SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) - A large crowd held a rally against a reopening rollback and another indoor closure Tuesday.The rally took place outside the steps of the County Administration building around 4 pm.The County has been on the cusp of moving into the most restrictive tier in the Governor's safe reopening plan. If that happens, many businesses would be required to close their indoor operations.Many at the rally pushed for local control. They say local leaders should be able to call the shots to reopen their communities safely.County Board Vice-Chair Jim Desmond spoke at the rally.The Board held a special meeting and closed session Monday evening.Board Chairman Greg Cox released the following statement after the meeting:"Tonight, our Board of Supervisors met in a special closed session and discussed our legal options regarding the State's reopening criteria and the effect on local businesses and schools. The Board did not vote on any actions. We will continue to work with the State to make sure the metrics accurately reflect the underlying dynamics of the pandemic in San Diego County. The Board will meet again tomorrow at 3:00 pm to provide an update to the public." 1189

SAN DIEGO (KGTV) — A new mother got a big surprise when she walked into her garage in Linda Vista: A ripped fence and a missing, pricey bike.Kristen Farias had just put her 3-month-old daughter in the car early Thursday evening when she noticed her garage door was open. She and her husband have lived at the City Scene condo complex for eight years."Felt violated. Something just didn't seem right," said Farias.That something was a hole in a fence that separates her garage from her neighbor's. All of her belongings were untouched, except for something expensive: a Cannondale R500 triathlon bike - loaded with accessories - valued at some ,000."You just feel icky. Someone knows how to get into your belongings and take your stuff," said Farias.In this case the 'how' included the neighbor's garage door accidentally left open. The thief got into that garage and cut open up the shared fence. Detectives told Farias of a rash of other incidents. "Four times in the same area in the past month," said Farias.In each of the cases, the burglar somehow broke into one garage, then went to work on the fence."Just means people are lurking in the neighborhood, following you and seeing when there is an opportunity. That's scary," said Farias.Farias says the thief knew exactly what he wanted, leaving behind less expensive items. Her big fear is what could happen when the thief strikes the next time. She can't help but think she and her baby could have walked in on the burglar."Makes me sick to my stomach. SAN DIEGO (KGTV) -- A La Jolla hardware store is being forced to remove their popcorn machine they say was used to give the buttery treat to customers for free over the last 25 years.According to a food inspection report, the Meanley and Son Hardware on the 7700 block of Girard was investigated for serving popcorn without a permit."Everybody has had fun with this until now, but we have to obey the law," said co-owner Bob Meanley.One of the store's owners says the inspection happened after someone complained.A customer reportedly saw another person reach into the popcorn machine barehanded."I’m sorry we can’t continue with the popcorn, but we’ll do it with everything else," added Meanley.In the report, the inspector said the small Gold Medal brand popcorn maker was seen in use and with “popped popcorn prepared.”The report forces the hardware store to stop making popcorn and to remove the popcorn machine from the building.If the shop wants to give away popcorn, according to the health department, they’ll have to go through the permitting process. A process which will also legally require that the store install three compartment sinks. The store says staff regularly cleaned the machine and refilled it with popcorn throughout the day for customers to enjoy.The hardware shop has an extensive history in La Jolla. The store was opened in 1948 when the niece of Ellen B. Scripps along with her husband and son established the business. 1507

SAN DIEGO (KGTV) — A San Diego family just got bigger thanks to results from a recently taken DNA test.Sita Brooke and her brother, Odie, met their sister Eva Knight for the first time Friday. Brooke's father, Jim, was also on hand to meet his daughter.Brooke told 10News she purchased a DNA kit from Ancestry.com for her parents last Christmas to learn more about her family's origins. Knight, from Arizona, had also taken a DNA test recently.A parental match popped up for both of them.Brooke's dad served for 33 years in the U.S. Navy and was stationed in Trinidad at one point, where he met Knight's mother. And the sister's have even more in common. Knight is also originally from San Diego before moving to Arizona.The family members are now enjoying their newly discovered connections. 800
