SAN DIEGO (KGTV) - A marijuana delivery driver was robbed at gun point and shot in North Park late Friday.According to San Diego Police Officer Robert Heims, the 21-year-old victim was making a delivery in the 2000 block of Haller Street at about 9:01 p.m. when a gunmen approached his vehicle and demanded marijuana.Related: Million dollar Fed?cartel seizureThe driver grabbed the suspect's gun and as they wrestled for the weapon the driver was shot twice in the right hand. SAN DIEGO (KGTV) - A life-changing medical diagnosis forced a San Diego sailor to leave the military and start over. While devastating, he's now pursuing another career with help from his new best friend. "When I left the ship and went to MCRD I started getting really sick and thought it was the flu," said Hugo Reynoso.Instead, Reynoso was diagnosed with type 1 diabetes and was medically retired from the Navy. "It's kind of scary having a steady paycheck and then going to have to look for something else," said Reynoso.On several occasions, dangerously high blood sugar levels sent Reynoso to the hospital. A friend suggested he get a diabetic alert dog. "He has enough personality for the both of us! He's a special character," said Reynoso, referring to his service dog Sky.Sky can detect when Reynoso's blood sugar levels are too high or low, alerting him by tugging his shirt or howling. In one instance, Sky detected extremely low levels when Reynoso was sleeping, alerting him to get up. Sky was by Reynoso's side as he pursued a new career in the automotive field. Reynoso was commuting two hours to Universal Technical Institute (UTI) in Rancho Cucamonga for a fast-track program. "I was commuting 167 miles, one way, I would have to wake up around 2:30 a.m., start my drive at 3," said Reynoso.Reynoso did this five times a week, running on just a few hours of sleep. Sky was there to ensure his blood sugar levels were steady. "Everyone told me when we were getting ready to graduate that they were going to miss me, but mostly they were going to miss him because he was their support too."While Reynoso's diagnosis took away his old dreams, he now has a partner to help achieve new ones. 1711

SAN DIEGO (KGTV) - A new program in San Diego will offer people as much as ,000 to trade in their gas-powered cars for an electric vehicle.In October, the County Board of Supervisors approved the Clean Cars 4 All program. Starting in 2020, the County will get million per year to help low-income families go electric."The problem with electric vehicles is the upfront cost of purchase," says County Supervisor Nathan Fletcher. A 14-gallon car that gets filled up four times per month would cost around ,400 per year. That money could now go back into a family's budget. The same goes for oil changes and many types of car maintenance."When you talk about not having to change oil and not having to maintain and internal combustion engine, you take a big part out of it," says Cole Lowenfield, the General Manager of Mossy Ford in Pacific Beach.In addition to the Clean Cars 4 All program, there are 26 other state and federal grants and tax incentives available to people who want to go electric. Romy Meraz finds joy in watering her yard at her home in Bonita."I know the plants are happy and I'm happy for them," said Meraz.It was a different story amid the state-mandated restrictions, when she cut her watering to once a week. Years later, she'll be watering four or five times a week this summer."I want my garden to be beautiful and green," said Meraz.Meraz isn't alone. According to a report from the research group Equinox Project, The Nonprofit Institute at University of San Diego, the average daily water consumption increased from 84 gallons per person to 91 gallons per person.That's an increase of 8.3 percent. It's still shy of the 119 gallons per day in 2007, but the usage has been steadily going up since restrictions were lifted."Even with the rains, with climate change ... we know another drought will come along so we need to be prepared. We've done it in the past. It's not a matter of whether we can do it. We can," said Nilmini Silva-Send, a researcher with the Equinox Project.When it comes to the biggest daily water users, the Santa Fe Irrigation District is tops at 363 gallons per person, followed by the Rainbow Municipal Water District and Valley Center Municipal Water District. SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields.
