BEIJING, Oct. 28 (Xinhua) -- China's top legislature on Thursday ended its bimonthly session, adopting a series of bills including the long-awaited social insurance law that had been reviewed by lawmakers four times in almost three years.The law that aims to prevent the improper use of social security funds was first submitted to the legislature in December, 2007, following a scandal in Shanghai involving 3.7 billion yuan (502.3 million U.S. dollars) of social security funds.The law is to take effect on July 1, 2011.In a proposal made by the Communist Party of China (CPC) Central Committee on formulating the country's 12th Five-Year Program (2011-2015) on National Economic and Social Development issued Wednesday, the social security system is set to be improved.The National People's Congress (NPC) Standing Committee also voted to adopt the law on law application to civil relationships involving foreign interests, and the revised Organic Law of Villagers' Committees, regarding rural people having greater powers to remove villagers' committee members and to convene meetings to decide village affairs.Also adopted at the close of this legislative session were the amendments to the Law on Deputies to the NPC and Local People's Congresses at Various Levels, which further specify the rights and duties of lawmakers.Lawmakers also adopted a decision to appoint Vice President Xi Jinping as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.Born in 1953, Xi was appointed by the CPC Central Committee on Oct. 18 as vice-chairman of the CMC of the party.Xi has served in a number of positions related to the armed forces and military reserve affairs during his previous tenures at national and local levels.The top legislature also expelled Li Qihong, former deputy secretary of Zhongshan Municipal Committee of the Communist Party of China in southern Guangdong Province and former mayor of Zhongshan City, from the top legislature on suspicion of "seriously violating disciplines" concerning economic activities.
UNITED NATIONS, Sept. 21 (Xinhua) -- Chinese Premier Wen Jiabao arrived in New York Tuesday afternoon to attend a series of meetings of the United Nations.It is Wen's second participation in UN meetings at the UN headquarters since 2008. Chinese President Hu Jintao also attended UN conferences last year.During Wen's three-day stay here, he is expected to attend and address a UN high-level meeting on the Millennium Development Goals (MDGs), the general debate of the 65th session of the UN General Assembly, a summit of the UN Security Council member states and a high-level discussion panel on AIDS and the MDGs.He will also meet with world leaders, UN Secretary-General Ban Ki-moon, Sino-U.S. friendship groups, overseas Chinese and foreign media in New York.About 140 heads of state and government will attend the three-day MDGs high-level meeting at the UN headquarters, where they will make new commitments to achieving the MDGs before the 2015 deadline.The MDGs, forged at a UN summit in 2000, includes eight ambitious goals, such as reducing extreme poverty in the world by half, cutting infant and maternal mortality, achieving universal primary education and halting the spread of HIV/AIDS and other diseases which kill millions each year.In a joint interview with the UN-based Chinese media last week, UN chief Ban voiced his confidence in China to meet those goals on time and urged other world leaders to keep their promises on the MDGs.

BEIJING, Sept. 1 (Xinhua) -- Chinese government Wednesday announced guidelines designed to boost the development of home services industry across the country, vowing financial support and tax cuts."The home services industry plays an important role in creating jobs. It also improves people's living standards and expands domestic demand, helping adjust China's economic structure," said a statement issued after an executive meeting of the State Council, China's Cabinet, presided over by Chinese Premier Wen Jiabao.The government will prioritize development of housekeeping services, community services, senior citizen care, and home care for the sick to meet the basic needs of families, the statement said.Delivery of household necessities and home education may also be developed in line with local conditions to meet the special needs of households, the statement added.The government encourages business people to invest in the home services industry to nurture a domestic home services market, it said.The statement also said public employment service providers must improve their services and offer free career counseling for home service providers.The government also promised to intensify supervision of home service companies to safeguard consumer rights.It also promised to take measures to safeguard service providers' rights to reasonable salaries.
LISBON, Nov. 7 (Xinhua) -- Chinese President Hu Jintao concluded his state visit to Portugal on Sunday and has left the Portuguese capital of Lisbon for home.The president arrived in Lisbon on Saturday after a three-day state visit to France that began on Thursday.In Lisbon, Hu had talks with Portuguese President Anibal Cavaco Silva and met other Portuguese leaders, exchanging views on how to deepen bilateral pragmatic cooperation. Both sides also discussed major world and regional issues of common concern.Hu and Silva agreed to work together to deepen the comprehensive strategic partnership between the two countries. ATHENS, Oct. 2 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Saturday, kicking off his three-day official visit to Greece.The Greece visit, the first stop of Wen's four-nation Europe tour, is the first by a Chinese premier in 24 years.During his stay, Premier Wen is due to meet Greek President Karolos Papoulias and Parliament Speaker Philippos Petsalnikos and hold talks with Greek Prime Minister George Papandreou before witnessing the signing of a series of deals. Wen will also deliver a speech in the Greek parliament on China-Greece and China-EU relations."Coping with the financial crisis will be an important topic for talks between Wen and Greek leaders. We have a positive attitude about the measures taken by the European Union and the International Monetary Fund," Chinese Vice Foreign Minister Fu Ying said earlier on Wen's Greece visit. Greece's sovereign debt crisis triggered fears of a domino effect across the eurozone earlier this year."We have noticed that the Greek government has adopted measures which have been effective. We hope Greece will recover soon from the difficulties," Fu said.Chinese Ambassador to Greece Luo Linquan said: "Once again, the premier will send a clear signal to the world that China will give a vote of confidence in the economic prospects of Greece and that China is taking practical action to assist Greece and the European Union in overcoming the crisis."The four-nation visit, lasting till Oct. 9, will also take Wen to Belgium, Italy and Turkey. Wen will also attend the 8th Asia-Europe Meeting (ASEM) and the 13th China-European Union (EU) summit in Brussels from Oct. 4 to 6.
