SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday signed an executive order that will allow certain businesses and places of worship to operate outdoors.In light of California’s restrictions on indoor operations and activities, the executive order will permit businesses such as gyms, churches, barbershops and hair/nail salons to “expand their operations into private parking lots,” City of San Diego officials said.The order takes effect immediately, although Faulconer said the state will have to amend its regulations for salons and barbershops to operate outside.Faulconer said, “Right now, we need to give our small businesses every tool possible to get through this difficult time or they might shut down for good. By allowing more and more businesses to operate outdoors, we are delivering solutions to help San Diego’s small businesses get to the other side of this pandemic while putting thousands of San Diegans back to work safely and responsibly with proper physical distancing.”The San Diego City Council will vote on the newest executive order into a city ordinance at a later date.On July 13, Gov. According to San Diego Gas and Electric, nearly 24,000 people, mainly in East County, are at risk of having their power shut off. Residents in Alpine say they’re gearing up for possible outages. Employees at the Alpine Beer Company told 10News when the power goes down, their protocol is to close the bar, but keep their stock nice and cool. The company posted on its website Saturday that the centers will offer water, snacks, phone charging, ice, water trucks for livestock and up-to-date outage information. As of 1 p.m. Saturday, less than 1,000 remained without power in San Diego County. SAN DIEGO (KGTV) – San Diego Police are investigating after a woman who was shot in Barrio Logan Friday night died.Police were called to the 2400 block of Harbor Drive around 9 p.m. after receiving reports of a woman, later identified as 36-year-old Stephanie Kinman, who was shot in the area.When they arrived, officers found Kinman on the sidewalk near a vehicle.The Kinman was taken to the hospital where she later died.Throughout their investigation, detectives learned that the woman was shot near a pizza restaurant on the 1000 block of Dewey Street before being driven to Harbor drive by a “male companion.”The man told investigators that the victim got into a fight with a man and a woman. After the fight ended, Kinman was shot while getting into her car, police say.The shooter hasn’t yet been captured.
