TERRE HAUTE, Ind. — An upcoming rule change at the U.S. Department of Justice means federal inmate executions, which are currently carried out by lethal injection could happen by other means, such as a firing squad or electrocution.Currently, all federal executions are done via lethal injection unless a court specifically orders otherwise. The rule change gives the federal government greater flexibility to execute people by other means.The change states that federal executions are to be carried out by lethal injection “or by any other manner prescribed by the law of the State in which the sentence was imposed or which has been designated by a court.”According to the Death Penalty Information Center, all states that allow the death penalty authorize a lethal injection method. Nine states allow electrocution, seven allow lethal gas and three allow a firing squad. Most states that allow methods other than lethal injection do so only under the provision that the injection is found to be unconstitutional, unavailable or impractical.The DOJ rule change goes into effect on Dec. 24, before three more federal inmates are scheduled to be executed. Inmates are scheduled to be executed on Jan. 12, Jan. 14 and Jan. 15.If executions by other means will happen, it’s unlikely they will happen at the Federal Bureau of Prisons in Terre Haute, where federal executions typically take place. The DOJ notice states that the Terre Haute complex is equipped for carrying out executions only by lethal injection. (AP) — NASCAR says a noose was found in the garage stall of Bubba Wallace on Sunday at the NASCAR race in Talladega, Alabama.Wallace is the only full-time Black driver in NASCAR's elite Cup Series. TAMPA, Fla. — A Tampa Catholic school experienced heightened police presence and low attendance Tuesday after a former contracted employee threatened violence on campus. "When I first walked into school there was like eight people and then like they kept saying there was like police and a lockdown drill will happen," said Sofia Diaco, a fourth-grade student at Academy of the Holy Names. Tampa Police advised school officials at Academy of the Holy Names to operate on a modified lockdown Tuesday as they searched for the person who threatened to "shoot up the school.""There's no question that when you hear about such a specific and violent threat, you worry about your children's safety and you entrust that safety to the school," said parent Dan Diaco. Ainya Smalls, 23, was arrested for making the threat in front of students and staff as a supervisor escorted her off campus after being terminated on Monday. Smalls worked for a cleaning company hired by the school. "A lot of people were scared, some post-traumatic issues from some of the children, and some of the parents to be honest," Diaco said. Scripps station WFTS in Tampa has learned, Smalls already had a warrant out for her arrest for criminal mischief while she worked at the historic Catholic school. Officials say Smalls passed a Level 2 background check provided by the cleaning company. But after this incident, they will now conduct their own screenings for all contracted employees and plan on re-screening every member of the cleaning staff. "I think the Academy's new policy of taking control of the background checks is a wonderful remedy to help prevent something like this from happening again," Diaco said. Talking with teens about drugs and alcohol may not be the easiest thing. But research shows kids whose parents do, are 50 percent less likely to abuse those substances. One family is going beyond the talk, and developing a plan we can all learn from.Snack time at the Wardell house is more than a time to eat. It's also a chance for Karla Wardell to check in with her kids. And while these topics may be light ones, conversations on heavier topics don't look much different.  Wardell says she started talking with her teenage children, Brandon and Elissa, about drugs and alcohol when they were young. She says she's honest with them about the reality of drugs and alcohol, and pushes them to think about how they might react if around them. And if there's a situation her kids can't get themselves out of, the Wardell's have developed a plan for that.  "We have a little code word they can text or a call," Karla Wardell says. "And if they text and they write something like what time do you want me home but if home is all capitalized that is their SOS to me like I want to come home."  Elissa Wardell has had to send her mom a text like that, and even uses a way to delete it to be even more discreet.  "Your friends won't be able to see that you have said I want to go home," Elissa Wardell says. "They will just think that your parents are being mean and you can go home."  Steve Martinez works with Speak Now, a campaign that encourages parents to have conversations with young ones about the dangers of substance use.  "If a parent feels that it is wrong for example to binge drink or use substances, that teens are three times less likely to use," Martinez says.  Martinez says conversations can happen anywhere, and can start when a child is as young as nine. He says approach matters, and scare tactics don't work.  What does work? Building trust. One conversation at a time."The bond that parents have with their kids is it's really special," Karla Wardell says. "And we need to recognize that and our kids will listen to us if we have the courage to talk with them." 2126

  

STORY - One of the two girls who was molested by a La Jolla realtor faced the child predator at his sentencing Friday. Donald Hickey received a 25-years-to-life term as part of his plea deal in five felonies. In July, Hickey admitted to lewd and lascivious acts with a child and possession of child pornography. Prosecutors said the molestations occurred between 2009 and 2012. Hickey was caught thanks to a cyber tip submitted to the National Center for Missing and Exploited Children. Hickey apologized to his victims in court in August, saying “I’m sorry for everything that's happened. I take responsibility for it and I hope they do heal from it.'' ``No teenager should be in a situation where they sit down and think about what they're going to say to a pedophile,'' one of the girls said after Hickey pleaded guilty. ``No parent should have to decide whether or not to tell their child that they have been assaulted.
