SAN DIEGO (KGTV) — San Diego County public health officials said Friday that the region is dangerously close to being placed in the state's most restrictive reopening tier.The county's coronavirus case rate over the last 48 hours was alarming, according to Supervisor Nathan Fletcher."We've been living for most of the last month on the precipice of tiers," Fletcher said. "We now are concerned about the trends and we're concerned about the likelihood that we can tip back into purple."Fletcher says over the last six days, San Diego County's daily unadjusted case rates continue to increase.County Public Health Officer Dr. Wilma Wooten said since the start of this week, the county has seen its unadjusted case rate increase from 7.2 cases per 100,000 residents (7-day daily average from the previous week) on Sunday to 7.8 on Friday. The county's adjusted case rate has increased from 6.8 to 7.0 during the same time span.The last week reported for the county, San Diego reported an unadjusted case rate of 7.2 and an adjusted case rate of 6.8.Fletcher says the unadjusted case rate more closely represents the actual public spread of the coronavirus."The overwhelming majority of San Diegans are doing everything right. But we just have to go that extra mile in order to protect our status in our tier," Fletcher said.According to the state's reopening tier system, counties with a case rate of more than 7.0 and/or testing positivity percentage of 8% or greater for two consecutive weeks are placed in the purple tier, the state's most restrictive.Next Tuesday, Oct. 20, the state will report metrics for Oct. 4-10. Then on Oct. 27, the state will report results from Oct. 11-17.Officials say that's why they're sounding the alarm now, to encourage residents to double down on efforts around slowing the spread. SAN DIEGO (KGTV) - San Diego Police released a composite sketch Tuesday in the search for a man suspected of trying to kidnap a 3-year-old girl in the Morena area. The incident happened Sunday about 4:30 p.m. as the girl’s mother was taking her daughter for a walk in her wagon on Savannah Street at Buenos Avenue, police said. The area is residential and two blocks away from busy Morena Boulevard. A man parked his sedan but left the engine running, then approached the mother and child from behind, according to investigators. SAN DIEGO (KGTV) – San Diego County officials say they are no longer accepting waiver applications from elementary schools looking to reopen for in-person learning.The county’s COVID-19 Education Sector Team made the announcement Tuesday, stating:“This decision is based on the fact that as of September 1, 2020, all TK-12 schools within San Diego County would be permitted to reopen for in-person instruction, if the county’s case rate remains below 100 per 100,000 population for 14 days after coming off the State’s Monitoring List. Today is day 7 of this 14-day period, therefore in one week, all TK-12 schools could be allowed to open for in-person instruction, if the school leadership chooses to do so. Therefore, our application waiver process will be suspended.”The suspension is effective immediately.As of Aug. 20, there were 27 local schools that were approved for waivers. 893

SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. Meanwhile, the Employment Development Department continues to be inundated with people trying call. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills. SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB.
