to our regular national testing schedule this fall. COVID-19 has created many challenges for large-scale testing.We’re working to accommodate the demand and serve our customers, while acknowledging that seat and site capacity is subject to change, due to the changing nature of COVID-19. We’re in the process of adding additional seats to MyACT and encourage students to check back this week as seats in sites across the nation are added.MyACTWe know students are in need of scores and we are working hard to accommodate the extreme demand for seats in this unknown environment. We experienced some site degradation on Monday, July 27 due to high user volume and took MyACT down to improve system performance. We reopened the site this Monday, August 3 after automatically registering many class of 2020 and 2021 seniors impacted by summer test cancellations for our September national test dates.What we're doing for seniors + adding capacity:The majority of registered test-takers for June and July test dates were class of 2021 seniors. To help those rising seniors—impacted by summer test date cancellations and closures—meet their scholarship and application deadlines, we’re working to provide an accelerated fall registration experience. To the best of our ability, class of 2020 and 2021 seniors impacted by April, June and July cancellations have been placed in seats at sites that are currently open. Some of these students could not be automatically registered for fall test dates but we are doing everything we can to secure additional space for students who will need more options.In addition to the changes we’ve already made to add more capacity (opening up our Sunday testing to all students and adding new test dates [leadershipblog.act.org] in September and October), here are a few more examples of what we’re working on:? Pop-up sites in areas most affected by cancellations.? Partnering with commercial testing companies to share their already-existing space within communities.? Working with state Boards of Regents, colleges, and universities to help them administer “On-Campus Testing” for their students.? Working with school districts to help them become an ACT test site for their students (these are called unlisted test centers and are not available on MyACT. 5032

SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen. The new Census Bureau migration data reveal a post-recession shift in the migration of young adults and seniors. From 2007 to 2012, San Diego lost more than 7,400 people between the ages of 25 to 34 annually. From 2012 to 2017, the number dropped slightly to a little more than 7,000. So why are we still springing forward and falling back an hour?Specifically, Proposition 7 was passed to allow the state legislature to vote to adopt Daylight Saving Time year-round with congressional approval. There lies the answer: congressional approval.Though California has yet to hold a vote, the change to year-round Daylight Saving Time would require Congress' backing. Florida voted for the shift in 2018, but are still waiting on Congress.RELATED: Trump: Making daylight saving time permanent is 'OK with me'California Assembly Bill 7, introduced in December 2018 by Assemblyman Kansen Chu, is currently being held until the second half of the 2020 legislative session, according to the Sacramento Bee. The bill, as written, would set California's standard time to year-round Daylight Saving Time — after the government authorizes the state to do so.If that approval were to come, California would apply year-round Daylight Saving Time beginning the second Sunday of March at 2 a.m.Chu said Friday he plans to introduce a resolution in Congress to authorize the change come in January.RELATED: Daylight Saving Time is here: Remember to set your clocks forward this weekend“I am committed to ending the harmful practice of switching our clocks twice a year and delivering on the voter’s decision at the ballot box in support of Proposition 7,” said Chu. “I share voters’ frustration that we will be shifting back to standard time on Sunday. Unfortunately, California and other states cannot move forward with permanent daylight saving time without authorization from the federal government."In January, I will introduce an Assembly Joint Resolution urging Congress to authorize states to practice permanent daylight saving time and continue my work to pass Assembly Bill 7 so California is ready for when Congress decides to take action."California is one of 14 states this year to introduce legislation for permanent Daylight Saving Time. There are also four bills waiting in Congress that could allow California and other states to make the time shift: H.R. 1556, S. 670, H.R. 1601, and H.R. 2389. Congress has until December 2020 to act on those bills.For now, Daylight Saving Time will end at 2 a.m. on Sunday, Nov. 3. 2361

  

SAN DIEGO (KGTV) — Lime is rolling its dockless scooters and bikes out of San Diego, a month after a hearing officer ruled the company could keep its operating permit.Lime announced Thursday they would not be renewing their permit to operate in San Diego but would monitor the opportunity to return in the future.“As part of our path to profitability, Lime has made the difficult decision to exit San Diego and focus our resources on markets that allow us to meet our ambitious goals for 2020," a statement from Lime said. "We’re grateful to our team members, riders, Juicers and communities who supported us throughout this journey. We appreciate the partnership we’ve enjoyed with San Diego and remain hopeful we can reintroduce Lime back into the community when the time is right."RELATED: City Council committee OKs changes to dockless scooter, bike lawThe company said it tried to work with city leaders on compliance and safety concerns, but was instead forced to defend its permit — which it did successfully. Lime added that the city's most recent regulations have led to a decrease in ridership and that the city has not been transparent when it comes to towing by city-contracted and private towing companies.In December, city council leaders voted to ban electric scooters from the city's boardwalks at Mission Beach, Pacific Beach, Mission Bay Park Bayside Walk, and La Jolla Shores. A month before, city leaders passed new regulations for e-scooters and bicycles, including a speed limit drop from 15 to 8 miles per hour on boardwalks, a ban on parking scooters in certain areas, and permitting fees.RELATED: San Diego scooter ridership drops off dramaticallyLime said it is also ending operations in Atlanta, Phoenix, and San Antonio as part of its "path to profitability."In September 2019, Uber also made the call to pull its dockless scooters and bikes out of San Diego. The company said at that time that, “we agree with local elected officials in San Diego who’ve said current micromobility regulations foster an unsustainable operating environment."Data released in October 2019 showed 222,076 people rode the dockless vehicles in the two week period ending Oct. 15, down from 441,830 rides from July 15 to July 30. 2243
