JINAN, Dec. 21 (Xinhua) -- A rural endowment insurance scheme, which is being operated on trial basis in part of the country's rural area, may bring an end to the tradition of rural seniors who depend on their children for financial support.Under the insurance scheme introduced in September last year, farmers across the country, who aged 60 years or older, each can receive a pension of 55 yuan (8.3 U.S. dollars) paid by the government per month."I never dreamed I would receive a pension like urban residents do," said Liu Fengyan from Nanlin Village, Pingyi County, in east China's Shandong Province."My wife and I receive 110 yuan in total each month and that is enough to subsidize our daily expenses," Liu told reporters.Liu, together with hundreds of thousands of other elderly rural Chinese across China, is one of the first to benefit from the insurance scheme.The Chinese government has vowed to expand the scheme 10 percent per year and cover the whole country by the year 2020.Those under the age of 60 will have to pay 100 to 800 yuan per year into a fund so they can draw the pension once they hit 60 years of age."Farmers are enthusiastic about the program, and nearly 90 percent of farmers in the pilot areas in Shandong have joined the scheme," said Liu Qianjin, deputy director of the Rural Social Insurance Department of the Shandong Provincial Human Resources and Social Security Bureau.Previous pension programs that were not widely accepted because their funding came from the farmers themselves. The new pension is different - it is government funded.The value of the pension differs across China, depending on the financial status of the relevant local government."My husband's mother can get 260 yuan pension each month. She was never covered by social insurance before," said Wang Huailan, 58, from Nancai Village, Shunyi District, Beijing.Wang herself is able to receive 347 yuan per month from the urban-rural residents' pension insurance program.In China's most impoverished province, Guizhou, 27 counties, or 30 percent of all counties, are covered by the pension scheme which benefits more than 1.91 million low-income farmers.By the end of 2010, the rural pension scheme will reach 23 percent of all Chinese counties, Minister of Human Resources and Social Security Yin Weimin said in a recent statement.China's elderly population is growing quickly, posing a new challenge for the government.The number of elderly people aged 60 years or over in China in 2009 grew by 7.25 million to more than 167 million, a report by the Office of the China National Committee on Ageing said.China has a population of 1.3 billion, with 56 percent of its citizens living in rural areas not covered by social security programs.The rural pension scheme -- endorsed by the State Council, China's cabinet -- will ensure the basic living standards of elderly Chinese in rural areas and help narrow the standard-of-living gap between urban and rural areas.Although it is a small sum of money, it is the start of a new era in China, Premier Wen Jiabao said in an interview with Xinhua at the end of 2009.

BEIJING, Dec.19 (Xinhua) -- China's land regulators urged local land authorities late Sunday to take concrete measures against excessive growth in the country's land prices in some Chinese cities and crack down on illegal behavior, such as land hoarding, to ensure the implementation of the government's cooling measures on the property market.The Ministry of Land and Resources(MOLAR) said in a statement on its web site that the recently seen high prices in land sales in some Chinese cities had raised social concerns, which local land authorities should pay considerable attention to, and take actions to curb the rapid growth in land prices.According to the MOLAR, cities and counties that had not provided more than 70 percent of the total land supply this year to shantytown renovation, the construction of affordable homes and medium-priced commercial housing, should not provide land for high-end housing for the rest of this year.Further, for land sales with over 50 percent premium rate or record high prices, local governments should report to provincial land authorities and the MOLAR within two working days after the deal is closed.The procedures of supplying land should also be strictly conducted, and there should never be any change in the use of land that is for the construction of affordable housing, said the statement.

BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. BEIJING, Nov. 23 (Xinhua) -- China aims to better protect lawyers' rights and facilitate their work through enhanced financial and policy support, according to the Ministry of Justice.The ministry also intends to intensify supervision on the work of lawyers and law firms against unsound practices, it said on Tuesday.Efforts will be made to better protect lawyers' rights to meet with their clients in police custody and facilitate their rights to review documents, conduct necessary investigations and collect evidence, the ministry said in a written interview with Xinhua Tuesday.The ministry, which has recently issued a circular on its proposal to further improve the work concerning lawyers, called for a system to guarantee funding for lawyers' work."Lawyers should be subsidized if working as legal advisors to the government or providing legal services for the public interest," the ministry said.Also, government agencies are urged to continue their financial support for those government-funded law offices in underdeveloped regions of the country and offer more funding for lawyers' training.The ministry called on courts and prosecution agencies to recruit more judges and prosecutors from outstanding lawyers and encouraged government bodies to select more qualified lawyers to work as civil servants.Meanwhile, China will improve the evaluation of lawful practices undertaken by the country's lawyers and increase supervision over the work of law offices and lawyers, according to the ministry."Judicial administration departments should conduct annual checks of law firms' work while bar associations should check lawyers' lawful practices every year," it said.It called for intensified checks for unsound practices of law firms or lawyers, including those of undermining justice in law enforcement, public order, or legal rights and interests of the masses."Lawyers who ignore or violate laws and regulations governing lawyers' practices should be dealt with seriously, including expulsion from the legal profession," the ministry said.Conditions and procedures which applicants should meet and pass before becoming certified lawyers must be strictly followed, the ministry said.According to the ministry, the number of certified lawyers and law firms in China exceeded 166,000 and 15,000, respectively, at the end of 2009.
