SAN DIEGO (KGTV) — Each year thousands of people in San Diego County face eviction from the place they call home. With rising rents and mortgage rates increasing, experts say that trend is about to get worse.“On November 5 my family and I are going to be homeless because it’s very hard to find places,” said Margot Velez.Velez is being evicted from her apartment, the complex she’s called home for nearly a decade. There’s a dispute about whether or not she’s paid the rent.RELATED: San Diego rents will continue to rise, according to USC rental forecastVelez said she’s up-to-date. She explained the owners of the complex claim she’s about ,000 behind, which is about three months rent.Team 10 investigator Adam Racusin asked Velez if there’s a possibility she ends up on the street.“Yeah, a real possibility,” she said.RELATED: More space for your money: Top neighborhoodsVelez is just one of the thousands in San Diego County facing an eviction.According to San Diego County Court records, there were more than 9,000 unlawful detainer cases filed last fiscal year. Those are eviction lawsuits.A report by the group Tenants Together, a statewide organization for tenants’ rights, stated landlords file an average of 166,337 eviction lawsuits annually in California, with a total of 499,010 households facing eviction in the three-year period. An estimated 1.5 million Californians faced court evictions over the last three years.RELATED:?Developer plans 300 new apartments in Otay Ranch"Evictions are on the [rise] in San Diego, and it's largely because there's just a depletion of rental stock,” said attorney Christian Curry with the Tenants Legal Center, a San Diego Law Firm. “Really, what it is is they get behind on their rent, and by the time they come to us usually they have the money to pay, but the landlord just won’t take it anymore."Curry said rents are going up and many people can't keep up, but in San Diego County, there are laws to help protect renters.The Tenants’ Right to Know regulations has a section that outlines termination of tenancy guidelines.RELATED: Housing swaps offer vacation savingsAccording to the regulations, a residential tenancy of more than two years duration shall not be terminated, nor shall its renewal be refused unless for things such as nonpayment of rent, the landlord intends to withdraw all rental units in all buildings or structures on a parcel of land from the rental market or the owner of blood relative plans to occupy the rental unit as their principal residence.If you’ve broken the rules and you haven’t been in your home for more than two years and you're facing eviction, there is a process for removal. According to Curry’s website, “After receiving an UNLAWFUL DETAINER [sic], the tenant/occupant must respond timely or lose the case. If you are personally served, you have only five calendar days to respond. If someone is served for you, you may have an additional 10 days. Weekends are counted but the last day to respond cannot land on a weekend (or holiday). If it does, the 'last day' carries over to the next business day. There are many defenses which can be raised.”Curry said tenants should know their rights and try to talk with the landlord ahead of time. Renters may be able to work out a deal that benefits everyone. 3368

SAN DIEGO (KGTV)- A new technology just reached San Diego and Border Patrol agents say it’s going to help them do their jobs faster, easier and more efficiently. They’re called Mobile Video Surveillance Systems. Each unit is grounded to a Ford F150, the controls to operate the cameras mounted on a mast in the bed of the truck are inside. San Diego is the second place in the nation to have truck like these. Border Patrol says they’ll be rolling out in just a couple days. The first place to have Mobile Video Surveillance System trucks is Rio Grande Valley, Texas. Michael Scappechio is a supervisory with Border Patrol and he tells 10 News, “the looming threat of the migrant caravan in Tijuana and more people potentially on the way we need to make sure we’re prepared for that”. The two cameras allow the agents to see two pictures at all times, a daytime camera and an infrared camera. While Scappechio says the need for this kind of technology is needed in San Diego, it’s their increased rate of arrests that landed the trucks here, “nearly a 90 percent increase is significant, that’s going to get attention, that’s going to get resources, that’s going to get man power, infrastructure and technology”.Border Patrol tells 10 News these trucks won’t replace the border wall but instead, will go hand in hand with it. 1334

SAN DIEGO (KGTV) — Two puppies soon to be up for adoption in San Diego are already capturing hearts around the world.Two 3-month-old terrier-blends, named Star and Denver, were taken to Helen Woodward Animal Center on Feb. 11 after their mother had been dumped in a rural location in Louisiana. They were taken by van about 1,900 miles through a partnership with the rescue group Heart of Louisiana.Once in San Diego, it wasn't long before staff learned about Star's unique challenges and special bond with her brother. Star is blind and deaf and Denver had taken on the role of guide dog for his sister.RELATED: Assemblyman Todd Gloria announces bill to end puppy mills in California"While the rest of [Star's] littermates frolicked without her, her brother Denver kept a protective eye on her," the animal center wrote. "Choosing Star as his main playmate, the two were rarely apart and when separated, Denver would come running back to love on Star and let her know he was there."The pair's heartwarming story has made its way across the world, according to the animal center. Helen Woodward workers say they've fielded calls from New Zealand, Canada, and states across the U.S. inquiring about the duo.Lucky for San Diego, the animal center says the pair's next family must be local so that the center's trainer can help them begin their lives with a special needs puppy.RELATED: Pet stores at Westfield malls in Escondido and National City close amid legal pressure“It’s really extraordinary,” stated Helen Woodward Adoption Services Manager Dora Dahlke. “We never stop learning from animals. SAN DIEGO (KGTV)- As elections are quickly approaching, a San Diego man is expressing concerns after discovering what appeared to be undelivered mail ballots and voter guides in City Heights.“I was out walking the dogs, and I found this stack of voter ballots; it was mixed in with ballot envelopes and voter guides,” said Jeremy Alaynick. “Just kept finding them the more I walked.”He sent ABC10News pictures that appeared to show a combination of approximately two dozen unvoted ballots and sample ballot/voter information pamphlets.Alaynick, a professional dog walker, said he did not report the incident immediately because he was walking dogs for a client.“I would have picked them all up and taken them to the post office, but I’m thinking about the dogs, and that just wasn’t running through my mind at that moment,” he said.He was working to report the incident Wednesday.Registrar of Voters, Michael Vu, tells ABC 10News, situations like this are uncommon, and investigations are launched as soon as his office is aware.“What we generally do is we touch base with the US Postal Service. It would have been great to receive this information at the time rather than a week later, particularly for those respective voters but also for us to be able to manage it,” he said.Vu said if voters have concerns or haven’t received their ballots by mail, options are available.“We are tracking every single one of these ballots, so when a voter says they have not received their mail ballot, we have the ability to suspend that ballot and reissue them another one,” he said. “If there are voted mail ballots that come back to our office, we compare the signature off of the envelope against the signature on file. So every single one of these is validated.”If you are voting by mail, Vu recommends tracking your ballot here.“Voters themselves, they have the ability to track their mail ballot as it’s traveling to them or traveling back to us after they voted,” he said.If you across a situation like this, Vu said to report it to his office right away.A spokesperson for the United States Postal Inspection Service tells ABC 10News they cannot comment on this matter. 2174
