SAN DIEGO (CNS) - A woman was killed in a chain-reaction crash triggered by a loose dog in lanes of state Route 94 near downtown San Diego today.Three cars were involved in the crash, which was first reported just after 10:30 a.m. on westbound Route 94 near 25th Street.A Ford F-150 owned by the San Diego Humane Society was parked in the median of the freeway with the driver and a passenger still inside, preparing to capture a dog when the animal ran into lanes of traffic, a California Highway Patrol dispatcher told City News Service.Multiple cars stopped and swerved, including a Toyota Camry with three occupants that braked and came to a stop in the No. 1 lane, the dispatcher said.A Dodge truck, also in the No. 1 lane, swerved into the median to avoid the Camry, and was struck in the right rear corner by a GMC Yukon towing a trailer that was unable to stop in time.The force of the impact pushed the Dodge into the Camry, which in turn pushed the Camry into the Humane Society pickup, according to the dispatcher.In the aftermath of the accident, it wasn't immediately clear how many cars were involved, but responding fire crews realized the Camry, which at some point had moved to the right shoulder of the freeway, was also part of the crash and launched a rescue operation for that car's occupants, according to a CHP incident log.A 53-year-old woman in the back seat of the Camry sustained a major head injury and was taken to Scripps Mercy Hospital, where she succumbed to her injuries, the dispatcher said.The woman's identity wasn't immediately released.Three other people, including two from the Camry and one from the GMC, 1652

SAN DIEGO (CNS) - Former San Diego City Councilman and Reform California Chairman Carl DeMaio announced his intent Monday to enter the race for the only Republican-held congressional seat in San Diego County. In a statement announcing his candidacy for the 50th Congressional District seat, DeMaio framed the decision to run as one of ``fight or flight.'' He also lambasted the state's Democratic dominance, arguing the state has shifted to the left in an untenable way. ``Too many Californians are fleeing our state because of the extreme socialist agenda being imposed on us by Democrat politicians, but I refuse to flee: I choose to stand and fight,'' DeMaio said. ``In California, voters have mostly only been given two choices: socialists or ineffective cowards.'' The 50th District seat is currently represented by Rep. Duncan Hunter, R-Alpine, who was indicted last August, along with his wife, on five dozen criminal charges, including conspiracy, wire fraud and record falsification, for allegedly misusing campaign funds. Margaret Hunter has since pleaded guilty to conspiracy and is cooperating with prosecutors. Her husband maintains his innocence. Hunter won a sixth term last November, defeating Democratic candidate Ammar Campa-Najjar with 51.7% of the vote. The path to a seventh term appears more fraught for Hunter, whose trial is slated to begin Sept. 10 in federal court. With rumors of a possible resignation swirling, a cluster of Republican politicians have announced plans to run for the seat in the event Hunter foregoes a run or cannot legally run in 2020. El Cajon Mayor Bill Wells, Temecula Mayor Matt Rahn, former Escondido Mayor Sam Abed and former U.S. Navy SEAL Larry Wilske have all joined the race as Republicans. Former Rep. Darrell Issa, who declined a re-election run in the 49th District in 2018, could also join the race. Campa-Najjar, meanwhile, essentially never stopped campaigning after losing last year and is likely to have a war chest prepared for another attempt to flip the seat. ``More than half a dozen Republicans are now eyeing a challenge against me for CA-50,'' the Campa-Najjar campaign said in a statement last Friday. ``This is an internal battle that party elites will have to figure out amongst themselves.'' In previous challenges for major office, DeMaio lost to Rep. Scott Peters, D-San Diego, in 2014 and to Bob Filner in the 2012 race for San Diego mayor. SAN DIEGO (CNS) - County Supervisor Nathan Fletcher and Mayor Kevin L. Faulconer, along with other regional leaders, Monday urged the Board of Supervisors to approve as part of its budget .4 million to fund behavioral health at new permanent supportive housing projects.The group -- which also included San Diego City Councilman Chris Ward, chair of the Regional Task Force on the Homeless (RTFH), and San Diego Housing Commission (SDHC) Executive Vice President Jeff Davis -- unveiled a strategy to provide intensive behavioral health and care coordination services on-site to support up to 400 new units at upcoming hotel housing projects.The board is scheduled to meet Tuesday to have a final discussion and vote on its .4 billion fiscal year 2020-21 budget.Starting in April, the city and county of San Diego teamed up with the RTFH and the housing commission to provide shelter and services to nearly 1,200 people experiencing homelessness with Operation Shelter to Home at the San Diego Convention Center. The county's Health and Human Services Agency has provided on-site behavioral health and care coordination services at the operation, expanding on the services provided at the city's bridge shelters.Now, the organizations are working to replicate and build on the same coordinated care model outside the shelter setting.According to the group, these types of services are critical to stabilizing individuals so that they can stay in permanent housing. In a survey conducted by the SDHC of clients at Operation Shelter to Home, nearly 70% of clients required permanent supportive housing level of services or higher for success."The county can tackle the debilitating cycle of homelessness by making behavioral health and care coordination services more readily available," Fletcher said. "Redirecting .4 million toward mental health and substance misuse treatment is a better way to use the funds, reduce the reliance on a broken crisis-care model, and ensure people's needs are being met. I urge my colleagues to join me on Tuesday in supporting this approach."Faulconer and Ward have been working with housing commission on transition plans for the individuals staying at the convention center. Earlier this month, the commission's board authorized SDHC to submit applications to the state for "Project Homekey" grant funds for two or more properties.Through the Homekey initiative, California has made 0 million in grant funds available statewide to purchase and rehabilitate hotels and convert them into interim or permanent housing."By converting hotels into hundreds of permanent homes, the city and county of San Diego have an opportunity to continue to lead the state in creating new solutions to reduce homelessness," Faulconer said. "It's critical that when we have keys in hand for these units, we also have the services in place to support them, and the county's vote Tuesday can ensure that happens."If the Board of Supervisors approves the .4 million, SDHC will be able to pair the services to clients placed at the new supportive housing units."(The) .4 million in behavioral health and care coordination services will give struggling San Diegans the security and peace of mind that a new home is a permanent home," Ward said. "I join Supervisor Fletcher in calling on his colleagues to approve this funding to keep homeless San Diegans safe and healthy from the threats of COVID-19."The majority of the .4 million will be used for two years of behavioral health services for the housing projects, the group said. SAN DIEGO (CNS) - A San Diego man who provided alcohol to an underage drinker who subsequently caused a crash that killed her passenger was sentenced to 240 days in custody, the City Attorney's Office announced Wednesday. Fraidoon Ahmad gave alcohol to Yolanda Lozano and Mabel Bahena, both 19, on Feb. 17, 2017. Lozano later drove while drunk and collided with a truck on Interstate 15, killing Bahena. Lozano pleaded guilty to gross vehicular manslaughter while intoxicated and was sentenced to one year in custody, with Bahena's family asking a judge for leniency as the two women had been best friends since grade school. Ahmad pleaded guilty in May to misdemeanor charges of furnishing alcohol to a person under 21 and furnishing alcohol to a minor causing great bodily injury and death. RELATED: Woman who killed best friend in drunk driving crash sentenced to year in jailIn addition to being sentenced Tuesday to 240 days in custody, he will be on probation for three years and must complete nine days of work service, according to the City Attorney's Office. ``Mabel Bahena's young life was cut short, and a family was devastated by defendant's reckless actions,'' City Attorney Mara W. Elliott said. ``We hope this sentence sends a clear message that there will be severe consequences for adults who provide alcohol to minors.'' According to the City Attorney's Office, Lozano and Bahena met up with Ahmad at the Myst Hookah Lounge in the Gaslamp Quarter. Lozano was responding to an ad that Ahmad posted online, seeking prospective employees for a job at a marijuana dispensary. Ahmad gave each woman two glasses of wine and a shot of tequila at the lounge, then met up with him at his East Village apartment, where he served them more alcohol, according to the City Attorney's Office. 1804
