BRASILIA, April 16 (Xinhua) -- Chinese President Hu Jintao explained to several foreign leaders why he had to cut short his visit after a deadly earthquake in northwestern China's Qinghai province."At this difficult time, I need to return to my country urgently, to be together with the people of China, pitching in with the earthquake rescue efforts," Hu said to the leaders.A 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu on Wednesday, killing at least 1,144 people and leaving 294 missing and 11,486 injured. About 100,000 people have been relocated. When the tragedy was reported to Hu, he had just attended the Nuclear Security Summit in Washington. Hu held an urgent meeting to analyze the sudden quake.Hu urged all-out efforts to save lives and provide assistance to people in the disaster zone. He also asked authorities to step up precautions to ward off potential risks of aftershocks and called for efforts to safeguard social stability in the quake-hit region.Hu ordered the urgent mobilization of planes to transfer quake relief workers to the disaster areas, and dispatched soldiers there for aid.He proposed the reduction of the Brasilia-held summit of BRIC, which groups Brazil, Russia, India and China, shortened his visit to Brazil, and postponed a trip to Venezuela and Chile. The leaders of Brazil, Russia and India all expressed understanding of and support for China's proposal and agreed to compress the original two-day summit into a one-day event.

BEIJING, May 21 (Xinhua) -- The U.S. commerce chief Friday said the United States would complete its review of the exports control system this summer, without specifying the possibly relaxed controls against exports to China."With respect to our export control reform, we want to have that done by this summer," U.S. Commerce Secretary Gary Locke told reporters during his trade mission to China Friday.Locke is leading a delegation of business executives from American clean energy companies looking to China's fast growing green energy market, the size of which the United States has predicted will be 100 billion U.S. dollars by 2020."We have restrictions on items already readily available from companies around the rest of the world and our restrictions make no sense," Locke said. The United States' 1979 Export Administration Act limits the export sales of some commercial high-technology goods to China. The exports control system, operated by the U.S. Defense Department and the Commerce Department, is widely seen as a major cause for the trade imbalance between China and the United States.U.S. products accounted for 7.5 percent of China's high technology imports last year, down from 18.3 percent in 2001 partly due to the U.S. exports control system, according to China's Commerce Ministry."If the share in 2001 is used as a benchmark, U.S. companies lost at least 33 billion U.S. dollars worth of export opportunities in 2009," Commerce Minister Chen Deming said in March. In a meeting with Locke Thursday, Chinese Deputy Commerce Minister Ma Xiuhong said China-U.S. cooperation would be impaired unless the United States takes substantive measures to ease its restrictions on exports to China.Locke didn't specify which exports are likely to be available to China, citing U.S. national security as the major factor to be considered when reviewing the export control system.Locke stressed restrictions will be eased on some commonly available high-tech goods and strengthened on sensitive technologies with military uses."We need to intensify and increase our protection on some very super-sensitive technologies to make sure that they don't get in the hands of those who want to do America ... harm, especially terrorist organizations," he said."Some of it can be implemented almost immediately while some can be done in a matter of months once there is agreement within the administration on the review," Locke said in response to Xinhua's question on when the new export control system will be in operation.

BEIJING, April 11 (Xinhua) -- China's banking regulator said on Sunday that banks should not extend loans to home buyers who intend to use the money for speculative purposes.Lenders should increase their awareness about financial risks and raise the down payment ratio "by a large margin", said the China Banking Regulatory Commission (CBRC) in a statement.Down payment ratio of a second or more houses should be no less than 40 percent and the interest rates should be strictly in line with risks, according to the statement. The action is the latest in a campaign by the central government to dampen China's overheated property market.

BEIJING, May 7 (Xinhua) -- The Chinese government has allocated another 200 million yuan (29.3 million U.S. dollars) to quake relief in the northwest Qinghai Province on top of 500 million yuan already earmarked, the Ministry of Finance said Friday. The funds will support relief efforts, including resettlement, subsidy on daily necessities, medical care, epidemic prevention, re-opening of schools, and infrastructure repairs, according to the ministry's website. The ministry ordered timely allotment and tightened management of the relief funds to help the quake-affected residents to restore production and life as early as possible. The 7.1-magnitude earthquake that hit Qinghai's Yushu prefecture on April 14 had left at least 2,200 people dead, with more than 100,000 homeless.

UNITED NATIONS, May 31 (Xinhua) -- China on Monday called on the UN Security Council to quickly respond to and take actions on Israel's deadly attack against a humanitarian flotilla bound for Gaza."China is shocked by Israel's attack on a multinational convoy carrying international aid to Gaza which resulted in heavy casualties," said Yang Tao, a counsellor of the Chinese permanent mission to the United Nations, at the 15-nation council's emergency meeting."We condemn Israel's actions targeting humanitarian workers and civilians," he said. "We support a quick response by the Security Council and take necessary actions."Yang also expressed serious concern about the "grim" humanitarian situation in the occupied Palestinian territory, especially the Gaza Strip."We urge Israel immediately and fully implement Security Council resolution 1860, fully open border crossings, lift blockade on the Gaza Strip so as to allow unimpeded flow of humanitarian aid to the Gaza Strip and allow local people to achieve early recovery and restore a normal life," he added. The council was currently meeting behind closed doors to discuss the text of a draft presidential statement submitted by Turkey.
