SAN DIEGO (KGTV) -- Some Point Loma Nazarene University students have been told to shelter in place after a cluster of students tested positive for coronavirus.The university says it’s seen an increase of 12 cases. According to the school, 50 students were identified as close contacts.“A cluster of cases and potential exposures have been identified in the following dorm floors:Klassen Hall - 3rd North: three positive cases in isolation Hendricks Hall - 1st South: four positive cases in isolation Young Hall - 4th Floor: three positive cases in isolation Per university protocol, these positive cases are already in isolation in specific university housing outside of the potentially impacted floors,” the school said.The university says it is also monitoring two unrelated cases in Nease Hall.Read the full letter from the school below: 849

SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. While no one was available to speak, the CBP said in an email, "the bollard walls were not designed to be impenetrable or indestructible."RELATED: Border officials say the wall is working, drug smuggling shifting to the seaThis contrasts President Donald Trump's claims during a visit to San Diego in September, in which he claimed the bollard walls were "virtually impenetrable." The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. The wall measures 18 to 30 feet in height and in some areas, includes two barriers.RELATED: Touring San Diego's border with agentsBorder officials told 10News this week the wall is ultimately working, saying that drug smuggling has shifted to the ocean because of the improved barrier. CBP Commissioner Mark Morgan also said this week that border apprehensions were up 88% from Oct. 1, 2018, to Sept. 30, 2019.An administration official told the Post that the number of these breaches have totaled "a few instances," and echoed border agents' sentiments that the wall "significantly increased security and deterrence" in the San Diego and El Centro areas.The Washington Post reports that smugglers have cut through areas, then replaced the bollard in its original position or used putty to make it appear fixed in order to continue using the opening.RELATED: US border agents dealing with rise of 'fake families'Though agents can repair the damage by welding the bollard wall, they say smugglers can return to the same spot because the metal and concrete are now weakened, the Post said.The Post says that some of the damage has occurred in areas where electronic sensors to detect sawing vibrations have yet to be installed.Makeshift ladders have also been used to climb the barrier into the San Diego area, using hooks and rope ladders to climb down on the U.S. side of the border, the Post adds. 2675

SAN DIEGO (KGTV) — San Diego Police say the man shot in an officer-involved shooting downtown last weekend has died from his injuries.Leonardo Hurtado Ibarra, 25, died of his injuries at the hospital on Monday just before 10:30 p.m., SDPD said Tuesday.On Saturday, two officers in the area of 1200 6th Avenue saw Ibarra leaving a building and recognized him from a recent wanted flier regarding a robbery, according to SDPD. Police say the officers attempted to stop and talk with Ibarra but he began to walk away.RELATED: SDPD release surveillance video, body cam footage from officer-involved shooting in Downtown San DiegoPolice say Ibarra dropped the items he was carrying and "reached into his waistband." He drew an object and pointed it at an officer, prompting both officers to fire their service weapons, police added."He produced a handgun and then pointed it at the officers," said SDPD Capt. Rich Freedman over the weekend. "For fear that they were going to be shot, the officers return fire."Ibarra was hit at least once. He was taken to a nearby hospital where he underwent surgery and was placed in the ICU with life-threatening injuries.A loaded revolver wrapped in a bandana was recovered at the scene, but police have not determined if Ibarra fired the weapon at officers.The two officers involved, identified as Jonathon Lucas and Tevar Zaki, were not injured. Both officers have been with SDPD for about four years, according to the department. They have been placed on administrative leave during the investigation.RELATED: Calls for San Diego Police reform following downtown shootingBodycam footage was released in Sunday showing the incident from the perspective of the two officers. Footage from a smart street light overhead and a nearby security camera were also released to the public.After SDPD's homicide unit completes its investigation, the case will be reviewed by the county District Attorney's Office to determine if the officers are subject to any criminal liability, according to police.If any policy violations are discovered, the Internal Affairs Unit will conduct an investigation.SDPD says the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will also review the incident and give any recommendations.The Federal Bureau of Investigations and U.S. Attorney's Office will monitor the investigations, police added.San Diego Police could not comment further while the investigation is ongoing. 2507

  

SAN DIEGO (KGTV) — Scripps Health in San Diego is inundated with calls from people who are worried that they might have the coronavirus.“Understandably, people are now getting upper respiratory infections and right away they're thinking is this COVID-19 so they're calling the line and we're giving them the help that they need,” says Dr. David Wetherhold.The hospital network's dedicated COVID-19 nurse line is reportedly peaking at 60 calls every 15 minutes, connecting patients to nurses for screenings. If a nurse believes that a phone call warrants a video call and the video call warrants actual testing, the nurse will assign the patient a time to park outside one of the cabanas now staged outside three of the Scripps Health clinics. The patient will then call in. “A single licensed provider will come out to your car [and] do an evaluation. They'll check your blood pressure. They'll check your temperature. They'll check your pulse and your oxygenation level and then they will obtain the COVID-19 sample which is a swab into the nose,” adds Wetherhold.Wetherhold says COVID-19 test results come back in two to four days. Positive patients will only need to return for treatment if their symptoms are unmanageable. He's also working vigorously on Scripps Health’s larger telehealth program. It was supposed to roll out over the next 18 months, but with COVID-19, it's been compressed into a few weeks. Wetherhold tells 10News that patients who are considered "at risk" are in desperate need of virtual care so that they can avoid any potential exposure to COVID-19. “The immunocompromised, transplant patients, heart failure patients or cancer patients. [They’re] going to be our initial focus [with] trying to get them the care they need remotely without bringing them out into the community," Wetherhold said.Scripps Health’s nurse line is 888-261-8431 and is staffed from 7 a.m. to 9 p.m., Monday through Friday, and from 8 a.m. to 5 p.m., Saturday and Sunday.The cabanas are located outside Scripps Clinic Torrey Pines, Scripps Clinic Rancho Bernardo and Scripps Coastal Medical Center Vista and are only available to patients directed there through the nurse line. 2189
