Li Changchun (C), member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, addresses a national conference on publicity in Beijing, capital of Beijing, Jan. 4, 2009.    Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the call at a national conference on publicity which was held here from Jan. 4-5.     He called for efforts to create an active and healthy environment to maintain social stability.     He also urged the building of a "socialist core value system" that may consolidate the ideological basis for people from all ethnic groups.     Li called for a reformative, scientific and innovative spirit in publicity and cultural work.

BEIJING, Nov. 12 (Xinhua) -- Chinese Vice Premier Li Keqiang said on Wednesday that increased environment protection efforts would help significantly to boost domestic demand and open new economic growth points. China would continue to make environmental protection a priority to benefit the people and ensure a stable economy, he told the annual meeting of the China Council for International Cooperation on Environment and Development (CCICED).     China faced difficult tasks in protecting its environment as itwas the world's biggest developing country with huge economic growth potential. BEIJING, Nov. 18 (Xinhua) -- China's police departments should further standardize the procedure of law enforcement and build harmonious relations with the people, China's top police official said on Tuesday.     State Councilor Meng Jianzhu, also Minister of Public Security, said at a tele-conference with local public security heads that the police should "be fully aware of the challenge brought by the global financial crisis and try their best to maintain social stability."     Meng urged the police to further improve the way of law enforcement, using "a harmonious thinking to ease conflicts and a harmonious attitude to treat the people".     "You should let the people know the authority and dignity of the law, and meanwhile make them feel the care and warmth from the public security authorities," he said.     Earlier this month, Meng published an article in the journal of the Communist Party of China, Qiushi, or Seeking Truth, underscoring "the appropriate use of police force".     "In handling mass incidents, we must be clear that the chief tasks of the public security authorities are to maintain order on the scene, ease conflicts, avoid excessive steps and prevent the situation getting out of control," he wrote.     And the local officials must exercise caution in using police forces, weapons and coercive force, Meng said. "Incidents of bloodshed, injury and death should absolutely be avoided."     A violent protest, involving 30,000 people, broke out on June 28 in Weng'an County of southwest China's Guizhou Province. The protesters rampaged through government buildings and torched more than 160 offices and about 40 vehicles. More than 150 police and protesters were injured, most slightly, and no deaths were reported.     Provincial Party Chief Shi Zongyuan later blamed some local officials' "rude and roughshod solutions" to solve disputes over mines, the demolition of homes for public projects, the relocation of residents for reservoir construction and other issues.     "Some officials neglected their duties, but resorted to police force when any dispute happened, which led to strained relations between officials and the people, and police and the public," Shi said.

  

KUWAIT CITY, Dec. 29 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang and Kuwaiti Prime Minister Sheikh Nasser Al-Mohammad Al-Ahmad Al-Sabah agreed to expand economic and energy cooperation between the two countries during their meeting here on Monday.     "China and Kuwait should form a lasting, stable and comprehensive partnership concerning the energy area," Li told the Kuwaiti prime minister, according to a press release from the Chinese Foreign Ministry.     Li said the two sides should deepen cooperation in the energy industries and study ways of joint exploration of both upstream and downstream industries.     He called on both sides to expand cooperation on infrastructure and telecommunication, increase contacts of people, and promote exchanges in the areas of finance, agriculture, science and technology and culture, in a bid to jointly respond to the change of global economic environment.     Li also said China always sees its relations from a strategic perspective with the Gulf Cooperation Council (GCC) and its six members, including Saudi Arabia, the United Arab Emirates, Oman, Qatar, Bahrain and Kuwait.     China is willing to further high level visits, enhance political mutual trust, broaden substantial cooperation and promote peace and stability in the Gulf region, Li said.     Nasser said Kuwait and China have witnessed a strong growth of bilateral trade volume this year, and taken a big step in energy cooperation.     Citing the current global financial crisis, he pledged that Kuwait is ready to further enhance cooperation with China in various fields, adding that Kuwait welcomes Chinese products and enterprises to enter the Kuwaiti market to realize common development.     The Chinese vice premier also visited oil facilities in Kuwait and met with major figures of the oil industry to get a better knowledge of the Gulf Arab state's oil industry and the progress of China-Kuwait energy cooperation.     China and Kuwait renewed their record of bilateral trade volume in 2007 with 3.6 billion U.S. dollars, according to official statistics, a 30-percent growth compared with that of 2006.     China imported 2.3 billion dollars worth of goods from Kuwait in 2007, with 90 percent of oil products, while only exporting 1.3billion dollars of goods to Kuwait.     Li and Nasser also hailed the sound state-to-state relations between China and Kuwait.     Li said relations between China and Kuwait, the first Gulf state to establish diplomatic ties with China, feature "deep friendship between the two peoples, all-along mutual political trust and equal respect."     Expressing his appreciation of Kuwait's support in the issues concerning China's major interests, he said China supports Kuwait's independence, sovereignty and territorial integrity.     Nasser acknowledged that China was also the first big power to recognize the independence of Kuwait.     Nasser said the Kuwaiti people have been always cherishing a friendly affection towards the Chinese people, and will never forget the firm support and help from the Chinese people.     Kuwait is the final leg of Li's 11-day overseas visit, his first foreign visit since he took office as vice premier in March, which has also taken him to Indonesia and Egypt.

  

BEIJING, Jan. 24 (Xinhua) -- Chinese leaders offered their Spring Festival greetings to the nation at a gathering to mark the coming Lunar New Year here Saturday.     President Hu Jintao chaired the gathering of more than 4,000 people from various sections of society.     On behalf of the Central Committee of the Communist Party of China (CPC) and the State Council, Hu, who is general secretary of the CPC Central Committee, conveyed festival greetings to all Chinese people and his thanks to the friends of China across the world.     Premier Wen Jiabao, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, delivered a speech.     2008 was an extraordinary year for China, in which the country succeeded in fighting the severe winter weather, the May 12 earthquake, in hosting the Beijing Olympics and launching the Shenzhou-7 manned spacecraft and actively coping with the current international financial crisis, he said.     The achievements "demonstrated that no difficulty could defeat the great Chinese people and the road of socialism with Chinese characteristics will be broadened," he said.     The country will embrace the 60th founding anniversary of new China in 2009, Wen said.     Priority should be given to maintaining stable and relatively fast economic growth this year. This will be achieved through expanding domestic demand especially consumption demand, restructuring the economy and transforming the growth pattern, he said.     All will ultimately target maximally satisfying people's increasing material and cultural needs, he added.     In 2009, China will enhance and improve macroeconomic control efforts and carry out an active fiscal policy, as well as a moderately easy monetary policy, he said.     "We have the confidence and the ability to overcome various difficulties and achieve further development," he added.     The government will pool strength of the nation to do some practical things for the people, including expanding employment, improving the social security system, promoting medicare system reform, enhancing development of the cultural industry, and ensuring smooth rebuilding in disaster-hit areas, he said.     The government will also strive to solve people's housing difficulties and to provide satisfactory education that ensures no child drops out of school because of financial difficulties, he said.     Other leaders, including Wu Bangguo, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, also attended the gathering.     Spring Festival, or the Chinese Lunar New Year, is the most important traditional Chinese festival of family reunion. It falls on Jan. 26 this year.
